Purpose of Job

The UK’s Department for International Development (DFID) Ethiopia is looking for an experienced and highly-motivated Governance Adviser to provide support across the programme portfolio. Advisers have key roles in programme design, management and evaluation, and in influencing the broader development and implementation of policy.  Drawing on a range of evidence, political and institutional analysis, and a clear understanding of the political and institutional systems, Governance Advisers shape DFID’s strategic direction at different levels by identifying emerging governance, political and institutional trends and the implications for development policy and practice.

The post requires someone with a deep understanding of the systems of government and the political economy context.  You will need to work at multiple levels; developing relationships with key governance stakeholders and locally with poor people themselves, to understand government systems and the incentives of people with power and identify ways to address constraints and enhance opportunity for delivery of services to poor people.

DFID implements programmes in: health, education, water and sanitation, social safety net, humanitarian and economic development sectors.  The successful candidate is expected to have a deep knowledge of how Ethiopian government systems work, including: policy, planning and budget processes.  You will also be expected to support programme staff understand the political context in Ethiopia and the implications for their programmes.

Key responsibilities and accountabilities

Deliver high quality governance analysis and advice to underpin and shape the strategic direction and delivery of the DFID development programes and results.

  • Work with programme teams establish and maintain a clear governance vision and theory of change for sector interventions.
  • Horizon scan, trouble shoot, and set direction on challenges and opportunities in the thematic areas such as health, education, nutrition, WaSH and gender in Ethiopia.
  • Conduct tailored analysis to ensure service delivery programming, policy and engagement takes account of political economy issues.
  • Commission and manage the delivery of political economy and institutional analysis by contractors; ensure findings are communicated across the office.

Lead DFID’s thinking on institutional and systems strengthening

  • Work with sector advisers across the office to establish and maintain a clear strategy for capacity building.
  • Deepen knowledge across the office on public sector governance and organisational and institutional change processes.
  • Capture and share lessons of what works in institutional and systems change in Ethiopia.
  • Engage on public financial management with wider donor community and government.
  • Lead the Fiduciary Risk Assessments for DFID Ethiopia, deepen understanding of the overall risk environment and strategy to reduce risk.

Lead on engagement and developing strategies to ensure accountability and inclusiveness in the delivery of basic and humanitarian services.

  • Support design and analysis of systems to ensure accountability and inclusion in the delivery of services, including through grievance redress mechanisms and financial transparency.
  • Including working on alternative service delivery models, including through exploring possible roles for the private and non-profit sector.
  • Lead on developing comparative research and evidence of innovation in service delivery.
  • Advise on the set-up, capacity development and institutionalisation of mechanisms to improve delivery in less-developed regions.
  • Collect and disseminate lessons and examples of good practice.

Salary range:

  • A2L – 57,664.08 Br/ Month or   A2 – 76,123.50 Br/Month starting salary depending on qualifications and experience.

Job Requirements

Essential:

  • Relevant experience working on governance, poverty and development issues in Ethiopia preferably at national and regional level with evidence of understanding of key policies and strategies.
  • Demonstrate experience of working with the Government of Ethiopia, including understanding policy, budget and planning processes.
  • Ability to explain complex issues in clear English to a range of audiences;
  • Experience in influencing policies at senior levels
  • Demonstrable experience of working with the international development community and an understanding/familiarity with the international development architecture.
  • A proven ability to communicate clearly and confidently, verbally and in writing.
  • Excellent inter-personal and team working skills, with an ability to work flexibly and adapt to emerging issues.
  • Fluency in spoken and written English and basic computer literacy (office applications and the Internet).

Desirable:

  • Previously most successful candidates have drawn on 5+ years of relevant experience to show sufficient evidence of the competencies etc)

Qualifications:

  • Normally a Master level degree or equivalent level of academic and professional experience in a subject area clearly related to governance and development (including in political science, development policy and planning, law, or another relevant area).  Strong demonstration of the competences through relevant experience may substitute for a Master’s.  Knowledge and experience gained working on or in developing countries and/or in fragile and conflict affected environments, is required.
