Purpose of Job

The UK’s Department for International Development (DFID) Ethiopia is looking for an experienced and highly-motivated Governance Adviser to lead our support to civil society and provide wider advice across the programme portfolio, particularly on democratic governance. Advisers have key roles in programme design, management and evaluation, and in influencing the broader development and implementation of policy.  Drawing on a range of evidence, political and institutional analysis, and a clear understanding of the political and institutional systems, Governance Advisers shape DFID’s strategic direction at different levels by identifying emerging governance, political and institutional trends and the implications for development policy and practice.

The adviser will manage DFID Ethiopia’s programme on civil society support and citizen engagement.  DFID holds the contract for a £16 million multi-donor fund for civil society.  S/he will contribute to the design and delivery of programming on democratic governance and accountability, specifically to lead DFID’s support to and relationships with democratic institutions.  S/he will also play a supporting advisory in security and justice programming and other relevant programmes including on elections.

The post holder will be expected to develop and maintain relationships with government institutions, both at federal and regional level, civil society and political actors.  S/he must also be willing and capable of developing relationships and contacts. Context analysis is essential; the advisor will be expected to have strong analytical skills grounded in a thorough understanding of the political context in Ethiopia. The post holder will also manage close relationships with various service providers.

The post requires someone with a deep understanding of the systems of government and the political economy context.  S/he will need to work at multiple levels; developing relationships with key government and civil society stakeholders, and political analysts to understand government systems and the rapidly changing political economy context in Ethiopia.  S/he will advice DFID staff on ensuring that programmes adjust to the political context.

Key responsibilities and accountabilities

Lead DFID’s support to civil society and citizen engagement (50%)

  • Lead adviser for the Civil Society Support Programme – provide strategic advice to ensure the programme responds to contexts and maximise effectiveness in supporting civil society across Ethiopia
  • Build strong effective relationship with procured suppliers and ensure the programme is managed in accordance with DFID rules
  • Build effective relationships with the CSSP team and donors to the programme.  Lead CSSP Steering Committee.
  • Represent DFID in regular management meetings and other relevant meetings about civil society.
  • Oversee our support to the implementation of the Ethiopian Social Accountability Programme III

Provide high quality advice on design and implementation of new programmes to support democratic institutions

  • Provide analysis and advice to influence DFID engagement and programming on democratic governance.
  • lead DFID’s support to and relationships with the Attorney General’s Office and Parliament.
  • Undertake institutional and needs analysis of the Attorney General’s office; and design new programming interventions as part of the SET business case.
  • Oversee DFID support to the Attorney General’s Office, ensuring it is compliant with DID rules.
  • Maintain strong understanding of the reform agenda and justice sector, including partnerships with other donors.

Deliver high quality political analysis and advice to inform wider DFID governance programming

  • Provide regular updates to DFID staff, senior management and the Embassy as required on political governance – including in collaboration with FCO Political Analyst
  • Provide political advice to inform programming in the security and justice sector – including working with staff across the British Embassy
  • Commission political economy analysis as required and ensure that results inform programming

Provide cross-cutting governance advice to wider DFID E programming and maintain professional development through a 10% cadre contribution.

  • As required, provide cross cutting advice on DFID Ethiopia programmes, in Economic Development, Human Development and Livelihoods and Humanitarian
  • Participate as an active member of DFID’s governance cadre including sharing learning with the Africa and Global governance networks
  • Ensure professional development is maintained through: maintaining a network of external networks and contacts; participating in L&D agreed with LM; undertaking 10% opportunities with other DFID programmes
  • Provide mentoring and line management to other staff as required;
  • Cover for Team Leader including in SMT as required.

Travel requirements:

  • Regular travel within Ethiopia, you may also be required to travel outside Ethiopia for training or to deliver advisory support to another country office.

Technical Competencies

Candidates should be able to clearly demonstrate in their application examples of two competencies: Governance, Political and Institutional Analysis and Political Systems and Accountable Governance.  And at least one additional competency.

Job Requirements

Essential:

  • Relevant experience working on governance, poverty and development issues in Ethiopia preferably at national and regional level with evidence of understanding of key policies and strategies.
  • Demonstrate experience of working with the Government of Ethiopia, including understanding policy, budget and planning processes.
  • Ability to explain complex issues in clear English to a range of audiences;
  • Experience in influencing policies at senior levels
  • Demonstrable experience of working with the international development community and an understanding/familiarity with the international development architecture.
  • A proven ability to communicate clearly and confidently, verbally and in writing.
  • Excellent inter-personal and team working skills, with an ability to work flexibly and adapt to emerging issues.
  • Fluency in spoken and written English and basic computer literacy (office applications and the Internet).

Desirable:

  • Previously most successful candidates have drawn on 5+ years of relevant experience to show sufficient evidence of the competencies etc)

Qualifications:

  • Normallya Master level degree or equivalent level of academic and professional experience in a subject area clearly related to governance and development (including in political science, development policy and planning, law, or another relevant area).  Strong demonstration of the competences through relevant experience may substitute for a Master’s.  Knowledge and experience gained working on or in developing countries and/or in fragile and conflict affected environments, is required.
