 Weak land governance and insecure land rights are still major development challenges for Africa. While many African countries have shown the political will to pursue reforms and initiatives, their implementation at country level remains at an early stage. Many of them lack the human and institutional advisory capacities required to implement sustainable land policies. In this context, the SLGA programme (Strengthening advisory capacities for Land Governance in Africa) supports the African Land Policy Centre (ALPC) in strengthening a Network of Excellence on Land Governance in Africa (NELGA) to improve training and further training capacities in the fields of land management and land policy in Africa, as well as to promote needs-based research and knowledge exchange in Africa. NELGA is a continental network, but SLGA now starts to implement so-called “country packages”, in order to further support the implementation of the African Union agenda on land at member state level. Ethiopia was selected to be part of this new implementation approach of the SLGA programme.

 SLGA seeks a qualified candidate for the position of Advisor in Land Governance and Education

Responsibilities and Duties

  •  Stock taking of available knowledge on land governance in Ethiopia.
  • Developing a knowledge dissemination strategy for land governance (incl. the new public library in Addis Ababa);
  • Advising the communication departments of universities to facilitate the uptake of research results in policy making.
  • Facilitating the translation of research results into policy briefs;
  • Developing participatory research agendas during multi-actor platforms held within the framework of other land-related projects in Ethiopia.
  • Conceptualizing, setting up and monitoring of cooperation agreements with selected learning institutions in the country.
  • Facilitating exchange of learning institutions on land governance.
  • Proposing amendment to current teaching curricula.
  • Performing other related duties and tasks as assigned.

Qualifications

  • A Master’s Degree or PhD in a land governance discipline (i.e., land law, land administration, spatial planning, land development);
  • Thorough knowledge of active academia and peer networks on land governance in Ethiopia; and even beyond.
  • Thorough knowledge of current Ethiopian land use policy and administration debates including draft proclamations, regulations, directives.
  • Working knowledge of land regularization and administration programs

Professional experience

  • 7+ years of professional experience
  • A minimum of 5 years’ experience in land governance, land administration and tenure, land policy, legal land experience or other relevant experience
  • Demonstrated experience in facilitating and monitoring evidence-based decision and policy making and in conceptualizing policy instruments to implement evidence-based policies.
  • Thorough knowledge of international and regional conventions, methodologies and agreements relating to land governance.
  • Experience in working in INGOs/International Organizations on land governance is considered a strong asset

Other knowledge, additional competencies

  • Good level of knowledge in the MS Office package and MS Teams.
  • Excellent communication skills, both written and oral in English and Amharic.
  • Familiarity with the human rights-based approach and the gender transformative approach.
  • High degree of creativity, initiative, integrity, and accountability.
  • Conceptual and creative thinking and independent initiative.
  • Good interpersonal skills and team spirit.
  • Previous GIZ work experience advantageous.
