        I.            JOB SUMMARY:

The Natural Resource Management Advisor is responsible for the overall provision of technical support to two zonal government departments and FUTURE project local implementing partners with regard to sustainable community based Forestry, Agroforestry, rangeland management (RM) and soil and conservation interventions in the program intervention areas. S/he will also be in charge of coordinating participatory mapping of indigenous natural resource management (NRM) institutions, strengthening existing participatory forest management groups, build technical capacity of government and IPs staff and YAYU biosphere management zones. The incumbent will also be responsible for facilitating learning exchange among different groups and zones, monitoring learnings and develop working guidelines relevant to YAYU biosphere reserve management and its buffer zones.

II. RESPONSIBILITIES AND TASKS

Job Responsibility #1: Technical Support to Partners and Field Offices

§  Provides technical support for field staff, partners, and government offices regarding sustainable community based forest management and land development in the YAYU biosphere reserves and around its buffer zone

§  Coordinates participatory mapping of indigenous natural resource management (NRM) institutions and participatory forest management groups

§  Provides relevant technical assistance to pertinent offices, NRM, government line offices, and other partner organizations working in  project sites;

§  Closely works with ECFF, government forest and natural resources office  and other NGOs;

§  Regularly communicates and undertake field monitoring  with impact areas and site offices on the progress of planned activities, and provide them with appropriate information and feedbacks accordingly;

§  Communications with sub grants on implementation status of planned activities, and provides them  the required technical supports accordingly

§  Provide support for proper integration of conservation and natural resource work with other interventions such as livelihood, agriculture and family planning

§  Facilitate and provide capacity development training including on-job to partners and government staffs

Job Responsibility #2 Program/Project Design:

§  Takes a lead role in the integrated development and implementation of natural resource management activities in the YAYU biosphere reserve and around its buffer zone.

§  Identifies, design and recommends interventions to promote proper and sustainable forest and land use and closely follow for its implementation.

§  Lead development of integrated NRM development plan for the intervention Biosphere.

§  Work closely with organizations and Technical Working Groups that do have much experience and exposure in the area of biosphere and buffer zone  managements

§  Identifies problems and conducts causal and problem analysis focusing on natural resource management

§  Participates and represents the CARE  at meetings, conferences, working groups, etc, in collaboration with NGO partners, Government departments and donors as it relates to natural resource management

% of Time:  30%          

Job Responsibility #3:  Learning, Monitoring and Evaluation/Policy implementation:

§  Works with the DM&E advisor to develop a system that will enable CARE Ethiopia to assess the impact of FUTURE project interventions such as NR Mapping, forest species status identification and development , enriching buffer zones for additional livelihood option and biosphere conservation, the local environment friendly livelihood interventions—

§  Provides guidance and support to partner and government staff members related to natural resource management to enable them to administer the monitoring system.

§  Keeps up to date with developments in the sector, including best practice examples within the country and internationally, and ensure on-going personal development and learning;

§  Organise/facilitates visits, exchange visits, training, e-conferences to enhance shared learning or propose other forms/modalities.

§  Develop quarterly report and submit to FUTURE project manager

§  Organize and facilitate learning events at zone level.

% of Time:  30%          

Job Responsibility #4:  Perform other duties as assigned.

% of Time: 5%

III.                PROBLEM SOLVING (Thinking Environment)

All the three levels of problem solving apply to the incumbent. Because, the incumbent must use interpolative skills to pick and choose the right strategy to address a given problem and also has to deal with variable situations, which need analysis, problem definition and development of alternative solutions.

IV. QUALIFICATIONS (KNOW HOW)

A) EDUCATION/TRAINING

Required:

§  BSc degree in Forestry, Agro-forestry , Natural Resource Management, land development , Biosphere management or other related fields

Desired:

§   Masters Degree in the above-mentioned fields

B) EXPERIENCE – Number of months/ years of previous professional experience in a similar position:

Required:

§  Minimum of 5 years relevant work experience in the design, development and management of f Natural Resource mainly on forestry and Agroforestry. Having additional experience on participatory forest management, fodder development, land use mapping and planning, integrated and sustainable livelihood intervention in forest development interventions, private sector engagement in natural resource development work— are very much considered.

Desired:

§  Experience in biosphere management is highly desired

C) TECHNICAL

Required:

§  Participatory Rapid Appraisal (PRA) techniques;

§  Land use mapping and classification skill

§  Language proficiency in written and spoken English, Oromiffa ;

§  Computer literacy in MS-Word, Excel;

§  Interpersonal communication and report writing skills;

§  Demonstrated technical ability, sound judgment and ability to work effectively with others at all levels;

§  Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS, participatory approach and sustainable development.

D) COMPETENCIES

V. CONTACTS/KEY RELATIONSHIPS 

The incumbent is expected to collaborate with GOs, NGOs and partners in order to ensure enhancement of sustainable natural resource management in the program operational area. She/he is also expected to collaborate with Program Coordination Group, Area Coordinators, Program Managers and other concerned staff of CARE.

VI. WORKING CONDITIONS AND LEVEL OF TRAVEL REQUIRED

This position is located at CARE Addis and requires 30-40% travels to the field offices.
