Purpose of the position:

The Awards Management and Grant Compliance Specialist (or Awards Specialist in short) role provides the bridge between resource acquisition (RD) and operations (IP) functions and required to work collaboratively with all relevant team members and departments within the National Office (e.g. Finance, P&C, Procurement, etc.) to ensure smooth transfer and management of approved awards, sub-awards and contracts. The position holder will support the preparation of agreements, MOUs and umbrella agreements; establish and maintain a knowledge management system for grants, including tracking of progress and issues and provide business intelligence. The position holder will also serve as a subject matter expert/focal person on contract administration and donor compliance requirements in close coordination with legal and finance departments and Support Offices. The position will also support capacity building of staff and improving internal ways of working. The position holder will provide surge capacity to the RD team to support acquisition objectives.

Major Responsibilities

Leadership for system development

1.      Provide specialized expertise and co-lead the establishment of a comprehensive awards and grants portfolio management system (in collaboration with relevant stakeholders)

Oversee compliance requirements (internal and external) for award/contract negotiations and facilitate the transfer of new awards from acquisition (RD) to operations (IP)

1.      Coordinates with program staff to develop, analyze, revise, amend, review and support negotiations of contract documents, including, grants, cooperative agreements and sub awards and contracts.

2.      Support department leadership to improve award management systems, policies, procedures, and knowledge management (proposals, budgets, capacity statements and related award documents)

3.      For new awards, review draft agreements and seek approvals as necessary, negotiate terms with donor, set up awards in internal systems

4.      Support project startups making sure operations have the tools and training needed to support donor requirements and to mitigate risk for disallowances

5.      Reviews sub-awards and modifications as assigned, notify problems and risks, and takes the lead in researching disputes concerning contractual issues.

6.      Acts as the “compliance go-to person” and provides guidance and advice to program staff on compliance issues and questions.

Project Management & Operations support

1.      Convene and/or provide interim lead role for Quick Teams

2.      Support preparations for donor visits

3.      Support reporting and grant administration (e.g. timely submission of extension requests, with special emphasis on local and multilateral donors (e.g. EHF, UNICEF)

Knowledge Management & Business Analytics

1.      Create and maintain grant management information system and provide business analytics on grant portfolio performance

2.      Serve as a subject matter expert/focal point on contract administration and donor compliance requirements in close coordination with legal and finance departments

3.      Support staff capacity building

Other:

1.      Contribute to RD team operations (e.g. information management; backstopping; etc)

2.      Perform additional responsibilities as assigned

 

Job Requirements

Essential

Relevant degree (e.g. BA or MA in international or development studies; business administration; social science disciplines; etc.)

Desirable

  • Master’s Degree in a related field
  • Postgraduate qualifications or relevant technical/vocational studies and technical training e.g., Grant Management, Project management cycle, etc.

Required experience

  • For BA degree 7 years and for Master’s 5 years of working experience amongst 2 of which have been in the capacity of award management, concept notes and proposal development management within high pressure environments.
  • Training or certification in Project Management with accredited institutions
  • Previous experience with donors such as USAID, ECHO, EC, DFID, DFATD, UN, Gates Foundation, etc.

Preferred Skills, Knowledge and Experience:

  • Excellent English communication skills (oral and written) with ability to express ideas and concepts clearly and persuasively with senior internal and external stakeholders
  • Ability to provide support and training to staff and partners on donor requirements
  • Basic financial awareness, with the ability to support budget development
  • Excellent analytical, problem-solving skills and detail orientation, even under time pressure
  • Strong planning, organizational and project management skills and ability to prioritize and handle multiple tasks
  • Proven interpersonal, representation, networking, negotiation and leadership skills
  • Proven ability to build trust and relationships to work productively and to inspire teamwork even without line management authority
  • Ability to identify risks and issues and escalate them in a timely manner for proper resolution
  • Positive attitude and willingness to learn and work in a context of people with various ethnic and religious backgrounds
  • Understanding of World Vision’s standards and commitment to World Vision’s core values and mission statement, including participation in regular devotions. Ability to exhibit exemplary lifestyle as interpreted in specific local cultural context.
  • Knowledge of and adherence to Red Cross and NGO Code of Conduct
  • Strong computer skills (Word, Excel, Power Point, Internet) required
  • Willing and able to travel within and outside the country for work assignments and/or to attend national, regional and partnership-wide meetings and events
