In Ethiopia, Plan has more than 25 years of experience in implementing its programme. Currently PIE mainly operates in seven geographical areas; Amhara, Oromia, SNNPR, Gambella, Benishangul Gumuz, Afar, and Addis Ababa City Administration on different projects funded by different donors including sponsorship.
Plan International Ethiopia’s main purpose is to seek Gender Justice for Girls, Adolescent Girls, and Young Women. We aim to help create an enabling environment where girls, adolescent girls, and young women are safe, valued, equally cared for, and have equal opportunities. PIE will contribute to the global strategy by aiming to reach directly 2.1 million Girls, Adolescent Girls and Young Women over the period of the strategy 2020-2024 and to reach an additional 6.3 million beneficiaries through its interventions.
The position holder will be responsible to support the implementation and realization of the PIE’s strategy through strategically managing and leading the Break free project in the selected districts of Amhara Regional state aligning to the thematic country program. The post holder is responsible for the delivery of expected results in line with pre agreed program plans and objectives of the Break Free Programme and oversees its implementation process in remarkable ways throughout the project cycle. The post holder is responsible for ensuring quality program delivery of the overall Break Free project/programme and his/her duty station is at PIE Country office. She/he will ensure integration, collaboration, coordination, communication and teamwork within and across other projects/ programs implemented by Plan International Ethiopia predominantly in the Amhara Program Area.
More so, the position holder will also have a great role to ensure the implementation of Plan’s policy on Safeguarding of Children and Young people in all stages of PIE intervention areas, focus on advocacy and lobby to bring positive social and gender norms, enhancing collective voice, action and meaningful participation of adolescent boys, girls and young women as well as working in coordination with Break Free consortium members.

- Department of Influencing and Communications: Campaigns, advocacy, organize and support national and regional events, documentation of lessons and best practices pertinent to child protection, local and national workshops, IEC/BCC development.
- Country Office Grant and Finance Team: Collect budget report, generating report, budget and expenditure review meeting, budget re-phasing
- Co Logistics and Procurement Team: for procurement planning and processes
- Local and National organizations: Project designs, thematic discussions, project and budget performance, sharing learning and lessons.
Externally: The job holder has a close working relationship externally with the following departments and/or functions:
- Initiate, develop and maintain a range of working relationships with partners, likeminded organizations and community volunteers at all levels.
- Closely work with offices of Health, Education, Women, Children and Youth affairs and other relevant stakeholders at all levels.
- Work with Multi sectoral taskforces/alliances at national level for Coordination and exchange of learning and capacity building among government partners and NGOs to end child marriage, TP and promote related AYSRHR issues.

Accountabilities and MAIN WORK ACTIVITIES
OVERALL Dimensions of the Role
- Break Free Country office project coordinator will closely support advocacy and lobby works to promote positive social and gender norms, enhancing gender equality and education, promoting access to quality SRHR information, education and services as well as to contribute the reduction of harmful practices particularly Child marriage (CM) and Teenage Pregnancy (TP).
- Collaborate and support government sectoral offices at National, Regional, zonal and district levels to enable meaningful participation of Adolescent boys, girls and young women.
- Support and collaborate with Girls and Young Women (GYW) led CSOs and other CSOs focussing on girls and young women, alliances and networks to jointly work in policy advocacy and promote gender transformation approach.
- Responsible for annual plan development, overseeing program implementation and monitoring, ensuring effectiveness and efficiency of the project, budget management and quality program delivery of overall Break Free project at PIE CO level and Amhara program areas of selected intervention districts.
- Responsible and provide technical support for the developing, establishment and strengthening of sound networking, partnerships and mainstreaming of child centred community development (put in place child protection mechanisms). Since significant part of the project will be implemented in collaboration with government stakeholders, creating and nurturing partnership with national and/or regional levels like offices of Women, Children and Youth Affairs, Education, Health, law enforcement bodies and other partners is key part of the role.
Project/Programme Management (35%)
- Ensure the technical soundness, appropriateness and general quality implementation process of the project in all aspects of the project cycle management.
- In close consultation and participation of PA /CO level project team prepare detail annual and quarterly basis work plan including budget plan of the Break Free project.
- Lead and facilitate joint implementation plan of the project with relevant government stakeholders and project team at Co as well as PA level.
- Provide technical support PA team to change discriminatory social and gender norms as well as harmful traditional practices such as CM, FGM/C; TP and promote SRHR for adolescent boys and girls. Closely follow up and provide technical support project team and key gov’t stakeholders to cascade demand creation /awareness creation activities and then to bring behaviour change changes on existing bad social norms and gender inequalities.
- Conduct periodical field visits to the project sites and provide technical support for community-based child protection structures (such as school clubs), community-based volunteers, project officers and community development facilitators to ensure quality service delivery principally to advocate gender equality, girl’s education and adolescent and youth SRHR information and education through addressing gender inequalities and HTPs at grass root level.
- Facilitate and support towards enhancing collective voice, actions and meaningful participation of girls and young women, coordinating GYW led CSOs and other CSOs for joint lobby and advocacy
- Facilitate and support lobby and advocacy activities of the Break Free project at national, regional, zonal, district level and creating opportunities for girls and adolescents to claim their rights on gender equality and safe education.
- Ensure the mainstreaming of Gender and Child Protection in the program areas.
- Ensure the budget and financial resource management of the Break Free Project is effective, efficient and ensure the financial transactions exercised as per the financial rules and regulations of PIE and donor compliance issues.
- Prepare annual and quarterly action plan of procurements and closely work with Logistics and Admin departments of Country office.
- Collect, record, document and share best practices of the project for further learning and impact.
- Closely Work with Co level technical MEAL team and Child Protection Lead to ensure relevant and quality project results and data is collected, analysed and disseminated to support evidence-based project intervention and project management.
- Facilitate different training, workshop, learning and review meeting forums with government, CBOs and Girls and young women focused CSOs.
- Participate alliance level review meetings and workshops and strengthen the coordination efforts.
- Prepare M&E plan and reports of the project jointly with MEAL Coordinator, PA program staff and responsible stakeholders.
- Facilitate operational researches, baseline survey, midterm and final evaluation of the project together with the active participation of the concerned partners, stakeholders and project team at all levels.
Compile result focused progressive reports and submit to respective bodies timely and/or agreed reporting timeframes.
- Managing overall budget of Break Free project at the CO and provide ongoing support to APA.
- Ensure proper budget planning and utilization as well as grant compliance
Networking and Partnership (25%)
- Work in close collaboration with Break Free alliance members.
- Ensure complementarity of the Break Free consortium members’ interventions towards a common goal of Break Free programme.
- Prepare and facilitate joint field monitoring of the project with Break Free members and relevant government stakeholders
- Facilitate review meetings and learning forums with Break Free members, and other stakeholders
- Represent PIE in different networks, meetings, workshops, forums and trainings with NGOs and likeminded organizations at regional, zonal and district level.
- Establish links and good relationships with relevant government stakeholders at all levels.

Technical expertise, skills and knowledge
Essential Qualification and Experience
- Bachelor’s Degree and MA in Social Science such as Social work, Psychology, Sociology, and other related field of studies having at least 5 years relevant working experiences in the International NGOs predominantly in the areas of Child Protection, SRH, Women and Youth Development programs.
- In-depth knowledge of SRHR, GBV, harmful traditional practices, gender equality, girl’s right and their relevance in their protection and ample experiences working with adolescents and young people.
- Experience in managing budget and skills in maintaining of project team and/or team sprit
- Demonstrated experience of working on child protection, SRHR, Gender Equality, Empowerment of girls and young women, HTPs, civil society development, lobby and advocacy, behavioural change and communications.
- Demonstrated experience and/or knowledge of working with the national, regional, zonal and district government sectors as well as community-based structures.
- Experience with a diverse set of stakeholders at all levels of an organization, including from policy-makers and senior management to local government and CSOs, as well as community leaders and beneficiaries.
- Experience conducting joint supportive supervision with key stakeholders.
- Knowledge of effective participatory monitoring, evaluation and research systems and processes.
