Livelihoods Improvement for Women and Youth (LI-WAY) is a five-year program implemented by a consortium of partners composed of SNV Netherlands Development Organization (lead), Mercy Corps, Techno Serve and Save the Children with the financial support from Swedish International Development Cooperation Agency. The overall objective of the LI-WAY programme is to contribute to sustainable poverty reduction, improved gender relations and social stability in Addis Ababa. The specific objective of the program is to improve the livelihoods of 200,000 poor people, of which at least 50% are women and 75% youth, by increasing their income and access to economic opportunities in Addis Ababa.

Consultancy Objective

The overall objective of this midterm review is to assess the market system diagnostic, intervention development and key achievement of the inception and implementation period of the programme (covering the period starting July 2017 through December 2020). Consultant should assess the intervention based on OECD/DAC criteria for evaluating development assistance.

Specific objectives of the mid-term review aim to address the following:

  • Evaluate the Efficiency and Effectiveness of Li-way and formulate recommendations on how its management team can improve and adjust implementation.
  • Evaluate the Relevance of Li-way in addressing the underlying constraints identified and contributing to system change.

Job Requirements

The evaluator firm (team/consultant) should demonstrate a mix of evaluation skill and experience of evaluating complex programme.

Overall competencies:

  • At least two years of recognised knowledge and experience in evaluation MSD programmes.
  •  Very good knowledge and experience in evaluation methodologies – quantitative and qualitative.
  •  A strong record in designing and conducting/leading evaluations
  • Experience and knowledge in areas related to LI-WAY priority sectors (labour market, growth, SME, and skill development)
  • Experience in urban context, youth and women programmes; Gender equitable composition of teams with knowledge on gender relations
  •  Preferable experiences in Ethiopia, more specifically in Addis Ababa is a plus.

Technical/Education

  • Master degree or above in relevant disciplines: Economics, International development, Business, Trade, Financial systems, urban development and management, labour markets; etc.

2% withholding tax will be deducted from the consultant fees at the source and will be paid by SNV – Ethiopia, assuming a TIN number and license can be provided.
