National Biogas Programme of Ethiopia (NBPE), hosted by the Ministry of Water, Irrigation & Energy (MoWIE) has been implemented since 2009 as part of the Africa Biogas Partnership Programme (ABPP). Its phase II funding for Ethiopia came to an end as of March 31, 2019. NBPE Phase I and II worked in four larger programme regions; namely Amhara, Oromia, SNNPR and Tigray.

Consultancy Objective

The objective of the Mid Term Review (MTR) is similar with the over MTR undertaken in early 2020, with two differences. One, it is limited to Amhara Region and, two, it is in the context that the overall MTR has been already completed and hence, the scope of this additional MTR is narrower.

The objective and scope of the household survey is to collect data and develop two business cases (average or base case and attractive or best case) for clarity in communication with the end-users and other stakeholder.  These business cases will be used by the programme for promotion and other purposes.

The business cases are to be developed, including through monetisation of all the socio-economic costs incurred and benefits occurred due to bio-digesters during the biodigester lifetime, say 20 years, with use of a simple economic measure (payback period).

Job Requirements

  • The applicant must be a legally registered national consulting firm;
  • The applicant must have min. 3 years of operation completed;
  • Team Leader must have relevant master’s degree or higher and relevant experience, as per ToR
  • The Expert must have relevant master’s degree or higher and relevant experience, as per ToR

Both the technical and financial proposals should be in a separate sealed and stamped envelope by writing the name of the specific assignment.

2% withholding tax will be deducted from the consultant fees at the source and will be paid by SNV – Ethiopia, assuming a TIN number and license can be provided.
