Job Description

1.                  Background

MEDA (Mennonite Economic Development Associates) is an organization dedicated to creating business solutions to poverty. MEDA’s Global Affairs Canada-funded EMERTA project (meaning leaping to a great height in Amharic) runs for six (6) years, from 2016 to 2022 with the objective of contributing to increased income and employment opportunities for 16,000 producers and 275 Micro, Small and Medium Enterprises (MSMEs) focusing on three value chains: rice, vegetable and gemstones.

 

EMERTA is committed to increasing sustainable employment and incomes for women and men in Amhara by improving business performance of producers and MSMEs that buy from and supply inputs, equipment, and services to them. Moreover, the project supports financial service providers, business service providers, training institutions and government bodies to reach and serve women and men, providing improved, more gender-sensitive and environmentally sustainable services that foster growth of producers and MSMEs in the targeted sectors more effectively.

 

During EMERTA project designing, access to financial services was identified as a challenge both for producers and MSMEs. To improve financial service access to target producers, the project leverages on Rural Savings and Credit Cooperatives (RUSACCOs). RUSACCOs are financial institutions established by the community and work at Kebele level. They provide saving, credit and credit insurance services to members. These financial institutions are playing an important role to improving financial literacy of the community. There are 34 RUSACCOs in MEDA EMERTA project woredas (Dera, Fogera and Libokemkem) and the project supports them through different trainings.

2.                  Description and objectives of the assignment

MEDA EMERTA project has been working to improve financial services access to rice and vegetable producers through supporting RUSACCOs. RUSACCOs are managed by management committee and supported by technical staff. To improve financial services provision capacity of these financial institution, building the management capacity of RUSACCOs’ is very important. To build the management capacity of these financial institution, conducting management capacity gap assessment of the RUSACCOs is critical. After identifying the capacity gaps, training materials will develop and TOT training to 13 woreda financial cooperative staff will be provided.

3.                  Specific objectives of the assignment and tasks of the consultant

3.1  Conduct RUSACCOs’ Management Capacity Gap Assessment

In the project Wereda there are 34 RUSACCOs and they are managed by different committee elected by each RUSACCOs’ general assembly. These committee are not professional to manage these financial institutions. Therefore, assessing management capacity of these committee is so critical to build their management capacity. Hence, assessing the capacity of the management committee is one of the assignments of the consultant. The assessment will cover 6 RUSACCOs (2 from each project Wereda). The assessment draft report will be submitted to MEDA- EMERTA project.  The project will review the assessment report and share feedback to the consultant and the consultant will submitted the final assessment report to MEDA EMERTA project.

3.2  Training Material Development

Based on the assessment findings, training will be provided to RUSACCOs management committee. The training will be supported with well-designed and prepared training materials. Moreover, training material will be used by Woreda Cooperative promotion offices as resources material to provide trainings for other RUSACCOs which are established in other non-project kebeles. Therefore, the consultant will develop training materials based on the assessment findings.  The consultant will submit draft training materials to the project and submit final training materials after revising based on the comment received from the project.

3.3  Provide TOT Training to 13 Woreda Financial Cooperative Staff

Training to RUSACCOs management committee will be provided by Woreda Financial cooperatives experts. The consultant is responsible to provide 5 days TOT training to 13 Wereda Financial cooperatives experts using prepared training material.

3.3.1 Methodology of the training

The training shall be conducted following the principles of adult learning approach. During the sessions the trainees should get acquainted with the use of participatory and interactive training techniques such as group/individual exercises, and other relevant methods that can be adapted to the local context and applicable also when providing trainings to Financial cooperatives and management committee.

3.3.2 Capacity building Schedule

To ensure the practical applicability of the assignment the capacity building is proposed to be caried out in three phases:

Phase 1. Capacity gap assessment: The consultant shall conduct the management capacity gap assessment of RUSACCOs, and the draft assessment report shall be submitted to MEDA EMERTA projectThe consultant shall submit final capacity gap assessment report as per the comment provided by the project staff. Capacity gap assessment and final assessment report submission will take 8 days.

Phase 2. Training material development: Based on the findings of management capacity gap assessment findings and consultancies with MEDA EMERTA project staff, the consultant shall prepare an outline, including learning objectives and then develop draft training manuals. The consultant shall collect feedbacks from EMERTA project, prepare final training materials and submit to the project.  Ten days are allocated for the preparation of the materials.

Phase 3. Conducting the training:  The training will be provided to 13 Woreda Cooperative financial cooperative experts. The consultant will conduct a five-day training covering the main contents of the training materials. Moreover, the consultant is expected to organize feedback and reflection of the trainees on training sessions. Ten days are allocated for preparation, delivering the training and organize feedbacks and reflection of the trainees on training sessions.

4.                  Deliverables and Payments

The followings are deliverables of the assignment.

Ø  Capacity gap assessment prepared presented and validated (in English)

Ø  Training program with learning objectives prepared, presented and validated (in Amharic and in English)

Ø   Training material module prepared and validated (manual for trainees & respective PPT files in Amharic; 1 soft copy)

Ø  Training delivered, summary of immediate feed-back compiled and availed to Client.

Ø  Concise completion report of the assignment availed, highlighting achievements, potential challenges, and recommendations for the way forward.

The fees under this consultancy contract will be paid based on submission of agreed deliverables. An indication of the milestones/deliverables and payment schedule is presented in the table below.

Job Requirements

Qualification Required

·         MEDA-EMERTA project is inviting proposals for the described assignment from candidates – individual consultants or consultancy firms – with the following qualifications:

·          The team members shall have Master level degree in a relevant area such as business management, economics, Agricultural economics, cooperatives management, marketing, banking and finance.

·         At least 10 years of relevant work experience.

·         Practical experience in capacity gap assessment, RUSACOs capacity gap assessment, Cooperatives Savings and Credit union (COSACCOs)Cooperatives organizational development, training manual development, and training facilitation skill. References of successful facilitation of business and management development trainings to micro-finance/RUSACCOs.

·         Familiarity with Amhara Region and its agribusiness operators is considered an advantage.

·          Fluency in Amharic language.

·          Proficient in English language (written, spoken), proven ability to write concise reports in English.

·          Excellent communication skills and ability to work in a multi-cultural environment.

·          Proven evidence of excellent training skills.

1.                  Cost sharing

MEDA-EMERTA project will cover the following costs related to the assignment:

1.    All costs related to the trainees’ participation in the training sessions will be covered by MEDA EMERTA project.

2.    Fees for effective working days

3.    Transport cost against receipt to/from Bahir Dar when the consultant comes from outside the area (1 return trip via air/surface, using public transport)

4.    Transport costs against receipt within the region and targeted woredas using public transport.

5.    Accommodation against receipt and per diem according to EMERTA project travel regulations.

6.    Stationery, photocopying of materials.

The consultant is expected to cover the following costs:

a.    Use of own computer.

b.     Health insurance and all tax liabilities.

c.     Any other costs not covered by MEDA EMERTA project

2.                  PROPOSAL SUBMISSION

Interested applicants should provide the following: –

§  Cover letter and current resume/CV.  The cover letter must demonstrate the applicant’s understanding of and interest in the topic, describe the applicant’s capability for completing the assignment, include a timeline for completing the work, include examples of previous experience with similar activities (maximum two pages).

§  Work plan or detail activity plan which shows the number of days

§  Financial information must be submitted in breakdown which includes daily professional rate/fees and budget to accomplish the task.

§  Daily rates shall be the same for all the activities.

The following must be submitted as well,

o   Renewed professional license of the company

o   VAT registration certificate

o   Renewed business license

o   Professional certificate of key personnel

Evaluation Criteria

 

MEDA will use the following to evaluate every proposal submitted.

§  Technical proposal – 70%

§  Financial proposal – 30%
