Background

The Vulnerability Context Analysis (VCA) Toolkit is designed to give VSO staff and volunteers a set of tools and ideas to understand the context in which they are intervening, to assess vulnerability and capacity as well as to provide practical guidance for planning and prioritizing effective interventions with communities, sectors and systems to promote resilient livelihoods.

VSO staff and volunteers work in different countries and situations. Thus, the toolkit provides a general approach to vulnerability analysis. It is hoped that the various exercises and methods outlined below can be adapted to suit the requirements of the context and phase of the project life cycle. In designing the methodology and preparing for the VCA, VSO teams will need to reflect on the stage of the project that this process will be seeking to inform. If the VCA is conducted during the start-up or design phase of a new VSO project, the tools selected might need to include a more comprehensive range of exercises, in order to provide a broad overview of the context in which the project is intervening, and to inform the selection and design of appropriate project activities and more effective targeting of primary actors and direct project beneficiaries.

If the VCA is to be conducted during an existing project, for example, as part of a review or evaluation process, then a more tailored range of tools can be selected to meet the specific objectives of the analysis. Thus, the content of each exercise will also need to be adapted and changed accordingly.

Description of the Assignment

The VCA is an activity that has got specific steps and tools in carrying out the assignment. The specific assignment in this task is limited to carry out the list of activities that are listed under the “Key Roles and responsibilities of the consultant” as presented under the succeeding section.

Key Roles and Responsibilities of the consultant

  • Assist the filed level volunteers properly carry out the proper data collection as per the VSO CVA toolkits
  • Provide advice and technical backstopping to field level volunteers on data collection strategies as per the recommendations given in the VSO’s CVA tool kit.
  • Regularly communicate with volunteers and provide clarifications and assistance to them whenever necessary.
  • Compile data collected from the field.
  • Produce draft report and share to VSO-E Livelihoods and Youth team for review and feedback
  • Present the key findings from the field to VOS-E
  • Consider the feedback given from the VSO-E Livelihoods and Youth team and produce a final report
  • Submit the final report

As has been mentioned in the “2.1 Key Roles and Responsibilities of the consultant” above, the consultant is expected to provide advisory, follow up and reporting services that could be explained via the list of activities presented below:

 Location and Duration

  • The data collection for the Context Vulnerability Analysis is to be carried out in Addis Ababa, Bahirdar, Hawassa and Assosa. The data collection and finalization of the report is expected to be finalized as soon as possible.

Reporting / Working relationship

  • The consultant/researcher is expected to work with VSO Ethiopia’s Technical Lead: Livelihoods and Youth.

Job Requirements

 Experts Profile or Expertise Required

  • The consultant is expected to have at least five years relevant experience in conducting/leading a context vulnerability study or related activities and a post graduate qualification in development studies, social science, economics and livelihoods or related discipline.
