Capacity Building Training to be Provided for Police Force Members on Modern Slavery (Exploitation, Child Labor, Abuse and Human Trafficking/ECLAHT) 


ActionAid Ethiopia is implementing a three-year project titled CMS/Combating Modern Slavery that includes components such as: Exploitation, Child Labor, Abuse and Human Trafficking/ CECLAHT.  It is implementing the project in collaboration with four partners namely: Emmanuel Development Association (EDA), People, Health, and Environment Ethiopia Consortium (PHE-EC), Consortium of Ethiopian Human Rights Organizations (CEHRO) and Union of Ethiopian Women and Children’s Associations (UEWCA).   The project location areas are at national level (Addis Ababa), Amhara Region (South Wollo Zone, Harbu and Kutaber woredas) and SNNPRS (Hasana town and Soro woreda).

The project aims to achieve the next three major outcomes:

A.  Governments have implemented measures to prevent, identify and address ECLAHT, and to protect and monitor vulnerable groups and victims of ECLAHT).

B.      Businesses have implemented anti-ECLAHT measures to prevent, identify and tackle the use of human trafficking and forced labor, including the worst forms of child labor, in their own operations and supply chains.

C.       Vulnerable individuals and groups are more capable of resisting recruitment to ECLAHT.

To contribute for the response to improve access to justice for survivors of MS (ECLAHT), AAE (ActionAid Ethiopia) made communication and conducted consultative meeting with Addis Ababa Police Commission, Women and Children’s Affairs Department.  After the contact and meeting held with the representative of the Department and other Police Force members working in the 11 sub-cities of Addis Ababa, AAE received official request for its response to address capacity gaps through training.

Besides, one of the project activities to be implemented to achieve the first outcome is to build capacity of government organs (in this specific task, members of the police force) so that they will get more capacity to improve access to justice for survivors of MS (ECLAHT.)

Thus, AAE seeks to have service of consultancy firm that can provide training whose details are stated under # 6 of the TOR posted on the facebook page of ActionAid Ethiopia.

1.   Objective of the training

Enhance capacity of trainees (members of police force working in Child Protection Unit) involving women’s and children’s affairs so that they will get skill, knowledge, and information to tackle practical challenges in providing service to survivors of MS (ECLAHT)

1.1.           Indicative timetable

The training is expected to be provided over a period starting from May 24 to June 1, 2022. Details of training topics and indicative timetable are presented under # 6 of the ToR (Term of Reference) for the task.

Job Requirements

The consultancy firm or the trainer should demonstrate the following requirements in their application to be considered.

  •  Specific knowledge: Rick knowledge and information on exploitation, child labor, abuse, and human trafficking and experience as professional/with regular/frequent interactions with law enforcement organs, and organized reporting and documentation of legal cases
  • Personal qualities and attributes: Training facilitation skills, ability to ensure result-oriented training approach and ability to maintain audience-centered training methodology
  • Advantageous Consideration: Experience in areas of training and/or other engagements MS ((ECLAHT) is a plus
  • Languages: Proficiency in spoken and written Amharic and English
  • Legal requirements: Renewed professional license, accreditations, and certifications.

  • Bidders must provide CV and application letter together with a complete set of technical, financial as well as legally required documents mentioned in the ToR “Original” and “Copy” in a separately sealed envelope with one copy for each.
  • The winner is required to comply with ActionAid’s SHEA and Safeguarding Policies which will be delivered to them together with the contract agreement and must be filled and returned to AAE. If the winner fails to do this, the award will be cancelled automatically.
