ORGANIZATIONAL DESCRIPTION:

Scope

The CYPD Manager is responsible to coordinate implementation of project activities in education and child protection, as part of the wider coordinated approach which ensures the effective program implementation of the IRC program operation areas through community-based identification and implementation. She/he will be involved in training, leading and assisting field staff to ensure the best possible education and child protection services are delivered to children. She/he will work in constant collaboration with the IRC field coordinator and technical team in Addis.

Detailed responsibilities and tasks:

The detailed duties and responsibilities of the CYPD Manager will be:

  • Undertake situational assessments and ensure data compilation and analysis are to the required standard; and participate in proposal and budget development based on the need on the ground.
  • Ensure a well-coordinated and comprehensive thinking to address the identified needs through context-appropriate intervention.
  • Play active roles in developing reasonable and realistic proposal and budget in response to the need.
  • Enhance key linkages between the education and child protection program activities with other IRC sectors such as Gender-based Violence, Environmental Health and Reproductive Health/HIV-AIDS; collaborate closely with the other program managers/officers from the above departments to join efforts, and make IRC’s coordinated intervention more effective.
  • Build and maintain relationships with other sector managers to learn from their programs and identify approaches and strategies that can be translated into better results for education and child protection.
  • Assist the team in preparing budget tracking, spending, procurement plan and work plans.
  • Provide support and management to the PSS Assistants and or CP Officer on implementing weekly PSS activities including: Focused PSS, Community Based PSS, Parenting Skills activities, Social and Emotional learning, special events, life skills any related scheme falling under CP, and outreach for children involved in the worst forms of child labor, out of school and/or at risk of dropping out;
  • work closely with IRC logistics, finance, and grant team for timely and compliant program activities and expenditures; including active participation in procurement, supply chain, grant and other meetings as needed.
  • Work along with the team for implementing strategies to reduce child protection concerns and school dropouts.
  • Ensure appropriate use of IRC global technical resources for all trainings, including the Protection Mainstreaming Monitoring and Evaluation System (Proms)
  • Support together with program team the community leaders to build their capacities so as to respond adequately to the community in which they are serving and also to chip into the fulfillment of all education and child protection program activities.
  • Work closely with all programs staff and promote all learning centers and child-friendly spaces, playgrounds are all child-friendly and safe environments.
  • Support program staff in capturing reliable data on children and youth, elderly and disabled living in the camp, using Participatory Learning Assessment tools. Facilitate and ensure participatory needs assessments are accurately conducted and the collected data are analyzed, utilized, properly documented and reported.
  • In coordination with the program officers liaise with ARRA and other agencies that may operate in the camp to get involved and collaborate in the implementation of activities and solve challenges, conflicts and problems that arise in the camps.
  • Coordinate meetings with various governmental and non-governmental organizations, in developing strategies, define and implement relevant activities in the protection of children and women from abduction, trafficking, sexual abuse and all forms of violence, through establishment of psycho-social support and awareness raising sessions with the community members in the camps.
  • Establish and strengthen the information management systems, document and disseminate information to the CYPD team in Addis and other relevant staff.
  • Guide the program team and assistants in monitoring, reviewing and following up program activities; and make sure monthly, quarterly, semi-annual and annual reports are submitted on time with the required quality.
  • Provide a monthly summary update of CYPD programs including achievements, challenges and next steps with emphasis on planned verses achieved activities, budget utilization and procurement.
  • Strengthen the BID panel, coordinate the BIA process by closely supporting child protection team across refugee camps
  • Support education and child protection staff in establishing/strengthening ECCD/SHLS centers in the refugee camps as appropriate.
  • Strengthen protection mechanisms through mobilizing and involving the community in reducing risks and harm of (abuse, exploitation, violence and neglect) against children in the refugee camps
  • Responsible for hiring and supervising the performance of staff and community workers; provide ongoing supervision, leadership, training and technical support and guidance.
  • Mentor and support staff’s professional development and develop a positive team spirit to encourage innovative and quality programming.
  • Ensure program efficiency and delivery through development of project monitoring and evaluation and context specific client response mechanisms
  • Any other duties and responsibilities that can be given by immediate and technical supervisors.

Key working relationships:

  • The CYPD Manager will directly report to the Field Coordinator, with additional oversight from the CYPD Coordinator. The CYPD Manager will also closely work with other managers based in Assosa and other CYPD technical team based in Addis.

Working environment:

  • The CYPD Manager will be based in Assosa Field Office, located in the Benishangul Gumuz Region with 75% travel to the five refugee camps.

Job Requirements

  • MA/BA in Educational Development and Planning Management (EDPM); Development Management; Development Economics or related field of studies.
  • 4 years for MA holders and 5 years for BA holders relevant experience in international NGOs preferably in refugee camps and at least one year of managerial experience
  • Demonstrated ability and experience in working in an emergency and post emergency/recovery program.
  • Project management experience.
  • Proposal and report writing skills.
  • Excellent representational skills.
  • Strong organizational skills
  • Proven management skills.
  • Computer literate.
  • Experience in working with multicultural and diversified workforce.
  • Excellent communication and interpersonal skills.
  • Proven ability to work under pressure and attention to details
  • Proficient in spoken and written English
  • Knowledge of local language is an asset
