Job Description

Chemonics International seeks experienced professionals for the USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project. GHSC-PSM in Ethiopia will serve as vehicle through which USAID will procure and furnish health commodities, provide technical assistance to improve the country’s management of health supply chain and pharmacy service activities, and collaborate with key international stakeholders to support global and local health initiatives.

The project is currently seeking qualified Cold Chain Equipment Management Advisor.  The advisor is responsible to coordinate the optimization of COVID-19 vaccines cold chain facilities management practices and improving cold chain management competencies at all levels for COVID-19 vaccines through strong collaboration with Ministry of Health, Ethiopian Pharmaceuticals Supply Service (EPSS), and RHBs. S/he advise and technically support GHSC-PSM cold chain management coordinator and specialists assigned for cold chain management of COVID-19 vaccines in multiple location of the country and at EPSS. The advisor will also provide support to MOH and EPSS in the effort of ensuring effectively and efficient cold chain equipment management practices are in place for COVID-19 and other vaccines along the supply chain

The Global Health Supply Chain – Procurement and Supply Management Project in Ethiopia

Background

The purpose of the Global Health Supply Chain– Procurement and Supply Management (GHSC-PSM) Program is to ensure uninterrupted supplies of health commodities in support of United States Government (USG)-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), President’s Malaria Initiative (PMI) and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:

  • Global Commodity Procurement and Logistics
  • Systems Strengthening Technical Assistance
  •  Global Collaboration to Improve Long‐Term Availability of Health Commodities

Purpose

The GHSC-PSM Cold Chain Equipment Management Advisor for COVID-19 is responsible to coordinate the optimization of cold chain equipment and improving cold chain management competencies at all levels through strong collaboration with Ministry of Health, Ethiopian Pharmaceuticals Supply Service (EPSS), and RHBs. S/he advise and technically support GHSC-PSM cold chain management coordinator and specialists assigned for cold chain management of COVID-19 vaccines in multiple location of the country. The advisor will also provide support to MOH and EPSS in the effort of ensuring effectively and efficient cold chain equipment management practices are in place for COVID-19 and other vaccines along the supply chain.

Major Duties and Responsibilities

  • Support the Expanded Program on Immunization (EPI) of MOH and EPSS to optimize Cold Chain Equipment (CCE) management at various supply chain levels
  • Provide technical support on the area of installation, qualification (IQ), operational qualification (OQ) and performance qualification (PQ) of newly deployed and currently in use cold chain equipment.
  • Enhance cold chain equipment management competencies of health professional who involved in vaccine and cold chain equipment management at EPSS, woreda and health facilities.
  • Provide support to EPSS Hubs, woreda and health facilities to improve qualification and calibration of temperature monitoring devices.
  • Support EPSS to enhance the preventive and curative maintenance practices for cooling units of refrigerated trucks (cold vans)
  • Ensures cold chain equipment (CCE) is being installed and used in accordance with the manufacturer’s recommendations and operates as specified.
  • Facilitate the provision of capacity building training to relevant staffs at MOH and EPSS on ultra-cold chain equipment (UCC) operation, and proper use and management.
  • Enhance the capacity of the cold chain system for identification and management of risks related to the management of cold chain equipment
  • Conduct lane/route profiling assessment to ensure that the required temperature ranges are maintained during transportation.
  • Facilitate technical assistance in the restoration of non-functional cold chain equipment through facilitating the provision of preventive and corrective maintenance
  • Improve overall compliance of EPSS hubs and Woredas’ cold chain facilities that are used for COVID-19 and other vaccines storage, and distribution with country and global quality and regulatory standards and requirements
  • Provide support to EPSS for improving the preventive and curative maintenance practices for cold chain equipment that are used for storage and transportation of vaccines.
  • Actively participate in the establishment/strengthening/ of MOH/RHB/ZHD and EPSS Technical Working Group or task force, with an emphasis on COVID-19 vaccines and cold chain management.
  • Prepare weekly and monthly action plans and progress reports to the COVID-19 supply chain manager according to agreed schedules.
  • Properly document achievements/success stores and report compilation for project activities.
  • Exhibit Chemonics values and build culture of “Living our Values” within the team. Understand and adhere to established policies and procedures and promote them throughout GHSC-PSM staff
  • Perform any other relevant duties assigned by GHSC-PSM COVID-19 Supply Chain Manager

Level of Effort and Duty Station

  • This position will be based in Addis Ababa, Ethiopia, with intermittent travel throughout the program’s target regions as needed.

Duration of assignment

  • January 1, 2023 to June 30, 2023

Supervision

  • The GHSC-PSM Cold Chain Management advisor will report directly to the GHSC-PSM COVID-19 Supply Chain Manager.

Job Requirements

Job Qualifications

  • Bachelor’s degree in biomedical engineering or related fields, and advanced degree in related to biomedical engineering is an asset.
  • Minimum of eight (8) years of relevant experience in health supply chain system in vaccines and cold chain management.
  • Previous experiences in the health sector with particular focus on the cold chain equipment management of vaccines
  • Proven experience in managing cold chain equipment in public sector warehousing and distribution operations preferred.
  • Demonstrated ability to work with cooperating partners in implementing complex programs.
  • Excellent interpersonal and communications skills.
  • Willingness to travel throughout the regions of Ethiopia.
  • Fluency in English required.
  • Demonstrated leadership, versatility, and integrity
