In Ethiopia, GIZ has been implementing development programmes on behalf of the German government for over 40 years together with our national partners. The focus of our work in the country is on vocational education, sustainable use of natural resources, land management and food security, biodiversity and forestry. Other programmes e.g. enhance development of a sustainable textile sector and renewable energies in Ethiopia.

Responsibilities:

• Oversee the household energy – (solar) electrification sector transformation agenda of the program, in close collaboration with heads of other components, and internal and external stakeholders.
• Provide strategic leadership to the implementation of program activities under the solar based electrification work stream and related issues in the household electricity space.
• Provides leadership in the establishment, implementation and furthering of partnerships with various stakeholders, governmental and non-governmental, for an effective implementation of key program objectives.
• Monitor and provide leadership on policy initiatives, both at regional as well as national levels, meant to ensure the household energy – (solar) electrification sector transformation in Ethiopia.
• Lead the FDI attraction and regulatory reform activities of the component with a focus on creative a conducive environment for investment
• Oversee the advocacy and supply chain development activities of the household energy – (solar) electrification component to achieve specified program objectives.
• Planning, implementation and monitoring of EU Up-Scaling and other donor activities for GIZ EnDev Ethiopia household energy – (solar) electrification interventions, as per the agreed programme/project objectives, deliverables, milestones and indicators defined in the project/program documents
• Lead the provision of professional advice/technical assistance to beneficiaries, stakeholders and partners in capacity development and household energy technology as well as market development.
• Creation and maintenance of synergy with EnDev Ethiopia regional offices & other technical components, with other GIZ programmes as well as other related programs in the sector
• Ensures the documentation/knowledge management of learning and innovation with regard to household energy technology and market development
• Management and leadership of the components’ interventions, coordination of the work plans, monitoring of the workload and performance, and facilitating the personal development for the components’ staff, in coordination with other EnDev Ethiopia components, sections and regional offices, as well as the other GIZ project in the energy portfolio as appropriate
• Monitoring the budget and the financial utilization of the component as per the GIZ financial management regulations and the plan

Tasks

Professional advising and consulting:

• Advises sub-component leads on effective crafting and implementation of sector transformation efforts in the household energy – (solar) electrification sector.
• Guides the identification, selection, implementation and monitoring of policy redress to key constraints for private sector investment in the household energy – (solar) electrification sector.
• Engage in the design and implementation of public private dialogues on key policy issues that hinder enhanced participation of the private sector in the energy space.
• Participates in identifying needs for external support and advice, elaborates on policy recommendations and develops strategic approaches
• Supervises development and implementation of project/program plans and activities in close coordination with implementing partners and EnDev Ethiopia regional offices as well as the other projects in the GIZ energy program in Ethiopia.
• Lead the process of conceptualization, preparation and implementation of technical assistance schemes provided for federal and regional governments, sector and industry associations, enterprises and other
• Designs the strategies for co-financing, cost sharing and grant schemes under the household energy – (solar) electrification component meant to ensure industrial transformation, sectoral integration and higher impact of program supported
• Develop the framework for sub-component and individual KPIs, which will, then, develop and organizes quality assurance, proposes necessary improvements and initiatives
• Monitors project progress, prepares & reviews reports and documents concerning the progress of the EU upscaling programs and other interventions co-financed by other   donors, determines bottlenecks and recommends alternative courses of action

Technical processes: 

• Coordinates policy analysis, interventions and partnerships Household – off-grid electrification demand/market analysis and needs` assessments, prepare reports and documentations
• Coordinate firm-level and sector-wide activities to ensure industrial transformation solar PV market players for better uptake of renewable energy technologies across Ethiopia.
• Manages the provision of technical assistance to firms, industry associations, sector alliances, government agencies and other partners on household energy – (solar) electrification technology and market development.
• Coordinates the designing and facilitation of business development services for private and relevant public-sector entities (training, coaching, business linkage, etc)
• Ensure that the household energy technology market development interventions support local economic/value chain development
• Coordinate promotion of household energy – (solar) electrification technologies and environmental awareness as well as commercial dissemination of improved energy technologies
• Organize and take part in studies, assessments, surveys, etc in relation to household energy – (solar) electrification sector including end-user assessments

Networking and Cooperation:

• Co-operates with and ensures regular contacts, dialogues: does relationship management work and cooperates with local communities, relevant government & non-governmental organizations and persons within the program’s field of activities as well as with other activities in order to enhance and maintain good working relationships

• Maintains regular/frequent field visits to the EnDev Ethiopia regional offices and operation areas as required.

Management and Coordination:

• Supports project planning in the EU Up-Scaling of EnDev Ethiopia, develops project designs, including preparation, organization and moderation of planning exercises for the Household Energy – (solar) electrification component. Manages the implementation, monitoring, evaluation, communication, and documentation of project progress
• Coordinates and prioritizes EU Up-Scaling for EnDev Ethiopia project and other activities co-financed by other donors at the local level in cooperation with the partners and in the implementation of the project’s activities
• Oversees and approves the budget for key events, activities, periods and related financial documentation in consultation with her/his team.
• Compiles relevant information for collaborative activities and missions

Knowledge Management:

• Contributes to the design, storing, processing and dissemination of information and knowledge products
• Oversees the documentation and dissemination of project experiences, and develops a database of key deliverables and milestones
• Produces progress reports about household energy – (solar) electrification component of the program and the
• Leads and serves as the focal person for the collecting, updating & communication of information regarding household energy – (solar) electrification component of the program
• Organizes and leads the collection and compilation of an inventory of results/achievements of milestones and deliverables, and outcomes at the beneficiary levels
• Organizes and maintains the project/program documentation and filing system at component level in consultation with M&E and the Knowledge management and Communication sections
• Initiates and facilitates quantitative and qualitative surveys and studies as required (development of survey instruments, field testing, and training of field staff, organizational preparations in the field, data collection and analysis of data) in collaboration with other components and staff members
• Prepares different articles such as case studies, best practices and success stories for publication in EnDev Ethiopia magazines or other relevant journals

General Duties:

• Manages the personnel, finance, and infrastructure of the areas of activity she/he is entrusted with and provides guidance to her/his team members and subordinates
• Represents the interests and always acts on behalf of the GIZ EnDev Ethiopia
• Undertakes the execution of her/his duties in collaboration and consultation with other Heads/Managers and experts/advisors at EnDev Ethiopia, the GIZ energy programme and partner institutions to ensure smooth communication, for meaningful partnership and ownership, alignment, harmonization and effectiveness of the development aid
• Carries out tasks relevant to EU Up-Scaling for EnDev Ethiopia and other programs co financed by other donors which may not have been be explicitly mentioned in this job description

Other Duties/Additional Tasks:

• Supports EnDev Ethiopia and as well the GIZ Ethiopia Energy Program Planning, Monitoring and Evaluation activities as per agreed plan in collaboration with the relevant components and sections in EnDev Ethiopia the EnDev Ethiopia Regional Offices and the other programs in the programme
• Ensure the use of office and transport facilities in accordance with the agreement on the use of facilities
• Assists and/or carries out other program/project activities and any other tasks as assigned by the EnDev Ethiopia as well as the GIZ Energy Programme Manager.

Qualifications

• Master’s degree in economics, program development and management, policy analysis, public administration, engineering or development studies

Professional experience

• Minimum 7 years of professional experience in the energy (or related) sector of development cooperation or private sector

Other knowledge, additional competencies

• Ability to see the broader picture and sector linkages, and upbeat with recent policy developments in both the energy sector and other sectors.
• Excellent conceptual, organizational, moderation, presentation and communication skills, and confidence to present the project, are vital for the position;
• Additionally, fluent in English and enjoy working in different and international teams;
• Willingness to frequently travel in regional offices in Ethiopia.
