Construction Engineer – National 57 views

1. Introduction

UNICEF requires the services of a qualified and experienced National Construction Engineer to provide technical oversight for the learning and development of construction programs. The primary role of this position will be to oversee the proper use of UNICEF construction funds and ensure risk management and value for money on all construction services procured. The incumbent will ensure high-quality construction standard is adhered to in a timely and effective manner, she or he will also ensure proper coordination between all stakeholders by undertaking technical monitoring and oversight of all school’s rehabilitation/ construction of inclusive secondary schools or any other renovation/construction works, and Wash activities are undertaken by UNICEF in the regions of operation. The Purpose of this Position Supports the supervision of construction additional works in Benishangul -Gumuz after the departure of  Dtwins consultant firm.

2. Specific Tasks

.•     Assure timely and continuous quality assurances by conducting real-time monitoring of construction sites by being present ‘on-site’ in the refugee camps, host community, and other construction sites in the region.

. •    Liaise with relevant UNICEF staff and different service providers like contractors and government ministries/local authorities on construction-related issues/statutory appro Advanced University degree in Civil Engineering, Building Construction, architecture or another relevant technical area;

. Work closely with the Project Management Consultants or technical personnel hired by UNICEF and those assigned either from the government ministries/local authorities or implementing partners, construction contractor, sub-contractors of the implementing partners and advise on the appropriateness  of design, specifications, and materials and make decisions based on the consultation with UNICEF construction specialist

•     Identify problems based on monitoring visits and propose remedial action. Identify alternative courses of action to accelerate/improve  project delivery;

•     Ensure that all project plans, drawings or sketches are well understood by the project management consultants or technical personnel assigned either from the government ministries/local authorities or implementing partners, construction contractor and sub­ constructors and provide implementation guidelines and give feedback; Identify problems, if any and propose remedial actions in consultation with UNICEF field office;

•     Review the overall performance of the construction contractors ;

•     Monitor and evaluate the progress of construction projects against agreed implementation plans,

•     Monitor construction lines budget and expenditure closely and in consultation with UNICEF program specialists to ensure that the project funds are used in the cost­ effective, transparent and accountable way to achieve set objectives;

•     Report regularly to the supervisor on the overall progress of the construction progress and constraints and propose solutions.

•     Ensure detailed records are kept of all construction activities, enabling real-time tracking of construction progress.

•    Ensure environmental and site health and safety issues are all incorporated in the plans during the design and construction phases.

•     Organize bi-weekly review meetings with the Project Management Contractor, Construction Contractor, UNICEF Field Office team to review construction progress

 •     Ensure proper coordination between all stakeholders involved in the construction program.

3. Expected Deliverables

–    Monthly progress report on the following aspects

–   Quality assurance indicators developed for all types of construction structures supported by UNICEF;

 –    Quality assurance monitoring plan developed;

 –      Joint construction plan with all construction partners developed;

 –     Ensure the quality and standard of the construction of school classrooms, child-friendly spaces in different regions of the country.

 –    Written progress report on the implementation of construction work including quality assessment based on joint construction plan and on the progress of quality assurance monitoring plan Monthly reports to include problems encountered and remedial measures taken on problems encountered.

 –      Financial overview and monitoring sheet of the construction projects;

 –     Minutes of Bi-weekly review meetings with Project Management Contractor, Construction Contractor, UNICEF supervisor to review construction progress.

 4.  Reporting

Reporting will be biweekly,  but the end of the month report will be more comprehensive, Administrative reporting will be direct to the chief of field office and technical reporting to the engineering unit.  the monthly payment will be linked to the approval of the reports submitted to    Note the timeline and frequency of the reporting required by the consultant on their progress to date (e.g. every month and meetings with supervisor each week) should be included in the deliverables.  N.B  reports are also required at each payment schedule.

Job Requirements

5.  Expected background and Experience

–  Educational Background :

Advanced University degree in Civil Engineering, Building Construction, architecture or another relevant technical area; A first University Degree in a relevant field combined with 4 additional years of professional experience may be accepted in lieu of an Advanced University Degree.

– Work Experience

A minimum of eight years of relevant professional experience in construction with a focus on capacity building, design, costing, supervising, training/mentoring, communication, program monitoring, and evaluation, some of which would have been in development work ;

•    Should have good written and spoken fluency in English and Amharic languages; Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) or a local language is an asset.

•    Good reporting skills and computer literacy, including office applications.

6.  General ConditionsProcedures and Logistics

–  Consultant will work from the UNICEF office, remote location, or a combination.

–   Consultant should provide his/her own materials, i.e. computer, office supplies, etc.

–  Consultant shall be authorized to have access to  UNICEF transport only with permission from the chief of the field office.

– Payment shall be scheduled on monthly basis. Note that final payment to a consultant is dependent on the completion of deliverables as well as hand-over notes and submission of a consultancy PER.

7 . Policy for both parties should be aware of:

–    Under the consultancy agreements, a month is defined as 21 working days, and fees are prorated accordingly.  Consultants are not paid for weekends or public holidays.

–   Consultants are not entitled to payment of overtime.  All remuneration must be within the contract agreement.

–  No  contract  may  commence  unless  the  contract  is  signed  by  both  UNICEF  and  the Consultant

–  For international consultants outside the duty station, signed contracts must be sent by fax or email. A signed contract copy or written agreement must be received by the office before Travel authorization is issued.

– No consultant may travel without a signed travel authorization prior to the commencement of the journey to the duty station.

–   Unless authorized,  UNICEF will buy the tickets of the consultant.    In exceptional cases, the consultant may be authorized to buy their travel tickets and shall be reimbursed at the “most economical and direct route” but this must be agreed to beforehand.

–  Consultants will not have supervisory responsibilities or authority on the UNICEF budget.

–   Consultant will be required to sign the  Health statement for consultants/Individual contractor prior to taking up the assignment,  and to document that they have appropriate health insurance, including Medical Evacuation.

–   The  Form  ‘Designation,  change or revocation of beneficiary’   must be completed by the consultant upon arrival, at the HR Section.
