Consultancy Services to Conduct Research on UNCRPD Compliance gaps on access to mainstream social services for persons with disabilities

I. ORGANIZATIONAL BACKGROUND

Ethiopian Center for Disability and Development (ECDD) is an Ethiopian Development Organization established in 2005 and reregistered at Agency for Civil Society Organizations as Ethiopian Development Civil Society Organization with Certificate № 0321 under the Proclamation № 1113/2019. ECDD is working with other organizations to promote and facilitate the inclusion of persons with disabilities and disability issues in mainstream service delivery and development programs envisioning an Inclusive Ethiopia where persons with disabilities exercise the same rights and have access to the same services and opportunities enjoyed by other citizens.

ECDD is currently implementing a project entitled “Disability Rights for an Increased Voice and Empowerment (DRIVE)” funded by the European Union and Light for the World International under the Civil Society Fund III Programme with the overall objective of improving the quality of life of persons with disabilities through the promotion of disability rights and inclusion. One of the planned activities in this project is to conduct research–under the title: “UNCRPD Compliance gaps on access to mainstream social services for persons with disabilities” To this end, ECDD would like to hire a consultant with the required qualification, expertise, and experience to conduct this research.

II. OBJECTIVE OF THE Assignment

The objective of this consultancy assignment is to undertake research under the title: “UNCRPD Compliance gaps on access to mainstream social services for persons with disabilities” and state research findings thereon. Findings of the research will be used as an advocacy area by persons with disability and their representatives–Organizations of Persons with Disabilities (OPDs)–in Ethiopia, including in DRIVE Project Areas.

III. FUNCTIONS/KEY RESULTS EXPECTED

The consultant will be responsible, inter alia, for performing the following activities:

·         Organizing and providing logistical support necessary for data collection and research-related activities;

·         Developing adequate assessment methodology to assess the compliance gap of the CRPD related to the accessibility of services to persons with disabilities.

·         Developing sufficient data collection tools (desk review, questionnaire, and FGD) in collecting data for the research and managing the data collection process, and analyzing and interpreting the collected data.

·         Reviewing and analyzing the collected data;

·         Indicate improvement areas as well as provide possible recommendations to enhance the implementation and advocacy of the UNCRPD articles

·         Present the findings aligned with the UNCRPD articles and principles to the relevant stakeholders.

V. SELECTION CRITERIA

The Technical and Financial Proposals will account for 80% and 20% respectively of the selection criteria, broken down as follows:

VI. DURATION OF THE ASSIGNMENT

The assignment will be implemented over a period of 30(Thirty) working days starting from the signing of the contracts. Payment shall be made upon submission of deliverables as per the following millstones, and approval of the same by the ECDD.

  VII. MODE OF PAYMENTS

REQUIRED QUALIFICATION, SKILLS, AND EXPERIENCE

·         LLM preferably in Human Rights or MA in related fields of social science;

·         A minimum of six years of experience with demonstrable capability working on human rights issues, particularly on disability rights advocacy with Organizations of Persons with Disabilities (OPDs) and Persons with Disabilities, is required. Relevant experience may include, among other things, work as a research and advocacy for OPDs or Non-profit Organizations; or work in government and international organizations on policies relating to human rights and disability rights.

·         Strong understanding of the UNCRPD, other international human rights instruments, related domestic policies, and laws;

·         Ability to work with electronic-based data capture, monitoring, and evaluation tools;

·         Excellent written and oral communication skills both in Amharic and English.
