TERMS OF REFERENCE (TOR)

For Consultancy Services to Develop Disability Rights and Advocacy Strategy Training Manual

 I. BACKGROUND

Ethiopian Center for Disability and Development (ECDD) is an Ethiopian Development Organization established in 2005 and reregistered at Agency for Civil Society Organizations as Ethiopian Development Civil Society Organization with Certificate № 0321 under the Proclamation № 1113/2019. ECDD is working with other organizations to promote and facilitate the inclusion of persons with disabilities and disability issues in mainstream service delivery and development programs envisioning “an Inclusive Ethiopia” where persons with disabilities exercise the same rights and have access to the same services and opportunities enjoyed by other citizens.

ECDD is currently implementing a project entitled “Disability Rights for an Increased Voice and Empowerment (DRIVE)” funded by the European Union and Light for the World International under the Civil Society Fund III Programme with the overall objective of improving the quality of life of persons with disabilities through the promotion of disability rights and inclusion.  In order to realize the Overall Objective, the Project has the following three Specific Objectives:

1)    Empowered persons with disabilities advocating for their rights (demand-rights)

2)    Increased access to mainstream services by persons with disabilities (demand-basic services)

3)    Enhanced capacities of duty-bearers to put in place effective policies and provide inclusive services (supply)

Thus, in order to achieve the overall objective of the project, ECDD has planned to develop a contextualized training manual that emphasizes on ‘disability rights and advocacy strategy’.

 

II. OBJECTIVE OF THE CONSULTANCY

The purpose of this consultancy assignment is to develop a disability rights and advocacy strategy training manual to be used by institutions such as: Organizations of Persons with Disabilities /OPDs/, Civil Societal Organizations /CSOs/, and governmental organizations to promote as well as understand the broad-spectrum rights of persons with disabilities and the various strategies to advocate the existing rights within the context of Ethiopia.

III. FUNCTIONS/KEY RESULTS EXPECTED

The consultant will be responsible for performing the following activities:

o   Review and understand the international and domestic context of disability rights and advocacy strategies

o   Conduct literature review of secondary sources related to lobby and advocacy skills and interventions

o    Desk review and understanding of the “DRIVE” project to get a clear picture of the project purpose

o   Consolidate information from secondary sources such as documents on the necessary areas to develop the training manual

o      Based on the consolidated information, developing a contextualized training manual on disability rights and advocacy strategy by adding a 3-5 days training manual

IV. DURATION OF THE ASSIGNMENT

The assignment will be implemented within 25 Calendar Days starting from the signing of a contract document. Payment shall be made upon submission of deliverables as per the following millstones, and approval of ECDD.

 

V.  EXPECTED DELIVERABLES

Key deliverables of the assignment are summarized as follows:

o   A blueprint including work plan, methodology of the manual development process, and content of the manual

o   Comprehensive reports on the various assessments and reviews conducted to develop the manual

o   A draft of the comprehensive training module with a three to five days training guidelines for comments to ECDD

o   Final training manual incorporating comments and inputs given by ECDD for approval

Final comprehensive training manual in soft and hard copies.

Job Requirements

 

VI. REQUIRED QUALIFICATION, SKILLS, AND EXPERIENCE

o   LLM in Human Rights Law or other MA in Social Sciences in one of the following fields: Special Needs Education, Development Studies, Sociology, and Social Work.

o   Demonstrated knowledge and experience in designing a training manual previously

o   Strong knowledge and experience on the contextualized lobby and advocacy strategies/approaches; particularly regarding on persons with disabilities rights in Ethiopia

o   Strong understanding of the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD), other international human rights instruments, domestic policies, and laws related to persons with disabilities

o    Excellent written and oral English language communication skills.
