Context of the mission

Médecins du Monde (MDM) is an International Non-Governmental Organization (INGO) involved in humanitarian interventions, operating in Ethiopia since 1986 in different types of health projects from long-term interventions to emergency response.

In January – February 2019, MdM France (MdM-F) and MdM Germany (MdM- Ge) conducted a joint-Fact Finding Mission in the Somali region. The goal of this mission was to assess the humanitarian needs caused by ongoing drought and conflict and evaluate intervention options for MdM. The assessment covered three zones: Gerbo, Qubi and Lagahida. After successful submission of the project proposal to the German Federal Foreign Office (GFFO), the 24-month project has been launched 1 July 2019.

The project aims primarily to improve access to and the quality of health services with a focus on life-saving Mother and Child Health (MCH) interventions. The proposed activities include ensuring high-quality basic emergency obstetric and newborn care (BEmONC) at the Gerbo health centre; improving MCH services at Molayko health centre. The focus will be on capacity-building, training and mentoring, equipment and medical supplies, and community sensitization. In relation to improving prevention, monitoring and control of epidemics in this region, such as acute watery diarrhoea (AWD) and measles, the focus is also on support of infection prevention and control (IPC)/medical waste management in the 2 health centres (HC) and capacity-building in vaccination routine/outreach, cold chain management for staff at the healthcare facilities (both the 2 health centres and the 7 health posts). The screening, identification, management and treatment of acute malnutrition (moderate and severe) will also be improved, using community management of acute malnutrition (CMAM) approach, both at healthcare facilities and through targeted outreach activities in communities. WASH activities will be integrated into the health and nutrition activities, e.g. by ensuring availability of hand-washing stations and drinking water supplies in the 2 supported health centres. MdM F and MdM Ge will implement this new project jointly, with MdM F being the lead in the first year and a coordinated handover to MdM Ge during the project period.

2. Hierarchical & Functional links

The Covid progamme Officer will be managed directly by the Jijiga Programme Coordinator, with technical support from the Medical referent in Somali region, and the Medical Coordinator in Addis.

3. Essential Duties and responsibilities

OVERALL OBJECTIVE OF THE POSITION

Based in Jigjiga, the Covid Programme officer will be responsible for following up the implementation of Covid response activities in the health centres, quanrantine and isolation sites in the area of Jijiga. The officer will do this through ensuring proper IPC and PPE watsan support in distribution and donation of different kits and watsan materials, and their monitoring of their use.

TASKS & RESPONSIBILITIES

  • Conduct initial assessment of the covid-19 treatment, isolation and quarantine centres and propose support needed by focusing in management of infection prevention control and community mobilization.
  • Participates in any emergency activity or exploratory visit around Jigjiga, being prepared to intervene directly and assume the management of logistics activities and staff
  • Quantify the materials needed for the proposed and agreed works for the response, in collaboration with the Programme Coordinator and technical support
  • Setup circuits, pathways, handwashing points, waste management in the supported centres and community level
  • Provide technical support on the spot to set up the pathways, circuits, waste segregation, minimum standard of IPC measures
  • Implement and follow up the SOPs of cleaning, laundry and waste management
  • Train dedicated staff for vehicle cleaning, disinfection and managing wastes
  • Manage and follow up daily after work the waste management, PPE cleaning and vehicle cleaning and disinfection
  • Manage movements of vehicles allocated to covid-19 response
  • Provide the necessary supplies for the intervention by liaising with Logco and program coordinator
  • Organize and manage the donation of IPC materials, dignity kits, hygiene kits, waste management and PPE for supported centres and communities
  • Prepare, collect signatories and file properly donation cerificates
  • Manage the stock of covid-19 response and provide weekly report
  • Organize kit packing and supervise it
  • Prepare and send cargos to Gerbo for covid-19 response
  • Manges local/Jigjiga purchases
  • Informs the Logistic coordinator in case any abnormalities and problem encountered
  • Manages logistics activities in Jigjiga office as requested and in absence of the Jigjiga log officer

Expected profile

Required qualifications and skills

  • Education:    Essential, secondary education; Degree in commerce field or wash
  • Experience:  Two years previous experience in Logistics or wash in INGOs environment
  • Languages:   English and Amharic essentials

Competencies: Essential knowledge of use of computer including processing of documents (Word, Excel) , good driving skill with renewed driving license, very good communication, negotiation and organizational skills, flexibility, versatility, attention to detail, ability to work in a multi-disciplinary and multi-cultural environment, quick decision-making and prompt action, open-mindedness, curiosity, openness to new ideas, creativity, smart appearance, dynamism.
