MERQ in collaboration with the Ethiopian Health Insurance Agency and through funding from the Bill and Melinda Gates Foundation is currently working on a study with a title: “Evidence-Based Insurance Systems in Ethiopia” with the objectives of assessing willingness and ability to pay for community-based health insurance and assessing the impact of CBHI membership on health service utilization and other related outcomes. The study will be conducted in a nationally representative sample of randomly selected woredas/sub cities in the nine Regional States and two City Administrations of Ethiopia, namely: Tigray, Afar, Amhara, Oromiya, Somali, Southern Nations Nationalities and Peoples, Benishangul Gumuz, Gambella, Harari, Dire Dawa, and Addis Ababa. Data collection activities will include household consumption assessment, health service utilization assessment, market survey, health facility assessments, and focus group discussions. Training of data collection teams and actual data collection fieldwork is scheduled to be conducted from February to March 2020.

MERQ is currently seeking to hire experienced and motivated Data Collection Supervisors on contractual basis. Interested applicants who fulfill the criteria can apply based on responsibilities and criteria described below.

Major duties and responsibilities of data collection supervisors:

  • Participate in data collection training and pretesting of data collection tools.
  • Understand the purpose of the data collection and internalize the data collection tools
  • Implement sampling strategies for the selection households from sample enumeration areas before commencement of the data collection
  • Develop schedule for data collection activities
  • Pre- arrange data collection requirements
  • Allocate households to data collectors
  • Supervise field data collection processes and conduct data collection quality control.
  • Together with data collectors, review the collected data for completeness on daily basis and make critical observations for any deviations
  • Complete and submit data collection monitoring tools
  • Submit collected data to the central office on daily basis
  • Serve as liaison person between data collection team and central data collection monitoring and quality assurance team
  • Receive and address feedback from the central office and make
  • Conduct health facility level data collection activities
  • Conduct qualitative data collection activities
  • Hold daily meetings with data collection team members to discuss progress, feedback, and any challenges
  • Work with regional coordinators and central data collection monitoring and quality assurance team to identify and timely resolve fieldwork challenges
  • Ensure completion of data collection activities as per schedule and up to quality standards
  • Submit all data collection outputs to the central team
  • Submit all data collection equipment to MERQ at the end of data collection.
  • Prepare and submit field report based on templates prepared for this purpose.

Job Requirements

Qualification:

  • First degree or above in Statistics, Economics, Sociology, Public health or other related field

Experience

  • SHOULD HAVE PROVEN EXPERIENCE ON HOUSEHOLD   CONSUMPTION AND EXPENDITURE SURVEY
  • Experience on data collection or supervision of data collection using electronic devices (Tablet computers and cellphones)
  • Proficiency in local languages
  • Work experience in pastoralist areas is appreciated.
  • Excellent coordination and problem-solving skills including ability to effectively manage and coordinate teams
  • Willing to travel to sites assigned by MERQ
