The primary aim of this project is to improve uptake of COVID-19 vaccines in Ethiopia by providing support to the MOH while introducing data-driven, tailored, and targeted vaccine hesitancy interventions to the most unvaccinated groups in the community.

PATH seeks to recruit a Data Manager for the COVID-19 vaccine hesitancy project in Ethiopia to be carried out in Addis Ababa and Bahir Dar City Administrations and also at Federal level with Ministry of Health. The data manger will work as part of the vaccine team at PATH Ethiopia country office and will support the project team to have an updated information that led to evidence-based decision making. COVID-19 vaccine hesitancy project is funded by Bill and Melinda Gates Foundation (BMGF). The data manger will work under the guidance and supervision of Senior SBCC advisor and will be based in Addis Ababa, Ethiopia

The Data Manager will be responsible for establishing and maintaining database for vaccine projects and other related activities; including provide training on data management, project progress activities and related project profile data. She/he monitors the data collection process, assures quality and timeliness of various project data, and makes it ready for continuous analysis, use and dissemination.

The data manager is expected to acquire the highest level of Data Analysis, Presentation, and Use skills and proficient using data analysis tools. The duties of the candidate include organizing, storing, analyzing, and dissemination of project performance data, by safeguarding an organization’s security and confidentiality standards.

Duties and responsibilities:

Data Management

  • Design and establish a database and reporting system for vaccine projects and other related activities; including provide training on data management, project progress activities and related project profile data
  • Plan and monitor project activities which is specific to data management and use.
  • Ensure data management processes always have documentation that is regularly updated and reported to the Project Team Leaders and Monitoring & Evaluation Advisor
  • Work to identify opportunities to automate manual data processes wherever possible.
  • Provide deep data domain knowledge and business context around systems, data sources and data products.
  • Recommend and advocate data management best practices.
  • Provide database related technical support for various teams in the project on better data management and use practices
  • Aggregate and maintain information from technical teams and partners including contact lists, event specific information, health indicator data, health response data, etc.
  • Provide technical support & data related training for project staff and national, AA and Bahir Dar City Administrations EPI teams
  • Develop and execute SOPs, guidelines, and data standards protocols to guarantee database quality control, data management and use compliance
  • Willing to work other assigned duties by the immediate supervisor

Data use and Data Quality Assurance Activities

  • Monitor Data Quality Assurance implementation and Data use culture at data generation point
  • Ensure the required program data is of the highest quality and timely by working with project offices.
  • Develop appropriate strategies, tools, and build capacity to strengthen DQAs and data use culture
  • Analyze the data collected and provide feedback for the project team
  • Build capacity on health information systems at different levels through technical assistance
  • Define and implement data standards, ensuring data quality of all data sources and business systems
  • Perform required analysis, present to the project team leaders, and share it with relevant bodies regularly
  • Support the M& E advisor in setting KPI for the project and review performance

Job Requirements

  • BSc or Master’s degree in Statistic, Health informatics, Biostatistics or other related fields
  • More than 5 years of experience in data management for master’s degree and 10 and above years for BSc in relevant fields
  • Proficient in preparing data collection tools, data entry, cleaning, analysis, and interpretation of public health data
  • Experience working on a range of HIS domains, including HMIS, and other mobile data collection tools will be a plus.
  • Experience designing, testing, and implementing information systems and data tools, including mobile applications, transactional systems, business intelligence implementations and interoperability solutions preferred.
  • Excellent interpersonal and organizational skills and ability to prioritize and work under pressure
  • Excellent verbal and written communication skills in Amharic and English language
  • Advanced skill in statistical analysis tools including Microsoft Excel, Access,Tableau, EPI info, SPSS, and Stata
  • Ability to travel to regions, estimated to be about 40%.
