Job Title: Deputy Chief of Party

Reports To: Chief of Party

Type: Regular Full-Time

Classification: This is a managerial, exempt level position and is not eligible for overtime pay.

Overview:

IBTCI is currently seeking an Deputy Chief of Party for the five-year Ethiopia Performance Monitoring and Evaluation Service (EPMES) Activity. EPMES will provide a wide range of services to USAID, enabling the Ethiopia Mission to effectively monitor and evaluate the performance and results of USAID/Ethiopia programs and activities; and learn and adapt for improved effectiveness. This position is contingent upon award.

Essential Duties/Tasks and Responsibilities:

The DCOP will play a key role in supporting the program Chief of Party to effectively achieve the results defined in the contract. The DCOP’s primary responsibilities include ensuring overall compliance with USAID rules and regulations, financial management, international and local personnel recruitment and management, facility and subcontractor management, project start-up, and project close-out.

  • Provide technical and managerial oversight to EPMES, ensuring financial and contractual compliance;
  • Coordinate technical experts, EPMES staff, STTA consultants, and subcontractors, and align them with program activities;
  • Assist with the recruitment of local and international staff;
  • Provide subject matter expertise and technical assistance to the program, technical staff, and administrators for the program;
  • Provide analytical and evaluative techniques to identify, consider, and resolve issues or problems;
  • Lead and/or review and monitor programmatic functions, i.e. development of work plans, budgets and quarterly/annual reports;
  • Participate in and/or prepare necessary project-related reports presentations and white papers;
  • Organize and support, as needed, project trainings, conferences, workshops, and meetings;
  • Supervise senior staff and provide guidance to mid- and junior level staff members;
  • Assume leadership and oversight of the activity in the absence of the COP;
  • Other duties as assigned.

Minimum Requirements:

  • At least 10 years of progressive experience in management and operations of international development
  • Experience working in a multi-cultural context with a diverse group of stakeholders, including donor/development organizations, government officials, civil society leaders, community leaders, and project beneficiaries.
  • Experience with managing USAID major projects, especially in East Africa;
  • Fluency in English required.

Education: Advanced degree in economics, project management, business/financial management, or relevant field.

Preferred Knowledge, Skills and Abilities:

  • Prior experience working with relevant government institutions, businesses, and civil-society institutions in Ethiopia.
  • Previous experience providing technical and operational support to third-party monitoring projects, M&E support projects, and/or evaluations;
  • Previous experience in supporting quantitative and qualitative field research in Ethiopia and/or East Africa;
  • Working proficiency in at least one of the national languages of Ethiopia.

Working Environment: Work is typically performed in an office environment.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position has supervisory responsibilities.

Travel: Travel in and around Ethiopia is essential. Regional travel may be necessary.

Work Authorization: Candidate must be authorized to work in Ethiopia.
