TEAM PURPOSE:

The Gambella Refugee Response is composed of national and international staff with wide experience in developing and implementing WASH, EFSVL, and Protection and Gender programmes. The Deputy Response manager will support the Response manager in managing the teams in Gambella across the 7 camps and oversee the implementation of the programmes assigned by the Response Manager

JOB PURPOSE:

He/she will support in leading the design, implementation, management, and coordination of effective and appropriate response and resilience interventions in the Gambella Region. This includes representation, coordination, programme management, advocacy, and programme support at senior levels.

Key Responsibilities and Accountabilities

  • Under the supervision of the Refugee Response Program Manager, play a significant supporting role in refining the Gambella response strategy and approach.
  • Participate in resource mobilization and negotiation of appropriate resources in collaboration with the Oxfam Grants and funding team.
  • Support the MEAL Function in correspondence with the MEAL team and program team
  • Support in drafting and reviewing grant I project proposals and ensure that Oxfam meets all contractual obligations and achieves high-quality proposals
  • Ensure all donor reports are submitted on time to the Funding Department and are of high quality through effective coordination with the response team and funding and grant teams
  • Represent Oxfam, as per the delegation through the line management, inappropriate humanitarian fora at a regional and zonal level with government authorities, UN organisations, NGOs, private sector, and donor agencies.
  • Facilitating solutions to any issues with other departments as required to enhance programme delivery and contribute to the improvement of programme/technical support functions
  • Lead any communication with Refugee Returnees Service (RRS) and the Gambella government in correspondence with the response manager
  • Lead the crafting of project LOUs of the response in correspondence with the Country Partnership coordinator
  • Lead the signing of any agreement with Refugee Returnees Service, UNHCR, and local administration in Gambella
  • Support the response or country program advocacy and influencing efforts in correspondence with the country advocacy campaigns and Media Manager and Response Manager
  • Promote gender mainstreaming, safeguarding, safe programming in the programming
  • Ensure that gender and protection are integrated into MEAL processes; setting specific indicators for process monitoring and follow-up; advising team in getting gender-specific information through spot monitoring. Post Distribution Monitoring (PDM) and other MEAL processes.
  • Initiate documentation process to capture learning and changes; support team to collect and analyses sex and gender disaggregating data, utilize gender and protection-sensitive tools and processes of assessments, data collections, and research; initiate regular gender assessments and analysis.

  • Undertake any assignment of the response or country program requested by the line manager

Experience, Knowledge & Competencies

Essential

  • Post Graduate Degree or Degree with equivalent work experience from a recognized University/college in WASH – (Civil Engineering, Construction Management, Sanitation Engineering, Irrigation Engineering, etc) Development Studies or any other related area that can bring added value to the job.
  • Relevant experience of 5-7 years for Postgraduate holders, or 7 years + for degree holders, including budgeting, planning, program cycle management, preferably in an international NGO/operational UN agency/equivalent, out of which at least 2 years should be supervisory/managerial experience.
  • At least two years of experience in the refugee response program and 3 years in people and process management
  • Extensive experience in the management of the WASH program
  • Extensive experience in building construction and contractor management
  • Extensive experience in large-scale humanitarian programming at the senior level and humanitarian management in complex, insecure environments.
  • Knowledge and understanding of Oxfam WASH and Emergency Food Security and Livelihoods, Gender programming in emergencies, humanitarian response, complex emergencies, conflict resolution, and international humanitarian law.
  • Experience in implementing gendered humanitarian response, resilience building, and mainstreaming protection in humanitarian response.
  • Excellent communicator with strong written and reporting skills, and an excellent ability to influence verbally to persuade with diplomacy and tact.
  • Ability to work cooperatively in a cross-cultural setting with several long-distance working relationships across time zones.
  • Experience in fast-paced and difficult emergency contexts.
  • Adaptable in approach to work with a willingness to work under pressure in a demanding environment.
