 John Snow, Inc. (JSI) is a public health management firm, headquartered in the United States dedicated to improving the health of individuals and communities worldwide. JSI has been implementing public health work in Ethiopia for over 27 years.

The United States Agency for International Development (USAID) Mission for Ethiopia has funded JSI to carry out the five-year Digital Health Activity (DHA) in Ethiopia. The goal of this activity is to assist the Ethiopian government in developing a sustainable healthcare system and enhancing the quality of healthcare services while also offering similar services to other African nations or responding to emergencies there as needed. The Activity’s main goals are to 1) support the development and management of data repositories and information technology systems at all levels, 2) create a culture of data use, and 3) enhance the capability and governance of MOH’s health information system administration.

To assist Ethiopia’s ministry of health in guiding the design, development, and implementation of  Digital Health at the national and sub-national level, JSI seeks to hire a Digital Health consultant who will be responsible mainly for offering high-level technical support. The consultant will support efforts to improve digital health strategy, implementation, monitoring and evaluation, and documentation of lessons learned. Additionally, she or he will offer technical guidance to the Digital Health Directorate regarding the planning and execution of digital health interventions, the monitoring, and evaluation of acceptability, usability, and facilitator barriers to the utilization of digital health interventions, as well as efforts to advance the digital health agenda in the Ethiopian health sector. Additionally, the position holder will assist in the crafting of policy documents, strategic plans, implementation manuals, and guidelines for the successful implementation of digital health interventions.

Responsibilities:

●      Provide assistance to the State minister’s office for Health system capacity building in managing the digital health initiatives performance of the different departments across wings.

●   Liaise with different departments in the ministry of health and DHA to facilitate the implementation of digital health solutions.

●   Advise Health Innovation, Quality, Equity, and Leadership Improvement Lead Executive Office in health system data visualization and use for decision making.

●    Support Health Innovation and Quality, Equity, and Leadership Improvement Lead Executive Office and Strategic Affairs execute office to improve data quality.

●  Support the digitization in system bottleneck-focused reform (SBFR) facilities.

●   In collaboration with Health Innovation, Quality, Equity, and Leadership Improvement Lead documentation of lessons from SBFR implementation and disseminate

●  Support the health quality and innovation team in designing, testing, and scaling up innovative digital health interventions.

●   Work with the Chief of Party and senior management team members in aligning DHA activities with the priorities of the government

●  Ensure overall compliance with donor and JSI policies, procedures, and regulations across the implementation of all activities.

●   Help prepare various routine reports and briefings to donors and national stakeholders and contribute to project(s) monitoring, evaluation, and learning plans.

●   Ensure coordination with other partners, and in particular, other JSI projects working in related areas to enhance JSI’s reputation.

●  Responsible for enforcing, promoting, and upholding JSI’s corporate culture, values, and fraud/ethics policies.

●      Travel to the field, as necessary.

●    Perform other duties as assigned by the COP and the leadership at the ministry of health.

●    Minimum of 5 years of experience in Public health, Health Information Systems, and other related disciplines

●    Five or more years of experience working in the field of public health–specifically in health information systems, digital health, and/or health programs.

●   Experience in technical and administrative management, including staff/team management, financial management, and award compliance.

●    Strategic thinker about the implementation of programs. Proven ability in strategy planning, development, and oversight of multiple concurrent projects.

●      Strong representational and interpersonal, communication skills.

●      Must have strong writing skills in both English and Amharic

●      Fluency in written and verbal English and Amharic.

●      Ability to prepare and present technical information and reports to the senior management team, donors, and partners.

●   Excellent computer skills, specifically in Windows, Word, Excel, and Google Suite.

●    Able to travel domestically and internationally to support project activities as needed.
