Domestic and International Observers Desk Officer 60 views

The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2019, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is undergoing institutional reform to enhance its credibility and capacity and conduct free, impartial, and credible elections. Through the support of the United Nations Development Program (UNDP), NEBE has contracted ABH Partners to provide human resource recruitment and management services.

Accordingly, ABH partners would like to invite applicants who meet the below requirements to apply for the position of Domestic and International Observers Desk Officer.

S/he should serve as the first port of call for observation activities, for Provision of professional technical and administrative support to all Observers, for ensuring and monitoring compliance (by all Observers) with the new election law provisions, Code of Conduct and relevant Directives and Documentation of lessons learned and recommendations for future election observation.

Required number: Two

Reports to: External Relation and Partnership Manager

Duty station: NEBE Head Quarter, Addis Ababa

Duration: 12 months with a possibility of extension

Salary:  Attractive (Non Civil Service Scale)

Expected Start Date: Immediately after obtaining the contract

Travel:  Travel to the field may be required

Physical Requirements/Work Environment: Standard office and field work environment

Major Responsibilities

 ·         Ensuring synergy and coordination by working across teams within NEBE in the management of election observation

·         Communicating with observers and providing in-person and phone support, as and when required;

·         Building and maintaining professional relationships with all national and international observers;

·         Know cultural and political background information of international observers;

·         Managing escalations and ensuring any issues challenging election observation are resolved (by NEBE or the relevant body) in a timely manner;

·         Disseminating international standards and good practices on election observation;

·         Ensure the credibility and legitimacy of the election observation process;

·         Ensure and monitor Non-interference in the election process by any observer;

·         Ensures there is no conflict of interest (Political or any);

·         Monitoring and resolving complaints and any issues efficiently and in a timely manner;

·         Organize NEBE training for Observers;

·         Organize database of Observers, produce reports as required;

·         Organize consultation and briefing sessions (packs etc) for Observers following accreditation;

Job Requirements

·         Advanced University Degree (Bachelor’s degree or equivalent) in political science, international relations, law, security, development management, conflict resolution or related area is required;

·         A minimum of 3 years’ work experience;

·         Demonstrated knowledge and professional experience ((and/or aptitude to learn)) in election administration required;

·         Proficiency in Microsoft Word, PowerPoint, Outlook and Excel;

·         Ability to quickly grasp a thorough understanding of the election system and procedures;

·         Knowledge of the tools to undertake a critical yet positive analysis of election activities;

·         An attitude of neutrality and impartiality;

·         An effective knowledge of (and/or aptitude to learn) observation administration procedures;

·         Excellent interpersonal and communication skills;

·         A team player with leadership skills;

·         Maintain a positive attitude focused on customer satisfaction;

·         Fluency in English and Amharic required
