INTRODUCTION

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region and has been operational in Ethiopia since 2009.  With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender-based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

OVERALL PURPOSE OF THE ROLE:

The Economic Recovery Officer will oversee the planning and implementation of high quality and timely delivery of livelihoods activities, under the line management of the DRC Emergency Manager, with technical support from the Economic Recovery Coordinator, and in close collaboration with the DRC protection team and other DRC staff as well as livelihoods staff from partner organizations.

RESPONSIBILITIES AND TASKS

Main Responsibilities:

  • Plan, supervise and facilitate DRC’s livelihoods-related interventions in the refugee Setting and host community areas.
  • Ensure the high quality and timeliness of DRC’s livelihoods and income-generating activities.
  • Empower refugees and host communities to be able to manage their issues by themselves and have the ability to sustain Livelihoods and Income Generating projects
  • Facilitate relations between DRC, the target communities, and local authorities, taking particular care to consider youth, women’s, and girls’ specific needs in livelihoods.

Technical responsibilities

  • Primary focal person for DRC’s “Protection Response to Eritrean Refugees in Addis Ababa” project livelihoods component
  • Capacity building of Economic recovery assistance conducting capacity building, training, awareness-raising, and referrals.
  •  Design and coordinate baseline surveys, market assessments, conduct feasibility studies and Identify Livelihood opportunities
  •  Provide technical direction, guidance, and training to the livelihood beneficiaries on business planning, income generation, non-formal skills training, and strengthening of small-scale businesses for the beneficiaries to enhance their self-reliance.
  •  Participating in proposals development and budgeting for new projects in accordance with the provided guidelines and standards.
  •  Responsible for overseeing the implementation of livelihood project activities in accordance with approved time schedules, budgets.
  •  Responsible for promoting and facilitating refugee and selected vulnerable host community youth’s participation in business planning, cooperative works, and post-course activities. Prepare, regularly review, and implement the activity plan for livelihoods, as per requirements of the donor
  • In collaboration with DRC’s Support team, prepare and implement procurement plans for the timely delivery of activities;
  • Regularly monitor and evaluate the performance of the project, provide timely inputs, feedback, and impact of the DRC livelihoods interventions in Addis Ababa
  • Support the Economic recovery Coordinator in preparing and implementing annual and quarterly work plans;
  • Ensure the application of humanitarian principles and DRC’s Code of Conduct and commitments under the Core Humanitarian Standard in all actions and activities;
  • Ensure equal participation by all segments of the community, taking into consideration issues regarding gender, age, disability, and clan affiliation;
  • Provide monthly, quarterly, and annual reporting to DRC and partners as per agreed formats.

Coordination and representation

  • Represent DRC at relevant livelihoods related forums/ meetings that are conducted at the implementation level
  • Ensure that DRC maintains excellent and productive relations with key stakeholders, community members, local authorities, partners, and donors;
  • Support regular stakeholder analyses to maintain an updated strong understanding of local livelihoods dynamics/ relationships in the area of intervention;
  • Any other duties as requested by the line manager.

Knowledge management and capacity building

  • Promote knowledge management by exchange of knowledge, information, situation analysis, experience, or lessons learned.
  • Promote knowledge sharing and technical input or recommendations on major program directions and introduction of new initiatives in the Livelihoods, recovery, cash program.
  • Support the professional development of livelihood/cash staff as relevant, to ensure DRC’s sector capacity remains up-to-date with the latest developments.
  • Identify axes of improvement and potential gaps in the technical capacity of DRC livelihood/cash staff.
  • Prepare a training plan to build the capacity of DRC Livelihoods/Cash staff, in coordination with DRC Area Managers
  • Ensure roll out of the agreed training plan in all sites including preparation of materials and training reports and follow up to the training.
  • Build DRC staff capacity in the utilization of livelihoods, cash, and economic recovery methodologies and resources.
  • Responsible for the mentoring, capacity building, and training of Livelihood Managers and officers based on technical needs identified amongst the staff.

Reporting arrangements

  • Regular action points agreed upon during the team meeting;
  • Regular discussion with the Economic Recovery Coordinator on the ongoing activities;
  • Monthly and yearly work plans;
  • Monthly, quarterly, and annual reports to DRC and partners, including the donor.

Job Requirements

EXPERIENCE AND TECHNICAL COMPETENCIES

  • First Degree or equivalent in Economics, agricultural economics, business management, or another relevant field;
  • Minimum two years’ experience delivering livelihoods solutions (income-generating activities, vocational training, non-formal training, employment opportunity creation, micro-financing, or similar) preferably in urban/refugee-hosting areas;
  • Minimum two years experience working in community development, refugee assistance, and/or community mobilization;
  • Experience in working with Non-Governmental organizations;
  • Good command of spoken and written English;
  • Prior experience implementing livelihoods in urban refugee settings is an advantage;
  • Experience working with local government organizations, planning and implementing capacity-building activities, is an advantage.
  • Good communication skills and ability to conduct training and meetings;
  • Understanding of gender, protection, and human rights;
  • Well-developed computer skills;
  • Good organizational and people supervisory skills
  • Ability to represent the organization and influence people.

EDUCATION: (include certificates, licenses, etc.)

  • First Degree or equivalent in Economics, agricultural economics, business management, or another relevant field;

LANGUAGE: (indicate fluency level)

  • Full professional proficiency in English.
