Comprehensive Home-grown, Inclusive, Learning and Development School Feeding Project (CHILD SFP) is a one-year project funded by Global Partnership for Education(GPE). The project aims to improve access and retention of students in pre-primary and primary schools including girls, Students with disability (SwD) and IDPs; it also works to strengthen the resilience and capacity of regional emergency response as well as improve the learning and development outcomes of students.  The intervention targets its beneficiaries through the provision of school feeding and associated activities such as delivery of energy saving modern stoves, capacity building trainings on WaSH for teachers and PTA members. The project works to provide equitable access to safe, inclusive and high-quality pre- primary & primary education for students.

Launched in December-2020, CHILD –SFP is operational in 5 regions of Ethiopia and 13 woredas, Namely, Afar Region –(Asyita, Abaala and Afambo Woredas), Amhara Region – (Sahla, Tsagbgi and Abergelie Woredas), Oromia Region(Lege Hida, Gura Dhamule and Rayitu Woredas), Somali Region ( Filtu, Mubarak and Kedaduma Woredas) and SNNPR (Borocha Woreda).  This project is expected to support 499 schools found in the 13 catchment woredas. It will reach 163,021 targeted beneficiaries (children in pre-primary and primary schools) including students with disability(SwD) as well as teachers, Parents and Teachers Association (PTA) members, education experts etc. through targeted interventions.

CHILD –SFP is implemented in partnership with the government of Ethiopia through Ministry of Education, Zonal Education Bureaus and Woreda Education Office and the selected public schools). The project is also partnering with Ethiopian School Meal Initiative (ESMI) in the area of system strengthening and ensuring sustainability.

Job Summary:

Under the direct supervision of the GPE Project manager, the Education officers will be responsible for the overall management and successful implementation of the GPE in Mubarak and Qardaduma Woredas . The project officer is responsible for planning, implementing, monitoring and reporting of all project activities as per the project plan and organizational strategies, mission and vision. He/she will serve as a technical person in the districts with regards to education and will regularly attend the Woreda Sub-National Education Cluster, partners and stakeholders meeting.  He/she will also be responsible for, school feeding, documenting project lessons and good practices and keep up to date data on enrolment of, retention and promotion of girls and boys including children with disabilities (CWD).

KEY AREAS OF ACCOUNTABILITY:

Planning and Reporting:
  • Prepare annual and quarters action plan and implement it as planned with close consultation with the Project Manager and the other project staffs.
  • Provide follow-up and technical support for schools and woreda education offices
  • Support schools to prepare annual plan and reports
  • Produce and compile quality regular periodic reports and share to SCI.
  • Strictly follow school meal and daily food to be utilized

Coordination and Management of Projects Implementation

  • Ensure the GPE Education project is implemented in ways responsive to teachers, the community, and children in line with Save the Children principles, values and strategic plan
  • Ensure that the project is implemented in line with Save the Children and donor compliance procedures.
  • Identify gaps and provide technical and capacity building support and training for teachers, PTA members, cluster supervisors, and WEO.
  • In close collaboration with the Project manager, WHO, WEO, PTAs, Teachers, student  and other government stakeholders, facilitate on time implementation of the project activities based on the action plan and ensure implementation quality
  • Ensure active participation of children and other stakeholders in the project activities implementation
  • Attend woreda level education and coordination meetings representing the organization.
  • Strengthen team spirit and team work within and outside of Save SCI staff

Supervision and Monitoring 

  • In collaboration with the GPE Project managerr, maintain strong supervision and monitoring system to measure achievement and progress toward the project objectives and expected outcomes and impacts
  • Conduct monitoring and supervision of the planned project activities implementation and provide technical support to WEO and intervention schools to improve activities implementation quality
  • Strengthen participatory and collaborative supervision and monitoring system including active participation of children
  • Ensure that the required appropriate technical support is provided for directors, teachers, supervisors and students on time and strengthen team spirit and collaborative work

Job Requirements

QUALIFICATIONS AND EXPERIENCE
  • BA degree in Education or Social science
  • A minimum of three to five years of experience in working in related project
  • Fluency in English/ verbal and written
  • Have skills on report writing and facilitating trainings.
  • Commitment to Save the Children values

KNOWLEDGE, SKILLS AND ABILITY

  • Excellent knowledge and understanding of the Ethiopian Education Policy, Policy frameworks and strategies, as well as the education sector development program and the challenges.
  • Experience of working with the Ministry of Education at national or regional, Woreda or school levels.
  • Highly developed interpersonal and communication skills including influencing, negotiation and coaching.
  • Very good skill in in evaluation methods and report writing.
  • Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in.
  • Fluency in English, both verbal and written, required.
  • Familiarity with the target area.
  • Local language is advantageous
