DIMENSIONS: 

  • Provides specialist advice on EFSVL, in-kind, CTP and market-based programming, problem solving and capacity development, including integration of gender and safe programming, both to Oxfam staff and partner organisations.
  • Support, oversee and coordinate the programmes set up to address the emergency food security and livelihoods needs of the affected population including food and other essential needs, as well as livelihoods.
  • Working with the partner EFSVL Team Leaders and officers, ensure all relevant systems are put in place for a quality programme and there is flexibility to scale up or re-orientate programmes according to the context evolution, if needed. Coordinate with and influence the Humanitarian community of practice for market-based programming and livelihoods support as part of relief operations when context allows.
  • Support the partner EFSVL Team Leaders in the design, management and implementation of the programmes (and with the decision on the best modality: food or cash or both; as well as livelihoods support; and livelihood early recovery where possible).
  • Develops solutions to diverse and complex problems within organisational policy
  • Diverse and complex context analysis at the macro and micro level
  • Support the District EFSVL Officers in ensuring the technical quality of the programmes in the field locations.
  • Provide all technical support as required to Oxfam partners
  • Seek out and promote opportunities of increasing the effectiveness and efficiency of the EFSVL programmes, looking specifically at technological opportunities (like mobile money transfers, bank transfers…);
  • Coordination, Representation and collaboration with CWG, Food cluster, UN-Agencies, (I)NGOs, Government and ensure Oxfam is fully engaged at regional and national levels
  • Engage with Oxfam and partners’ field level stakeholders on EFSVL issues as well as external stakeholders at national level.
  • Provide supportive line management of EFSVL Team leaders/officers
  • Capacity building of staff and partners
  • Support the MEAL approach and system with the MEAL Coordinator, and support in the monitoring of the programme and its impact on the food security and livelihoods of the population in operational areas.
  • Ensure that market information is incorporated in project design and implementation: assess markets in key operational areas, map trade flows, monitor market evolution and recovery, pricing monitoring and use the results to inform the design of market-based programming & strategy.
  • Represent Oxfam on EFSVL issues at the Food Security Cluster meetings, and promote cash and market-based programming, through cluster or working group participation or leadership and influencing other relevant external fora when context allows. Other clusters where cash and market programming will benefit from Oxfam’s experience.

Key Responsibilities

Technical Expertise and Programme Development (50%)

  • To coordinate the implementation of EFSVL programme components in areas where Oxfam is responding to a humanitarian crisis, in line with Oxfam policy and agreed standards (as per approved project plans). This includes undertaking rapid needs assessments, scoping, designing, implementing, and monitoring the EFSVL programme.
  • Play a strong leadership role within the EFSVL team in area of response, managing an EFSVL team and working closely with Partner staff
  • Ensure a regular analysis of assessment, monitoring and project data is fed into project implementation, by Providing information/data on expressed beneficiary needs, context information, local authorities’ policies, and plans.
  • Ensure that risk management and contingency planning is included at all stages of the programmes.
  • To prepare Concept Notes and draft proposals for funding as required. Prepare Sitreps, interim and other reports (e.g.: Interim, final, Weekly Market Monitoring, etc.)
  • To contribute in preparing final report for donors and prepare operational report for Oxfam

 

Qualitative Programme & Partner Management (30%)

  • Support the EFSVL team in the field and MEAL team during Monitoring activities (beneficiary verification/validation activity, compliant data collection, exit interviews, PDMs, etc.) and provide timely updates on the overall food security and livelihoods situation in the agreed area, especially of the communities impacted by the armed conflict.
  • Ensures that maximum professionalism and accountability is adopted by partners, service providers and vendors in his/her sector of competency; Ensures and facilitates beneficiaries and other stakeholders to have the maximum access to Oxfam Complaint and feedback systems. Actively seek out, communicate, and address both positive and negative feedback about Oxfam projects while implementing community engagement activities.
  • Ensuring the EFSVL team are working closely and proactively with the MEAL, logistics and finance teams and adhering to required procedures in implementing program activities on a timely, transparent, and accountable manner.
  • Increase partner participation, design quality capacity building plans for partners, and facilitate a true partnership with those with whom we work
  • Support and promote programme quality and project strengthening activities e.g. data management, project quality meetings, learning events and partnership reviews;
  • To encourage mainstreaming of gender into livelihoods early recovery programming by increasing knowledge of the staff, community structures and beneficiary communities through trainings/awareness raising activities and incorporating gender data in program monitoring and design.
  • To gather and manage program information effectively, ensuring accurate, easily accessible records maintenance and filing by programme team member
  • Support in building partner capacity

People & Financial Management & Capacity Building (40%)

  • Managing, supporting, coordinating and appraising EFSVL staff appropriately, effectively and according to policy and procedures to increase understanding and build capacity on livelihoods and food security issues within the team and with partners where necessary
  • Identify capacity needs of partners and/or country programme staff and develop training, capacity building activities to meet their needs develop (or adapt existing) guidelines and training materials;
  • Identify and support staffing needs, including recruitment
  • Actively participate in monthly financial review meetings to plan and monitor the budget expenditure, review procurement and spending plans, and ensure funds are spent within the time frame acceptable to Oxfam and the donor and ensuring rules and regulations of Oxfam are adhered to;
  • Review actual financial performance against the budget, and explain variances on a regular basis;
  • Lead on initiating relevant procurement processes, with support from Logistics, in line with programme spending and procurement planning.
  • Ensure implementation of security regulations within the team

External Representation & Coordination

  • To coordinate with other agencies, particularly those undertaking EFSVL programmes including Food Distributions, UTC, CFW, Vouchers, livelihood protection and promotion activities including agricultural and livestock support.
  • In coordination with Management, to represent Oxfam in Cluster meetings and in meetings with government or other NGOs
  • Facilitate effective working relations with colleagues around communications, policy and advocacy issues and concerns, ensuring evidence-based programmatic input into policy and media messaging.
  • Engage with relevant partners, including private sector actors and local authorities, to influence stakeholders and shape priorities

Responsibilities include but are not limited to the following:

  • In direct coordination with the Response Manager update EFSVL strategy following the evolution of the people’s needs.
  • Support technically the EFSVL Team with the design, implementation, monitoring and evaluation of the EFSVL programmes.
  • Identify opportunities of scaling up and ensure these are coherent with the rest of the programme, work closely with WASH, Shelter, gender, logistics, finance, admin, HR.
  • Explore and promote technological options (like mobile money transfers, bank transfers…) for scale up and for increasing effectiveness and efficiency of EFSVL programming.
  • Support in the recruitment of additional EFSVL staff and provide training to them, as necessary.
  • Design or identify tools and approaches for use in food security, livelihoods and market monitoring, participate/lead in market assessments and in any other assessment as needed.
  • Ensure the Advocacy team pick up on any EFSVL issues and that the EFSVL work is well represented in all communication material and media.
  • Represent Oxfam on EFSVL issues at cluster and other coordination meetings and liaise with partners, INGOs, UN and other stakeholders on a regular basis.
  • Play a leading role in the cluster system, including the Food Security, Early Recovery or Cash/Market WGs or sub-cluster group and support delivery of its work as required; Share Oxfam learning and best practice with clusters, Govt bodies and key stakeholders.
  • Ensure that all work is carried out in a way that is conflict sensitive, sensitive to community needs and gender issues and in particular to promote the full and equal participation of women in all aspects of the EFSVL programmes; Ensure that programmes analyse and address specific vulnerabilities
  • Support EFSVL Team Leaders/officers with HR, finance and logistics coordination: trouble shooting where necessary to ensure the smooth running of the programme.
  • Ensure proper implementation by partners to achieve the agreed objectives. Support the Team leaders in identifying capacity building needs for Oxfam and implementing partners EFSVL staff and develop capacity building plans.
  • Explore and develop strategic partners contributing to quality and scaling up of programmes.
  • Support finance and other staff with the drawing up of contracts between Oxfam and service providers, MoUs etc.
  • Together with the Response Manager, Humanitarian Programme Manager, and Funding Coordinator, support development of proposals for relief and livelihood recovery linking with the OCS as appropriate.
  • Actively take part progress reports for internal and external purpose (e.g. donor reports)
  • Ensure that EFSVL interventions are undertaken according to technical standards (LEGS, Livestock Working Group Guidelines in Ethiopia, SPHERE, Core Humanitarian Standards etc);
  • Map the links to longer-term programming as well as proposed integration with WASH and advocacy interventions – as detailed and as explicit as possible.

Experience, Knowledge & Competencies

Essential:

  • Master’s in agriculture, Rural or Urban Development, Economics, Development Studies is preferred. Minimum 5 years of senior level experience in relevant field. Experience of design, implementation and scale up of (EFSVL) programmes including in-kind and CTP in emergencies.
  • Experience in linking relief with rehabilitation and development (LRRD)
  • Professionally qualified food security and livelihoods programme manager, preferably with experience in a large and / or complex organization, conflict-sensitive programming and the ability to influence and support colleagues in appreciating the importance of financial standards, procedures and controls.
  • Experience in market analysis and use of results to inform strategy and activities design; with the capacity to lead a market and value chain assessment
  • Experience of leading the implementation of operational improvements and the persistence to achieve change in a challenging environment.
  • Leadership qualities and people management expertise to provide direction and effective support to a multidisciplinary and multicultural team.
  • Thorough understanding of cash transfer modalities and mechanisms with a sound knowledge of their development and specificities.
