GIZ-SDR Programme 

As an international cooperation enterprise for sustainable development with worldwide operations, the federally owned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its development-policy objectives. GIZ promotes complex reforms and change processes.

The Ethiopian government recognizes the high economic value of the lowland areas and their products. Therefore, the pastoral and agro-pastoral population is supported in strengthening their drought resilience, allowing them to adapt their farming system to a changing natural and economic environment. German development cooperation participates with the support program to Ethiopian government “Strengthening Drought Resilience Programme in Afar and Somali regions”. SDR programme contributes to the priority area “Agriculture and Food Security”.

The project in Somali Region: Capacity Development for the Strengthening of Drought Resilience of the pastoral and agro-pastoral population in the Ethiopian arid and semi-arid lands – Somali Region (CDSDR-SR) – co-financed by Swiss Development Cooperation (SDC) – aims to enhance drought resilience and improve livelihoods and food security of vulnerable communities in the Somali Region.

Responsibilities:

  • Technical guidance for participatory planning with (agro) pastoral communities and capacity development;
  • The further conceptual development of the PLUP and governance aspects of DVRPU approach in Somali Region;
  • The capacity development for staff, partners and other actors involved in PLUP;
  • The linkage between host and Internally Displaced People (IDP) communities in regard to DVRPU approach;
  • The linking of governmental and project activities within dry valley (DV) under rehabilitation;
  • Liaison to Bureau of Agriculture and Natural Resource (BoANR), Bureau of Livestock and Pastoral Development (BoLPD) relative to PLUP;

Tasks:

Coordination and planning tasks

  • Based on the operational planning and in concertation with program manager (regional), project manager, the other team members of the project and partners (BoANR, BoLPD, Woredas etc.) steering and planning of activities related to livelihood and value chain development;
  • Assure the collaboration with expert for livelihoods and value chain, senior expert for Gender and Durable Solutions (GDS) expert and Soil and Water conservation (SWC) team;
  • Responsible for the development of tender documents for activities to be subcontracted in his/her subject area;
  • Responsible for technical evaluation of project proposals of partners within his/her area of subject;
  • Evaluate sub-contracted measures regarding participatory approach within his/her area of expertise.

Technical tasks

  • Jointly with partners, prepare, organize and carry out PLUP in targeted DVRPU sites and assure proper documentation;
  • Support the development and introduction of sustainable management models jointly with an international consultant;
  • Jointly with partners and communities develop, adapt and implement legal documents of participatory DVRPU implementation.

Knowledge management and capacity development

  • Develop and disseminate participatory community activity planning in the context of DVRPU approach in Somali Region;
  • Support the integration of drone applications into the participatory planning approach;
  • Develop training material like handouts as well as trainings for participatory community activity planning;
  • In close cooperation with the senior expert of the project responsible for GDS, relevant institutions of Somali Region and Durable Solutions Working Group (DSWG), integrate of IDP in PLUP for DVRPU;
  • In close cooperation with the knowledge management unit of SDR-ASAL support programme, prepare material for presentations and publications concerning PLUP and governance of DVRPU approach;

Networking and cooperation

  • Contribute to conferences organized by the SDR_ASAL support programme and support the working groups or comparable platforms on the further development of the DVRPU approach and the “Participatory Community Activity Planning – Field Guide for Technical Implementation”;
  • Keep regular contact and exchange with partners and promote complementarity of activities;
  • Keep contact with other actors involved in DVRPU and support them concerning PLUP and governance.

Other duties/additional tasks

  • Performs other official duties and tasks at the request of superiors on regional and program level.

Job Requirements

Qualifications

  • Master’s degree in rural development, environmental sciences, geography, development studies, sociology or similar area with accent on participatory approaches and governance of natural resources.

Professional experience

  • General professional experience: More than 8 years of professional experience in rural development sector;
  • 5 years practical professional experience in participatory planning and governance approaches in rural development in Ethiopian lowlands, preferably in Somali Region;
  • Practical experience with Participatory Rural Appraisal tools (PRA);
  • Experience in development of documents for governance of natural resources;
  • Experience in working with governmental structures, international organisations, Non-governmental Organisations (NGOs) and/or research institutes;
  • Experience in working with IDP or refugees, especially integration into host communities within a rural context is an advantage.

Other knowledge, additional competences

  • High level of motivation, proactivity, self-discipline, integrity and accountability;
  • Capacity to work in a multi-national team with a service attitude towards internal and external partners;
  • Ability to fulfil the tasks independently and to be creative and innovative;
  • Willingness to travel frequently in the project region and to work under challenging conditions;
  • Willingness to learn from the local communities and their knowledge;
  • Excellent communication skills both in written and oral English, Somali language is mandatory;
  • Gender sensitivity and knowledge;
  • Computer skills in software application MS-Office.
  • Experience in digitalization of planning approaches, like use of drones, GIS systems etc. are an advantage.
