The Ethiopian Academy of Sciences has received a financial support from the David and Lucile Packard Foundation, and intends to apply part of the proceeds of this grant to payments under the contract for the study to be conducted under the Bridge project.

The service is conducting a study entitled a “Systematic Review of The Nexus among Fertility Rate, Unemployment and Migration in Ethiopia”.   The study is an effort to review the dynamics and interaction of these three variables, vis., Fertility, Migration and Unemployment and this could help to ensure enhanced population policy design and implementation (see the ToRs below).

The Ethiopian Academy of Sciences now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments and availability of appropriate skills among staff, etc. and a link could be a possible attachment). Consultants may apply individually or as a team. A consultant will be selected in accordance with the procedures set out in the Academy’s Guidelines.

Organizational Profile:

The Ethiopian Academy of Sciences (EAS) was first founded on March 27, 2010 by a group of prominent scholars drawn from a variety of disciples and professions and launched on April 10, 2010. The mandate of EAS is to provide evidence-based advice to the Government, to promote culture of science among the public and to promote the development of the sciences and their applications. EAS carries out its mandate by undertaking consensus studies, publishing reports, organizing conferences, public lectures and workshops on issues deemed to be nationally important.

Background of the Assignment:

The promotion of development and improvement of quality of life require co-ordination of action in all major socio-economic fields including that of population. Where trends of population growth, distribution and structure are out of balance with social, economic and environmental factors, they can at certain stages of development, create additional difficulties for the achievement of sustained development. Therefore, it is in this spirit that the World Population Plan of Action stated that its explicit aim is to help co-ordinate population trends and the trends of economic and social development.

As it is the case with development management, the planning and implementation of population growth control demands consideration of multiple variables simultaneously and in a coordinated fashion. In this regard population planners are expected to focus at least on the three demographic variables which are believed to be determinantal in defining the demographic trend and these variables are fertility, mortality and migration. The link between demographic and development realms is unemployment variable. The consideration of population problems cannot be reduced to the analysis of population trends only, policies whose aim is to affect population trends must consider relevant and key economic variables like unemployment.

As Ethiopia is expected to revise the current National Population Policy and the country is also prepared to roll out its 10-years perspective plan, a review of the nexus among key demographic and economic variables has a paramount importance as an input for the plans.

EAS through the financial support of the David and Lucile Packard Foundation is implementing Bridge project aimed to bridge the gap between evidence and policies in population issues in Ethiopia. As part of this project, the Academy plans to conduct a study on selected population and development issue.

Topic of the Study: A Systematic review of The Nexus among Fertility Rate, Unemployment and Migration in Ethiopia

Objectives:

The assignment has the following scope and objectives:

  • To review the trend of key population and development variables in Ethiopia using secondary data,
  • To undertake systematic analysis of the three variables (Fertility, Migration and Unemployment)
  • To review the nexus among these variables
  • To evaluate the degree of coordination in managing these variables under the context of the Ethiopian Population Policy
  • To make policy recommendation for the future policy revision and implementation

Methodology:

While the study team is expected to propose detailed method of data collection and analysis, the team should also conduct a desk review of official documents on population dynamics, socio-economic development and relevant policy. It is also expected to undertake key informants’ interview (KII), of policy makers at federal level, to capture qualitative aspect of the issues. As the study is believed to involve significant quantitative analysis, appropriate demographic and statistical methods are expected to be adopted.

Expected Deliverables:

  • Inception report articulating methodology and schedule
  • Interim report of the review
  • Presentation of key findings of the review at a consultative workshop
  • Final report of the review

Time Frame:

The assignment is expected to be completed within 13 weeks of time as of the date of the signing of agreement.

Job Requirements

Qualifications of the Consultants:

Three Consultants with a minimum of MA degree are required. The Consultants should have academic background in: Demography/Population Studies, Economics, Development Studies and related fields.  The Consultants should also have the following skills and experiences:

  • Demonstrated experience in conceptualizing, devising and conducting/engaging in demographic research,
  • Ability to handle demographic and socio-economic data sources and work with multiple data sets
  • Demonstrated ability in advanced demographic methods and quantitative data analysis
  • Demonstrated experience working on national demography data and data sources including CSA, etc.
  • Demonstrated experience in designing different types of demographic research, research proposals and protocols,
  • Demonstrable experience in using statistical software such as STATA, SPSS, R or other demographic data analytic techniques and tool
