The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2019, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is undergoing institutional reform to enhance its credibility and capacity and conduct free, impartial, and credible elections. Through the support of the United Nations Development Program (UNDP), NEBE has contracted ABH Partners to provide human resource recruitment and management services.

Accordingly, ABH partners would like to invite applicants who meet the below requirements to apply for the position of External Relations and Partnership Officer. 

The Officer is expected to assist the NEBE External Relation and Partnership Team to maintain smooth and professional relationships with election stakeholders and in designing effective partnerships in the administration, management (including capacity development) and monitoring of elections.

Required number: One

Reports to: External Relation and Partnership manager

Duty station: NEBE Head Quarter, Addis Ababa

Duration: 12 months with a possibility of extension

Salary:  Attractive (Non Civil Service Scale)

Expected Start Date: Immediately after obtaining the contract

Travel:  Travel to the field may be required

Physical Requirements/Work Environment: Standard office and field work environment 

Major Responsibilities

·         Support the development of program documents including proposals, action plans, and monitoring and evaluation tools for NEBE initiatives;

·         Assist in preparation of strategies and operational plans for engagement with civil society, and donor partners;

·         Ensure and monitor compliance of civil society partners with election monitoring and reporting standards and guidelines;

·         Support organization of training for civil society stakeholders on election monitoring and reporting;

·         Ensure synergy and coordination across NEBE Teams to ensure coherence in establishing and managing partnership and relationships.

·         Collect and collate best practices (at national, regional, and global levels) on collaboration among election management bodies and civil society;

·         Support in the preparation of reports, background papers, studies, concept notes, talking points, and work plans assigned by the supervisor;

·         Assist with schedules, prepare meeting agendas, minutes and other communications as directed by the supervisor; and

·         Undertake other activities assigned to her/him by the supervisor;

·         Developing and maintaining positive relationships with clients and stakeholders;

·         Organize and coordinate events and maintain calendars.

Job Requirements

·         Advanced University Degree (Bachelor’s degree or equivalent) in social sciences, public administration, business administration, international relations, public relations, communications, or a related field;

·         4 years relevant experience;

·         Outstanding computer skills, including experience with databases and design software;

·         Not be a member of any political party;

·         Ability to establish, maintain and foster positive and harmonious working relationships;

·         Ability to work effectively both independently and in a team environment;

·         Ability to remain highly organized while handling multiple tasks under tight deadlines;

·         Demonstrate initiative, good judgment, and resourcefulness;

·         Willingness to adhere to all principles of confidentiality;

·         Ability to conduct self with integrity, and function ethically and impartially;

·         Strong oral and written communication skills;

·         Attention to detail;

·         Fluency in English and Amharic required. Additional local languages will be an asset.
