ILu Women and Children Integrated Development Association (IWCIDA)

IWCIDA is a nationally operating, nongovernmental and not for profit organization established in the year 2004 with the certificate and license number, 0107. It is devoted to bring about developmental changes in its operational localities in collaboration with indigenous local community and government bodies, as well as, international and national agencies committed to reduce poverty. As part of its cause accomplishment IWCIDA, in collaboration with Care Ethiopia, is planning to implement a project titled “She Thrives” in three in two woredas of ILu Ababor zone (Yayo and Bilo Nopha) and a woreda of Buno Bedelle zone (Chora). Henceforth, ILu would like hire qualified professional on the following positions.

Job Summary

The Facilitator for Empowerment provides technical and organisational support to She Thrives project operational area at the local level and plays a facilitation role in the community. S/he builds the capacities of the target adolescent girls and community. In addition, s/he promotes community transformation through awareness creation; sharing best practices; facliating group discussions, providing information, collecting data using different apparatus and providing reports. S/he supports adolescent and adult empowerment with the objective of reducing child labor through collective action, solidarity, social inclusion, and gender equity. S/he facilitates and encourages active participation of targeted individuals and communities in different organized groups and at HH level through implementing project activities to address child labor. The Facilitator for Empowerment establishes and maintains a close working relationship with communities, child labor committee’s and other community structure at her/his working area. Furthermore, S/he is expected to work closely with kebele and village level task force leaders, local government Health Extension Workers (HEWs), development agents and Woreda structure to ensure that project messages are disseminated and understood at all levels. The Facilitator for Empowerment prepares and submits monthly and quarterly reports to Woreda Social Support and Accountability Officer to report on progress with all field-level project activities.

 RESPONSIBILITIES AND TASKS:

 Job Responsibility1: Facilitate community action planning and targeting

  •  Facilitates targeting of project participants (Adolescents and Adults), with active participation with  the kebele taskforce, Child labor Committee, community and project partners.
  • Identifying and organizing direct participant members of respective numbers disaggregated by sex, age, Woreda, Kebele and Village
  • Facilitates adolescent’s groups discussions, community meetings and community action plan (CAP) preparation and ensures that the participation of each community group in problem identification, planning and implementation.
  • Team up with the local child labor committee and facilitate an enabling community environment to identify children engaged in child labor and at risk of child labor.
  • Prepares community action plan by quarters and months, submits to her/his supervisor, and ensures that it is submitted at the kebele level.
  • Prepare weekly, monthly, and quarterly activity plan for specific areas s/he is assigned based on the project overall plan.
  • Ensures that all project related activities are implemented with full participation of respective Zonal, Woreda and  kebele level partners and local communities
  • Produces sex-disaggregated data at the household and community level, as appropriate.
  • Ensure communities follow COVID-19 protections measures
  • Upholds organization gender and diversity values whenever dealing with staff, communities, and partners

 Job Responsibility2:  Facilitate implementation of project activities and monitoring

  •  Establishes and strengthens Village Savings and Loan Associations (VSLAs) groups, Social Analysis and Action (SAA) groups, Peer groups, women groups and child labor committee.
  • Cascade training for target participant of the project.
  •  Conduct community mobilization and awareness raising activities geared towards changing social norms around child labor
  • Mobilizes adolescents, communities and households to save and engage in livelihood diversification activities.
  • Support target participants for employment pathway on life skills, negotiation skills, and/or job skills
  • Take part in community awareness raising activities, through promoting Social Behavioral Change Communications for prevention of child labor.
  • Closely follow up and support accelerated education program centers establishment and its implementation jointly with the hosting schools and the locality Woreda and/or Zonal education office.
  • Empower adults in targeted project operation localities through building their capacity
  • Promote young women and girls’ right to services education, health, agricultural and business making engagements equal to men.
  • Support targeted women to diversify their means of livelihood through facilitating their access to different financial services providing microfinance institution available in the locality.
  • Facilitate CSC exercise at community level for improved community service seeking behavior
  • Take part in data collection from direct participants of the project using electronic and paper based tool for services provided to direct and indirect participants of the projects.
  • Provides technical and organizational assistance to Health Extension Workers(HEWs) and other members of the Kebele Food Security Task Forces, Child labor Committee and village representatives, and community members.
  • Meets regularly with Kebele child labor committee to discuss project progress updates, exchange information, discuss challenges, and share tasks accordingly
  • Records and documents lessons learned and reports to her/his supervisor

  Job Responsibility3: Reporting and Learning

  •  Prepares weekly, monthly, and quarterly reports on project activities, and submits these to her/his supervisor both in the appropriate formats
  • Provide appropriate monitoring and evaluation data timely
  • Supports and facilitates community involvement in annual innovation and markets exhibitions.
  • Collects basic information, best practices, case studies and lessons and report to her/his supervisor
  • Undertakes professional development initiatives identified with his/her supervisor

 Job Responsibility 4: Any other duties assigned by supervisor

 PROBLEM SOLVING (Thinking Environment)

 The level of problem solving this position will face is level number two. What has to be done and how to do it are clearly defined, and the incumbent will face identical or similar problems on a regular basis.

 CONTACTS/KEY RELATIONSHIPS

The Facilitator for Empowerment is expected to establish an open relationship with the community, government counterparts and community-based organizations, as well as with supervisors, project managers, and other staffs.

 WORKING CONDITIONS:

The Facilitator for Empowerment lives in the community. S/he travels long distances on foot (50%) and stands for about 30% of the training sessions.

Job Requirements

EDUCATION/TRAINING

  • Required: 12th grade complete
  • Desired:  Diploma in Agriculture, Economics, Health Science, Sociology or other related field.  

EXPERIENCE

  •  Required: 2-5 years related work experience

TECHNICAL SKILLS

  • Knowledge of local language;
  • Communication skills, good human relations
  • Willingness to reside in rural areas/targeted Kebeles.
  • Firm belief in teamwork and gender equality, sensitivity to HIV/AIDS and COVID-19
  • Conceptual understanding of child labor.

 COMPETENCIES:
