Background

Under the general supervision of the Camp Management and Camp coordination manager, the technical supervision Camp Management and Camp Coordination Officer and direct Senior Camp Management and Camp coordination Assistant and administrative supervision of IOM Head of Sub-Office, the SMS assistant shall be responsible to carry out general duties related to the organization’s Camp Management and Camp Coordination activities. In particular He/She will be responsible for the following Duties below:

Core Functions / Responsibilities:

Coordination and Information Management:

  • Supervise and lead field level CCCM activities and CCCM Clerks in the filed in data collection from service providers, authorities, site population, site leadership, host/neighboring community and through direct observation
  • Ensure timely sharing of updates and recommendations to IOM CCCM management in coordination with CCCM Officer
  • In close coordination with Woreda and site level authorities and service providers, especially Shelter, WASH and Health actors, contribute to SMS site level facilitation of coordination including through:
  • Supporting government focal points and co-chairing Woreda or Site Coordination Meetings in person bilaterally or electronically (if required by Covid-19 protocols)
  • Follow up with respective stakeholders to address gaps in implementation, esp. for COVID-19 mitigation, using meeting minutes, complaints and feedback received from the communities and stakeholders/service providers and/or service gap analysis tracking tools
  • Monitor needs and gaps and service delivery in the site consistently using and analyzing available data from service mapping and CFM so that they are identified and responded to and duplication are avoided
  • Advocate for a more predictable, timely and efficient delivery of services
  • Lead the coordination of partners/service providers to support the government authorities in developing and implementing an inter-agency/inter-sectoral site or Woreda-specific COVID-19 SOPs.
  • Ensure a well-established CFM and inter-cluster referral mechanism to respond to complaints and feedback received from the community, partners/service providers including, among others, feedback related to COVID-19 and protection issues

Community Participation:

  • Ensure a well-established community representative governance structure that promotes equal participation amongst the displaced population
  • Provide capacity building trainings to the community representatives concerning their roles and responsibility e.g. Terms of Reference (ToR) and Code of Conduct (CoC), using IOM’s standard tools along with site or woreda specific COVID-19 specific protocols.
  • Provide necessary guidance and leadership to the SMS team in conducting Risk Communication and Community Engagement (RCCE) activities at community level, including support to community representative structures to conduct onward dissemination of COVID-19 messaging to the wider community and ensure that RCCE is applied properly to contain and/or mitigate the risk of pandemic.

Site Improvements:

  • Support the CCCM clerks in identifying and regularly monitoring the general condition of communal infrastructures (communal shelters, WASH facilities, kitchens, distribution points, etc.) in view efficient care and maintenance or upgrade.
  • In the context of a pandemic and/or disease outbreak, ensure close collaboration between IOM’s CCCM, Shelter, WASH, MHPSS and Health sub-units, as well as with external actors and partners across all sectors, especially in the identification and handling of high-risk cases consistent to the guidance provided within the protocol
  • Make sure that the CFM data are collected, organized, analyzed and shared with IM team on weekly basis

Organizational Responsibilities:

  • Contribute to sub-office updates on emerging humanitarian issues and gaps relating to CCCM and Emergency Post Crisis (EPC) areas of intervention.
  • Draft field mission plans in consultation with the CCCM Team Leader and/or CCCM Officer
  • Support logistical needs of the CCCM program staff, including communication, transportation and distribution.
  • Coordinate the monitoring of laborers at field sites and track material receipt, storage and deliveries in the sites.
  • Support field level CCCM activities and field team in coordination with CCCM Field Officers
  • Assist in drafting monthly and weekly reports.
  • Support or participate in assessments either organized by IOM, cluster or OCHA.
  • Ensure compliance with UNDSS security protocol and internal IOM procedures.
  • Perform such other duties as may be assigned by the supervisor.

Job Requirements

Educational Requirement

  • University degree in Social Sciences, Business Administration, or related field of study with 5 years of relevant professional experience or a combination of training and relevant working experience is required.

Required Experience

  • 5 or more years’ work experience related to emergency / disaster response and/or transition and recovery programs with humanitarian agencies is required.
  • Practical experience and detailed knowledge of the disaster risk management, with emphasis on disaster response and recovery programs is essential
  • Good knowledge of data protection issues in emergency operation
  • Good knowledge of Microsoft Office application including databases is a definite advantage
  • Ability to adapt technical knowledge and expertise to specific project or activities; ability to work with colleagues from different cultural and professional backgrounds; flexibility to perform and deliver in difficult and rapidly changing situations is essential.

Skills

  • Knowledge of the broad range of migration related subject areas dealt with by the Organization.
  • Knowledge of UN and bilateral donor programming.
  • Knowledge of financial rules and regulations.
  • Knowledge of International Public Sector Accounting Standards (IPSAS)

Languages

  • Thorough knowledge of spoken and written English and Tigrigna is required.
  • Working knowledge of Amharic is desirable.
