JOB SUMMARY

The Field Office Manager is responsible for coordinating and monitoring the implementation of all field project activities of WEEMA in line with the organization’s strategic plan. She/he is responsible for providing strategic direction, planning, organizing and coordinating the overall functions of WEEMA in the field office. In consultation with the CD, she/he is responsible for development/review and proper implementation of activities in the field office.  In close collaboration with the CD, she/he leads the work of the field-office staff in developing programs, managing resources, monitoring and reporting activities, and overseeing field-level operations including building relations with local stakeholders, compliance with the legal and financial regulations, and alignment of programs with the priorities of the nations and regional government. She/he is responsible to mobilize resources and foster partnerships with potential local and international partners operating in the field-office whilst promoting organizational visibility and networking. She/he represents WEEMA in the field-office and contracts with concerned development partners, vendors, service providers, etc. as per the delegation of the CD.

RESPONSIBILITIES AND TASKS: 

Job Responsibility #1: Planning, Controlling and Management

  1. Supports the CD in development and implementation of WEEMA’s strategic plan;
    1. Supports the CD to oversees the formulation of the WEEMA’s short, medium and long-term objectives based on the mission, and goals stated in the strategic document of WEEMA specifically at field-office level;
    2. Ensures that appropriate organizational plan is developed and implemented for all functions of WEEMA in Ethiopia;
    3. Ensures that all activities in the field office are executed per approved work plan, program and budget;
    4. Conducts periodic and regular site visits to project implementation locations to ensure programs/projects are being implemented as planned;

Job Responsibility #2:  Organizational Development and Compliance

  1. Supports the CD in the formulation, review, and/or adaptation of appropriate organizational systems, policies, rules, regulations and guidelines in support of WEEMA’s mission, and goals stated in its strategic document;
  2. Ensures that organization’s policies, procedures and guidelines are properly implemented and followed up by all field-based staff;
  3. Ensures that government policies and directives and NGO code of conduct are duly respected by all field-based staff in program/project development and implementation, operation support services and reporting;
  4. Ensures efficient and cost-effective operations of all functions of the organization;
  5. Approves administrative and financial requests within the delegation of authority bestowed to her/him by the CD and in accordance with pertinent policies and regulations of the organization and local government requirements;

Job Responsibility #3: Leadership and Management

  1. Actively participates in the country Senior Management Team;
    1. Ensures that regular and periodic field–based staff and team meetings are planned, conducted and managed;
    2. Directs, supervises, leads, guides, coaches and supports the staff responsible to her/him;
    3. Evaluates the performance of staff directly responsible to her/him;
    4. Delegates her/his authorities to other field-based staff as appropriate;
    5. Oversees the timely compilation and submission of program, finance and administration reports to the country office and respective local government authorities;
    6. In consultation with the CD, establishes and maintains relationship and co-operation with local government, donors, NGOs and other stakeholders to promote the objectives of WEEMA and build the image and credibility of WEEMA;
    7. Ensures the realization of team spirit, participatory decision-making process, gender sensitivity and balance, cost effectiveness, staff motivation and spirit of dedication at  the field-office level.

Job Responsibility #4: Representation, Liaising and Communication 

  1. Enter into and signs off all local contracts with third parties as per the delegation of authority issued by the CD;
  2. Attends meetings, workshops, conferences, etc. representing the organization as delegated by the CD;
  3. Liaises with concerned government and non-government bodies to facilitate collaboration and smooth working relationship in consultation with the CD;
  4. Actively participates in local networks, associations, forums, and other membership structures with which the organization is affiliated in consultation with the CD;

Job Responsibility #5: Policy, compliance and others

  1. Adhere to the PSEAH Policy and Code of Conduct, and report all concerns of any suspected violation of these policies.
  2. Contribute to the realization of WEEMA’s Gender Strategy and inclusive culture, including doing one’s part to create a safe, equitable, and nondiscriminatory environment.
  3. Stick to WEEMA HR Manual, Child Protection Policy, Gender Strategy, Whistleblowing Policy, Safety and Security Policy and PSEAH Policy.
  4. Ensure all new employees receive the Gender Strategy, PSEAH Policy, and Code of Conduct brief orientation as part of their induction.
  5. Ensure Gender equality, disability inclusion and PSEAH measures are implemented within her/his area of responsibility.
  6. Follow up, and address, Gender, disability and SEAH issues appropriately and create a conducive working environment for the sensitive groups.
  7. Ensure that communities are aware of the Whistleblowing Policy and PSEAH Policy and how to report concerns.
  8. Adhere to the Gender Strategy as appropriate within your role and responsibilities during program design and implementation.
  9. Performs other duties assigned by the CD.

About You

QUALIFICATIONS 

EDUCATION/TRAINING

  • MSc, MA/ BSc, BA in Project Management, Business Administration, Organizational Development, Development Studies, or related disciplines.

EXPERIENCE

  • 12/10 years of relevant work experience out of which at least 5 years in managerial/leadership position.

TECHNICAL AND OTHER SKILLS

  • Ability to provide leadership, communicate effectively, and promote a team approach to enhance staff commitment to successfully implement the organization’s strategic plan;
  • Demonstrated technical and managerial ability, sound judgment, ability to interact and work effectively with others at all levels;
  • Good conceptual understanding of participatory approach and sustainable development;
  • Basic computer skills and excellent written and oral communication skills;
  • Proficiency in English and Local languages(Tembarssa) is required and desirable
  • Good communication and negotiation skills
  • Proven team building and management skills
