Médecins du Monde (MDM) is a French Non-Governmental Organisation involved in humanitarian medical aid, operating in Ethiopia since 1988. MdM currently implements project in Somali Region to reduce morbidity and mortality rates of crisis affected populations through a multi-sectoral approach.

Since July 2019, MdM France is implementing a 24 months project in Somali region, funded by the German Federal Foreign Office (GFFO), in partnership with MdM Germany, who will take over the management of the project in the coming months.

Job Summary

Under the supervision and the authority of the Project Coordinator, based in Gerbo – Somali region, technical link with the Administration Coordinator based in Jijiga. He/she is responsible of the organization of the field base (Gerbo) with the administrative and finance components. He/she works closely with local partner, providing support in term of accountancy, finance and HR Management.

Duties and responsibilities:

Finance and Accountancy

  • Receives, sticks all the receipts and invoices and fills up the top stamped when payment is effective.
  • Translates if needed, gives title, puts analytic, accountancy and budgetary codes, and files all invoices and receipts daily basis.
  • Verifies that all the documents required by MDM financial procedures before payment.
  • Registers the accountancy (keep update the cash journal) according to the accountancy plan and budget plan.
  • Prepares and updates monthly accountancy to be sent to Addis Coordination, soft and hard versions, makes a photocopy of the original documents before sending.
  • Ensures the presentation, circulation, filing and archiving of accounts and financial documents in accordance with Ethiopian regulations and MDM and donor procedures.
  • Manages his/her cashbox and keep the cashbook updated on a daily basis.
  • Does daily cash control of the cashbox and at least once a week and a cash control signed by the Project Coordinator.
  • Follows up and balances the operational advances given to any member of the team.
  • Timely request the Administration and Finance Coordinator to withdraw the cash from the bank
  • Prepares of monthly payroll and pay sheets after collection of the necessary (absences, leave, overtime, recuperation days, etc.) records.
  • Follows up and Ensures timely payment of staff income tax and pension contributions, Withholding tax payments and periodical Office and utility Bills.
  • Responsible of the follow-up of the ongoing contracts:  lessor, service providers, insurance/housing/Office/Car rental etc.

Administrative and HR Management

  • Creates, keeps and updates all national employee administrative files according to the procedure.
  • Prepares the employment contracts and other documents related to employment contracts, check contract dates and informs Administration and Finance Coordinator before their expiry date.
  • Receives the leave requests, keep them in the personal files.
  • Follows up medical claims of national staff to the Insurance Company in link under MDM Insurance coverage policy.
  • Prepares letters on request by General Coordinator.
  • Archives and files the IN/OUT letters.
  • Organizes / Archives all Financial and Administrative in their respective files.

Job Requirements

Qualification and Experience

  • BA in Accounting or related fields
  • At least 2 years professional experience on a similar position
  • Excellent written and spoken English and Amharic. Knowledge of Somali language is advantageous.
  • Competencies in Accountancy
  • Good knowledge of Microsoft office and internet: Good command of Excel is mandatory
  • Good knowledge of Accountancy software, SAGA software is advantageous
  • Ability to work independently and in a team of diverse backgrounds
  • Excellent communication skills with sense of diplomacy
  • Ability to classify and manage priorities while being autonomous
  • Organisational skills and Rigour are mandatories
  • Understanding and adherence to humanitarian principles
