International Development Enterprises (iDE) is an international NGO dedicated to creating income and livelihood opportunities for poor rural households of Ethiopia through various projects implemented in different parts of the country.

Job Overview

The Finance Director is responsible to oversee, lead and manage all financial operations of iDE Ethiopia.  The Finance Director plays a lead role in establishing and maintaining strong financial and asset management policies, systems and procedures for the Country Office. In doing so, s/he ensures compliance with iDE, government and donor policies and requirements for budgeting, accounting, procurement and reporting of financial activities. S/he liaises with iDE Headquarters in Denver and iDE offices in UK and Canada with regard to financial matters.

S/he reports to the iDE Ethiopia Country Director with a dotted line to iDE HQ Regional Finance Manager.           

Essential Duties and Responsibilities 

Leadership in Financials

  • In consultation with the Country Director; s/he develops, implements and maintains strong, efficient and transparent financial policies and systems that are in line with global policies and systems of iDE.
  • Analyze and present financial reports in an accurate and timely manner; clearly communicate monthly and annual financial statements; collate financial reporting materials for all donor segments, and oversee all financial, project/program and grants accounting.
  • Oversee and lead annual budgeting and planning process in conjunction with the CD; administer and review all financial plans and budgets; monitor progress and changes; and keep senior leadership team abreast of the organization’s financial status.
  • Implement a robust contracts management and financial management/ reporting system; ensure that the contract billing and collection schedule is adhered to and that financial data and cash flow are steady and support operational requirements.
  • Update and implement all necessary business policies and accounting practices; improve the finance department’s overall policy and procedure manual.
  • Provide oversight and guidance to the satellite offices throughout the country and ensure their timely, accurate, and compliant financial performance.
  • Serve, as requested, as a member of the Senior Leadership Team for iDE Ethiopia, supporting the Country Director in the overall success and growth of the Country Program.

Financial Management:

  • Provide operational financial support and guidance to the Country Director, Program Director, Project Coordinators and Project Team Leaders on budgeting and financial performance.
  • Manage organizational cash flow and forecasting.
  • Effectively communicate and present the critical financial matters to the senior leadership of iDE.
  • Ensure that budgets and reports are in line with iDE and donor policies, procedures and requirements.
  • Ensure that project and overhead spending are in line with the agreed and approved budgets, hence, put in place an efficient budget tracking system.
  • Prepare financial reports for donors as required by donor project contracts, and for government partners as required by laws and operational agreements.
  • Ensure that all reports are submitted on time as per the reporting schedules of the respective parties (donors, government, Denver, iDE UK, and iDE Canada).
  • Prepare year-end financial statements and ensure timely execution of the year-end external audits.
  • Coordinate and lead the annual audit process, liaise with  Internal and External auditors and respond to queries, observations and recommendations.
  • Monitor the financial performance of Partner organizations (as appropriate) and ensure their compliance to the terms of their contract with iDE.
  • Assist in preparing and reviewing budgets for new project proposals.
  • Ensure that inventory of assets and items in the store are updated and kept properly.
  • Manage and monitor the various controls and financial measurements for the projects including budget limits, obligations and burn-rates on an ongoing basis.
  • Ensure that monthly staff payroll and other payments are processed as per the local tax law of the county.

Job Requirements

Education:

  • BA Degree in Accounting or related fields (Minimum) or
  • MA in Accounting or related fields (Desirable)

Experience:

  • For BA, minimum 7 years and preferred 10 years of proven experience in Financial Management at least 5 years in Managerial position
  • For MA, minimum 5 years and preferred 7  years of proven experience in Financial Management at least 3 years in Managerial position
  • Solid understanding and practical experience on budgeting, monitoring budgets and reporting
  • Strong understanding of local requirements (ACSO, AABE, etc)
  • Solid experience in IPSAS implementation & reporting
  • Extensive experience in donor requirements such as USAID, GAC, EU, etc
  • Experience in providing technical training and successful team building
  • Demonstrated ability to mentor and coach team
  • Knowledge of Accounting software, ERP systems (NetSuite) and/or other financial soft wares
  • NGO experience is of a great advantage
  • Commitment to travel to project sites as required for business purposes
