ACTIVITY OBJECTIVE

The four-year plus one year No Cost Extension period with $16.6 million Ethiopia Performance Monitoring and Evaluation Service (EPMES) Activity aims to provide USAID/Ethiopia with project/activity external evaluation, performance monitoring, and performance management support services in alignment with the USAID Automated Directives System (ADS) and Evaluation Policy. This contract assists USAID/Ethiopia and its partners to generate empirical data on project/activity implementation as well as foster learning and knowledge management to improve evidence-based project design and development programming. We are now in the final year of the project implementation period.

Position title: Finance Officer

Summary of Position Description:  The Finance Officer is responsible for maintaining accurate and complete records of financial documents in accordance with Social Impact financial and accounting policies and procedures. S/he will also verify all the source documents for proper approval and documentation and also for payment preparation.

Major responsibilities

  • Prepare payments in correct amount with complete supporting documents and proper approvals
  • Prepare and pay tax liabilities on time & in accordance with local laws
  • Assist travelers in the preparation of travel advances and advance reconciliation
  • Maintain the record of financial transactions in QuickBooks with accurate amount, correct account code and task codes.
  • Upload all financial documents on to SI SharePoint and EPMES Shared Folder
  • Assist in the process of Social Impact Ethiopia business license
  • Responsible for monthly submission of VAT reimbursement requests to USAID and play a point of contact role on VAT issues.
  • Prepare staff payroll in accordance with local laws & SI procedures.
  • Keep track of invoice and POP for Vendors, Subcontractors, Professional Development Fund, COP fund and other contracts as required.
  • Point of contact for SI bank accounts; request checkbooks, collect bank advices & statements.
  • Assist the Finance manager in internal and external annual audit.
  • Assist the Finance Manager in the preparation of monthly financial reports
  • Assist in the preparation of monthly cash projections.
  • Support the work of the Finance Manager, where necessary, in his/her absence
  • Undertake other duties as may reasonably be required.

Job Requirements

  • Minimum of BA degree in Accounting or Finance or related field
  • At least 5 years of relevant experience in Accounting or finance officer
  • Familiarity with USAID rules and regulations
  • Previous experience working for USAID funded project is required
  • Good interpersonal communication and good team player
  • Excellent computer skills particularly Microsoft office applications, required.
  • Good command of English language is required
