Job Title: Finance Officer-Cost Accounting

You will help coordinate and contribute to the implementation of the Country Program’s (CP’s) accounting systems, policies and procedures in compliance with CRS’ established accounting standards, Generally Accepted Accounting Principles (GAAP), donors’ rules and regulations, and legal requirements to support high-quality programs serving the poor and vulnerable. You will efficiently perform accounting services through documenting financial transactions by compiling, analyzing, and verifying account information; preparing account entries; and delivering financial reporting services.

Roles and Key Responsibilities:

  • Work with SCM team for fixing any Cost Distribution “Error” or “Warning” on timely basis.
  • Run Sub-ledger Reconciliation Report on regular basis, perform the necessary PIVOT analysis and notify SCM team for any accounting error.
  • Run Period End Validations on regular basis and fix issue identified to ensure all transactions are complete and accounted.   The process also run during SCM period closing processes.
  • Review period end Exception Report and take necessary corrective action.
  • Serve as linking bridge between SCM and Finance and ensure fixing of all costing errors before closing the month or Fiscal-Year.
  • Share Cost Accounting review feedback to HQ Cost Accountant at the end of each month end close
  • Review Inventory on Hand SCM report and reconcile against GL balance on monthly basis after each costing period close.
  • Conduct regular analysis for GL 140011and 140021 balances at project level and clear any abnormal balance.
  • Reconcile GL 140011 vs 330011 at project level and fix any variance between the two accounts at project level.
  • Support CP in clearing inventory related outstanding balance (such as GL 140011, 140021, 140031,140041,330011 and 930011) for on time closing of expired project(s).
  • Review Inventory receipt supporting document on sample basis and ensure the Unit Cost used are accurate and the JE is supported with complete supporting documents.
  • Review inventory distribution document and ensure the entry are properly supported with auditable document and the dispatch entries are in line with proper FIFO valuation.
  • Analyze commitment balance and clear commitment errors coming from SCM module.
  • Any other task as assigned

About You

Basic Qualifications:

  •  B.A. degree in Accounting, Finance, Economics, Business Administration with courses in accounting, or a qualification in accounting (CPA/ACCA or equivalent).
  • Minimum of two years experience in a position with similar responsibilities, preferably with an international or local NGO, or a financial/banking institution.
  • Knowledge of the relevant public donors’ regulations preferred.
  • Proficient in MS Office packages (Excel, Word, PowerPoint, Visio), Web Conferencing Applications. Knowledge of financial reporting software preferred.

Knowledge, Skills and Abilities  

  • Knowledge of the relevant public donors’ regulations preferred.
