Context of the mission

Médecins du Monde (MDM) is a French Non-Governmental Organization involved in humanitarian medical aid, operating in Ethiopia since 1988.

In June 2017, MdM had conducted an exploratory mission in corridor AA- Djibouti, focused on the Afar part (zone 1) on Sex Work/GBV/SGBV for 3 years project under title:  “Reducing GBV against Sex Workers on AA to Djibouti Corridor focused in Afar region Zone 1. Since January 2019, the project is under implementation with the objective of engage FSWs by improving access to integrated health services, psychosocial and legal support, and basic rights. Family Guidance Association of Ethiopia and Nikat association are 2 NGO partnering with MdM in the implementation of the project.

Nikat Charitable Association is community-based NGO, first established in 2006 by FSW, registered since 2010, and based in Addis Ababa. It is composed of 200 women who are former and current FSW as members. The association is engaged in different health and income generating projects on  advocating for universal access to health services, mainly HIV and sexual/reproductive health services, peer education and outreach service, advocacy for FSWs’ rights, social marketing activities, information education and communication for behavioral change and fight against stigma and discriminations, fighting against GBV among FSWs, provide friendly services in DICs (during the day) primarily targeting Female sex workers (FSWs) working in hotels & bars, street FSW, waitresses and low income women. MdM – Nikat partnership is vital to engage FSW in different phases of the project for the successful implementation of planned activities.

Hierarchical & Functional links

Under the supervision and guidance of the Project coordinator, GBV officer will provide both management and technical support to the project team to ensure that GBV response activities are executed effectively. GBV officer will also be responsible to lead the outreach activities of the project team.

The GBV Response Project Officer will be MdM staff 2ndment to Nikat.

REPORT TO: Project coordinator

Essential Duties

Duties and responsibilities:

  • Work closely with the project coordinator and project team to understand project goals and to meet expectations.
  • Analyses to better understand protection risks for GBV survivors.
  • Mapping points of service for survivors of GBV and vulnerable individuals, and to identify existing support structures.
  • Advise PSS, Legal and outreach team on integrating GBV prevention to other sectorial activities.
  • Oversee, supervise and strengthen the referral systems, PSS activities and legal support.
  • Work with teams and target communities to develop appropriate prevention and awareness-raising/behavior change strategies
  • Train project and Local GO and NGO partner staffs on GBV prevention and response such as gender basic concepts and Guiding Principles, guiding principles of addressing GBV,   clinical management of rape, referral pathway development, compassionate care, facilitation skills, mobilization etc.
  • Contribute to information-sharing and data management systems.
  • Ensure appropriate reporting of through monthly activity reports and quarterly project reports of Nikat, on time and with accurate data.
  • Ensure quality outreach service delivery focusing on at the project site.
  • Planning and ensure implementation of Peer education sessions with an outreach workers.
  • Supervise and mentor the peer educators and outreach worker.
  • Strengthen referral pathways among services provided in the project site.
  • Strengthen identification and referral of GBV survivors by PE and outreach worker.
  • Strengthen accompaniment of GBV survivors by Pes and outreach workers.
  • Supervise, mentor and support the outreach worker on planning, implementing and monitoring peer education sessions.
  • Maintain flexibility to take on added responsibility as and when needed.
  • Plan and implement outreach activities in DIC (Drop-in center) for FSWs in close collaboration with project’s PSS officer and legal advisor
  • Manage the activities Peer educators and outreach workers activities in the DIC
  • Lead and engage development of IEC/BCC materials and teaching aids on GBV

 Duty station: Semera Zone 1, Afar region /frequent travel inside the zone 1: Galafi, Logia, Asayta, Dupti and Mile. The GBV officer will be based in Semara and one week every 6 weeks is in Addis Ababa office. S/He could travel to the MdM project area and other areas if needed.

Job Requirements

Expected profile     

  • Bsc degree and equivalent experience in Social Sciences, Gender Studies, Social Work, Public Health or another relevant field of study.
  • 4 years for BSC degree holders of experience of developing and supporting the implementation of GBV response projects, including at least 1 years of international, humanitarian experience
  • Training on Gender-based violence response and clinical management of rape is essential
  • Previous work experience and familiarity with health projects on female sex workers
  • Understand the harm reduction approach that MdM promotes
  • Proven knowledge and experience in developing and supporting community mobilization projects.
  • Regional experience preferred.
  • Familiarity with standards and guidelines for GBV prevention and response programming and coordination activities.
  • Familiarity with international humanitarian operations, coordination structures, and the mandates of donors, UN agencies, and other NGOs
  • Good communication and interpersonal skills including negotiation and conflict resolution
  • Strong organizational and team working skills
  • Good cultural awareness and sensitivity
  • Excellent command of English, both written and spoken, working knowledge of the local language is an asset
  • Ability to work under pressure and with limited supervision.
