Background

Oxfam Ethiopia is part of the global family of Oxfam International; operating in the country since 1974. It has been implementing development and humanitarian programs in various parts of the country to address the immediate and strategic needs of people living in poverty.

The current country strategy (2015 – 2020) envisages “an Ethiopia free of poverty; where empowered women and other citizens influence and benefit from pro-poor and gender-sensitive systemic changes that reduce their poverty and vulnerability and; an increase their socio-economic wellbeing”. In 2016-17, the organization consolidated its efforts to meet the needs of the most vulnerable and has reached more than 1.2 million people across Ethiopia with life-saving humanitarian assistance and longer-term resilience, livelihoods, and gender-based programs. Oxfam currently implements programmes directly and through partners across eight regions and one city administration including Amhara, Oromia, Tigray, Somali, Afar, Dire Dawa, Southern Nations, Nationalities, and Peoples Region (SNNPR) and Gambella.

The programmes in the Somali, Dire Dawa, East Harerge, Gedeo, and Gambella regions are dominantly humanitarian; drought, conflict and flood preparedness, response and recovery, and supporting refugees from South Sudan respectively though Oxfam is increasing its resilience-based programming throughout. The longer-term resilience-development programmes cover sustainable livelihoods, gender and climate change work. More specifically Oxfam in Ethiopia focuses on rural economic development working all through the value chain cycle, promoting viable local and export markets while building the resilience of the local population to respond and adapt to the re-current natural and man-made disasters. Gender programming is at the centre of our work, always taking into consideration local gender dynamics and prioritizing the most vulnerable population.

OUR TEAM

The Programmes Team will ensure that the programs make the proper shift, with the quality needed to ensure a proper achievement of the Ethiopia Oxfam Strategy. Oxfam seeks to contribute at scale to ensure that vulnerable women and girls, men and boys of Ethiopia will be better able to claim all of their rights, now and in the future by pursuing programmes designed to respond to goals for saving lives and sustainable food which are mutually reinforcing programmatic change goals. As part of the Programmes Team, the whole team on the sector of gender will ensure that Goal 1 and 2 of the OCS is achieved with quality and timely manner. This team will work very closely with the Humanitarian and long-term development programmes (Resilience and Livelihood) team ensuring the link between the long term and emergency situations.

Ensures that the promotion of women’s rights is at the heart of all Oxfam in Ethiopia’s program work.

Job Purpose

The Gender Programme Manager is expected to lead the standalone gender projects as well as set and provide overall guidance to all programme and support functions to ensure that gender is mainstreamed and well-integrated into the country’s operation.  The manager works across the different programme and support functions.  S/he provides technical support to the humanitarian teams (WASH, EFSVL and Protection) ensuring our intervention is guided by Oxfam’s Minimum Standards on Gender in Emergencies, including through safe programming, strong gender analysis and awareness across our humanitarian teams and partners, and meaningful participation of women in the community groups that help us design and evaluate our actions. The manager also technically provide support to the long-term development programme to ensure that gender is well integrated into the project design, implementation, monitoring, and evaluation. The position also provides thought leadership and effective coordination in policy influencing initiatives were relevant while participating in resource mobilization in line with Oxfam Ethiopia country strategy. In addition, the position contributes to the growth and development of the women’s rights and gender justice program in Ethiopia.

Oxfam’s stand-alone gender programmes will focus on women and girls in Ethiopia have their voices heard and contribute to the policy-shaping, decision-making mechanisms and peace-building processes at all levels in an enabling and equitable environment free from violence. Oxfam will support spaces for women to participate in decision-making, not only in shaping the humanitarian aid agenda but also on issues affecting them at the community, district and national levels. For this to happen, Oxfam will facilitate the change in beliefs and assumptions about accepted gendered roles as well as raise awareness amongst women and men.  Alternative spaces of participation will be supported through community mobilization, community committees, and women groups. Oxfam will ensure that advocacy efforts carry the voices of women at the grassroots level, contributing to a more responsive, peace-building process at the local level but also informing the larger, national-level peace-building initiatives.

Key Responsibilities

  1. Programme Strategy, Planning, and Monitoring
  • Provide strategic leadership in planning and implementation of the gender justice focused programme in Ethiopia as per Oxfam standards and locations.
  • Ensure that Oxfam’s Gender Programme are all done in compliance with donor contractual obligations.
  • Line manage the Gender Justice Programme team ensuring that it operates in accordance with Oxfam’s policies and procedures, including but not limited to the Code of Conduct, Performance Management, Security and Health, and Safety.
  • Provide support and leadership to ensure women’s rights are at the heart of Oxfam’s humanitarian response strategy, and Oxfam’s long term gender justice strategy is relevant and adapted to a conflict/post-conflict context as well as long term development interventions.
  • Effective management of the overall gender programme budget, budget monitoring, and budget development.
  • Promote the integration of gender analysis and development of relevant recommendations in all assessments, surveys and research carried out by the Country Programme and provides support to partners to implement quality gender mainstreaming.
  • Identify and foster potential partnership and consortium building essential for joint responses to calls for proposals and influencing work.
  • In close coordination with OXFAM Programme Director and PMs follow up and ensure effective implementation of the gender projects in the country using result-oriented approaches that incorporate creativities, innovation ways as needed.
  • In close collaboration with the Country, funding team prepares monthly, quarterly and final progress reports ensuring that all reports are of good quality.
  • Working in close collaboration with the country MEAL Coordinator, advise the senior leadership team on gendered MEAL tools to measure Programme impact (including collection of sex and age disaggregated data) and gender analysis
  • Monitor and evaluate progress towards the expected project results according to the project performance monitoring framework, including monitoring of contracts/project results of the partners and applies lessons learned to adjust the project implementation;
  • Ensure adequate gender technical support to all Programme and mainstreaming gender in key country policies and strategic documents.
  • Provide technical support to Programme managers on thematic areas of women’s economic and social participation, ending violence against women, access to legal justice.
  • Ensure that Gender budgets are all drawn up for all activities and that costs are kept within budgets, providing a monthly financial summary to the country management team and quarterly analysis of trends.

  1. Funding
  • Actively lead in the identification of funding opportunities and facilitating/leading proposal development and writing with Programme teams.
  • Coordinate and to follow up the funding plan for the Gender area accordingly to the country-funding plan.

  • Contribute and to influence in the regional and global spaces of intervention.
  • Participate in meetings and to maintain regular communication with responsible for the OI Regional Platform in order to articulate efforts in common issues and to contribute to the OI global agenda.
  • Participate in the relevant activities of the knowledge hubs of gender, resilience/humanitarian/ livelihood strategy. Disseminate in the country the framework and policies of OI on gender.
  • Work with influencing the team to develop advocacy and policy positions on gender in emergencies and provide information to relevant actors for national and international awareness-raising and advocacy efforts on gender equality.
  • Identify and network with gender justice/ potential women’s rights partners, allies and networks useful for the formulation of common actions to tackle policies, attitudes, and practices associated with gender inequality
  • Develop strategic partnerships with Women Rights Organizations (WROs) and relevant stakeholders to develop sound gender justice programming on the country Program
  • Represent Oxfam at national, regional and global forums to enhance program visibility and influence funding priorities of development partners.
  • Lead and coordinate gender program teams, creating the necessary condition for them to take an active role in influencing through greater networking, alliance building and encouraging collaborative planning and implementation of project activities.
  1. People development and management    
  • Leads human resources planning under his/her responsibilities.
  • Ensures that team members have access to staff development opportunities, identifies and addresses capacity gaps and provides ongoing counseling and support team members
  • Manage and support the direct team to deliver on the OCS, providing leadership, inspiration, and guidance and ensuring that the management of the team is in line with Oxfam’s HR policies and procedures.
  • With support from Human Resources unit, manages the life cycle of individuals within the team from pre-recruitment to exit, including performance management processes, people’s development and working with HR on issues such as disciplinary matters among others.
  • Work with HR and PMs to provide the learning needs of staff on gender equality and women’s rights that will enable them to improve quality programing using Oxfam’s GIE Minimum Standards, ECHO’s Gender Age Marker, IASC Gender Handbook and GBV Guidelines.
  • Lead in the development of strategies to strengthen staff and partners’ capabilities in gender mainstreaming and approaches
  • Work closely with HR on recruitment and capacity building needs for the Country program teams to ensure appropriate human resourcing and capacity levels of the team.
  • Facilitate regular gender learning review with different teams
  • Building the team’s capacity to implement gender in emergencies minimum standards, mentoring and coaching program teams

Job Requirements

Skills, Experience, and Knowledge

Essential

  • Post Graduate degree or Degree in Gender Development and/or any related area that can bring added value to the job from any recognized University/college.
  • Relevant international experience of 5- 7 years for Postgraduate holders, or 7 years + for degree holders, including budgeting, planning, programme cycle management, preferably in an international NGO/operational UN agency/equivalent, out of which at least 5 years should be a supervisory/managerial experience.
  1. Program development and funding
  • Excellent understanding of gender issues in the development and humanitarian programming, including key challenges and approaches to mainstreaming gender into program design and management.
  • Excellent understanding of different aspects of quality programming (for example partnership, participation, accountability, innovation, gender and monitoring, evaluation and learning) and how these can be incorporated into different interventions.
  • Ability to develop program design documents – including strong appreciation of theories of change (logic models, log-frames), contextual analyses (e.g. power, gender, and conflict), budgets, MEAL plans.
  • Ability and experience in leading program development sessions/workshops
  • Demonstrable understanding of program/project cycle management practices in development programming.
  • Strong technical competence in research, learning, and monitoring and evaluation methods theory and practice; and, good critical grasp of latest sector thinking, codes, standards, and practice;
  • Strong results orientation, including a track-record of leading program development processes that have resulted in strong programs and quality relationships with partners and funders.
  • Evidence of successfully fundraising and growing programs in an environment comparable to Oxfam
  • Knowledge of donor environment, understanding of funding issues in relation INGOs work in emergencies and development
  • Creative and innovative approachability to lead thinking on technology choices and development approaches.
  • A proven record of effective and complex management including managing budgets, staff, and funding of the programme.

  • Very strong analytical and conceptual thinking skills, able to translate complex issues into simple, workable actions and plans.
  • Demonstrated ability to work successfully in large and complex organizations such as international NGOs. (Experience in advisory or matrix-based working an asset.)
  • Ability to manage multiple processes at once – simultaneously understanding the ‘big picture’ but also aware of details.

  • Knowledge of training tools and methods and proven experience delivering training on gender-responsive program and advocacy.
  • Excellent people skills, with proven ability to motivate others and work collaboratively, requiring strong self-awareness and interpersonal skills.

  • Ability to travel regularly at short notice.
  • Sensitivity to cultural differences and the ability to work in a wide variety of cultural contexts
  • Commitment to Oxfam’s overall aims and policies and experience of promoting women’s rights and those of marginalized people in all aspects of Oxfam’s work in Ethiopia.
  • Flexibility in terms of travel and working hours. Working away from the office for periods of up to 2 weeks at a time approximately 4 times in any 12 months.
  • Willingness to travel including medium/high-risk areas

Desirable

  • Knowledge of the Ethiopian context and the local organisations
  • Knowledge of other Ethiopian languages would be an advantage
  • Ability to support contextual analysis (including power, gender and conflict analysis)
  • Highly developed strategic planning skills with the ability to contribute to program overall strategies.
  • Extensive experience in a capacity development role at senior level and good ability to facilitate learning and knowledge management
