Job Summary

Responsible for supporting enhanced and effective integration and mainstreaming of gender and youth considerations across all FH Ethiopia program interventions.

Key Result #1- Technical Support

  1. Provide Leadership in planning, implementing and monitoring of gender and youth focused strategies and interventions across the organization.
  2. Ensure gender and youth considerations are integrated/mainstreamed throughout the various sectors of all FHE projects.
  3. Conduct formative researches to identify gender and youth specific barriers/constraints (such as social and economic) inhibiting inclusive development, as well as gender and youth-based strengths/opportunities that could foster development in the operational areas and provide recommendations.
  4. Lead the design and implementation of gender and youth analysis studies, including, developing research protocols and data collection tools, supervising data collection, facilitating focus group discussions, and analyzing sex and age-dis-aggregated data from a broad range of sources for the identification of gender and youth specific issues.
  5. Develop a gender and youth integration plan drawing from the gender and youth analysis findings to guide integration into all aspects and stages of FHE projects (design implementation and M&E) as applicable.
  6. Analyze trends of gender and youth engagement: identify national gaps and develop/adjust program strategies to meet needs.
  7. Demonstrate in-depth understanding of gender, the unique needs of youths by gender, age and other socio-cultural factors in the context of humanitarian and development programming.
  8. Establish and maintain relationships with stakeholders to ensure gender and youth integration in FHE projects is achieved.
  9. Design gender and youth training for field staff, government staff and other stakeholders on gender and youth integration and empowerment in humanitarian and development programming.
  10. Identify and document best practices of the project in implementing gender and youth components for learning with partners.
  11. Participate in monitoring and evaluation to ensure gender and youth sensitivity in the monitoring and evaluation process.
  12. Collect data and figures from the field team, compile and submit monthly, quarterly and annual reports for the gender aspects of FHE projects.

Key Result Area # 2- Coordination and Advocacy

  1. Develop and maintain strong working relationships with all stakeholders – including community leaders, NGOs, UN agencies, and community-based organizations to enhance multi-agency and multi-sectoral cooperation and coordination.
  2. Develop and maintain constructive relationships with key local government and Ministry officials.
  3. Ensure FH actively participates in cluster and sector meetings at all levels.
  4. Provide continuous monitoring of gender, youth and social inclusion activities, including knowledge and information sharing for continuous learning.
  5. Maintain an open dialogue with all relevant sectoral and inter-agency actors in operation sites.

Key Result #3 – Capacity Building Activities      

  1. Identify observed capacity gaps of program interventions and make necessary recommendations for improvement
  2. Identify innovative and research based new technologies and work for its adoption to the program areas;
  3. Responsible for preparing training manuals and guidelines which will be used by different program staff and partners in planning, implementing, monitoring and evaluating Livelihood interventions;
  4. Provides on job training and technical backstopping to field level Livelihood staff;

Safeguarding Policy

FH strives to provide an environment free from sexual exploitation and abuse and harassment in all places where relief and development programs are implemented. FH holds a zero-tolerance policy against sexual exploitation and abuse and harassment. FH expects its employees to maintain high ethical standards, protect organizational integrity and reputation, and ensure that FH work is carried out in honest and fair methods, in alignment with the FH Heartbeat and safeguarding and associated policies. Violations to stated policies will be subject to corrective action up to and including termination of employment.

 Gender Responsibility

  • Each quarter, inform projects and departments of their staff sex ratios, progressive activities and improvements at both HO and projects.
  • After each staff performance cycle, conduct a survey to ascertain if the process was considered gender sensitive.
  • Ensure high quality translations of the Gender Policy and related documents to Amharic/ Oromiffa or other local languages
  • Work with HR to make recruitment more “gender friendly”, with gender sensitive interview panels.
  • Work with projects to initiate open forums of mixed and single-sex groups, to discuss women’s and men’s potential for advancement.
  • Investigate the grievances of male (as well as female) staff, and recommend follow up action to the senior management.

Safety & Security Responsibility

  • Ensures that safety and security costs are included in all program budgets.  These include, but not limited to: staff training on safety and security, site enhancements for safety and security, human resources (security officers), purchase/ maintenance of basic safety and security resources & tools and budgets for safety and security assessments.
  • Communicating with staffs in Field Offices and operational areas periodically and making sure that all staff members are aware of the safety and security procedures;
  • Facilitating implementation and revision of Country Office procedures when required.  This includes identifying potentially risky situations and suggesting corrective measures;
  • Encourages compliance of Safety and Security principles and policies of the organization by all staffs;
  • Takes the leadership in the management of Safety and Security in the Head Office and Projects.  This includes identifying factors that increase risk, finding ways to reduce risk and planning ahead;
  • Ensuring that all employees, local/foreign interns, as well as external consultants submit an updated Record of Emergency Data to their travels out of their base stations to accomplish FHE’s mission.

Job Requirements

Job Level Specifications 

  • Full agreement with FH’s Christian foundation and beliefs as expressed in The Heartbeat: our Values, Vision, and Purpose.
  • Proven expertise with USAID, UN, OFDA, DFID, WFP, FAO rules and regulations.
  • Comfortable and persuasive when speaking before both large and small groups.
  • Ability to interact positively with all levels of the organization and across organizational and cultural boundaries.
  • Demonstrated computer operating skills, including proficiency in Microsoft Office products, Google platform, and virtual technologies such as Skype and / or GoToMeeting.
  • Thorough understanding of development and/or missions.
  • Ability to work effectively under pressure

 Experience

  • 7 years of experience in gender and youth programming (related to food security, livelihoods, health, nutrition, WASH and emergency response) with 5 years of experience in economic development programming related to gender and youth.

 Education/Certifications

  • Master’s Degree in Gender, Sociology, Social Work, Public Policy, International Relations or related fields or other relevant fields.

Language

  • Proficiency in both spoken and written English; ability to read, analyzes, and interprets general business periodicals, professional journals, technical procedures, or government regulations. He/ She have the ability to write reports, business correspondence, and procedure manuals.
