Since middle 2014, PIE has been providing essential assistances to South Sudanese Refugees to improve protection, reproductive health and knowledge and resilience of vulnerable boys and girls in South Sudanese Refugee camps through the provision of Child Protection and Sexual and Reproductive Health (SRH) services and Cash Voucher Assistance (CVA). From the start, Ministry of Foreign Affairs Office of Germany (GFFO) has been supporting the work of Plan ETH in this South Sudanese Crisis mainly in Benishangul-Gumuz regions. Considering successfully responses of PIE to the South Sudanese Crisis, GFFO currently scaled up and extended its commitment in response to Northern Ethiopia Crisis. The project which is designed in response to South Sudanese Crisis (in BG region) and Northern Ethiopia Crisis (Tigray and Afar regions) will have two years of implementation period (July 2022 – June 2024).

The Project Manager is responsible for coordinating the implementation of the project in the three regions. S/he is responsible to coordinate implementing project teams, provide technical support to the project staff, ensure the engagement of different stakeholders on implementation, monitoring and evaluation, maintain quality of project achievements and responsible to meet deadlines on periodical reports.

Dimensions of Role

The Project Manager is responsible for the overall management of project progress as per the project proposal, budget, logical framework and contractual compliance obligations. S/he will oversee and ensure that implementing partners and field level teams have the required level of support, guidance, and information in order to implement the project to high standards, coordinating and communicating effectively with internal and external contacts and ensure follow up and support where required. S/he will work closely with project technical staffs to ensure provision of technical oversight and support is given based on evidence based, best practice approaches and methodologies in child protection & education programming, drawing on the collective experience, capacity, approaches and methodologies.

The Project Manager will be responsible for effective communication of project progress, issues arising and proposed solutions to relevant internal and external contacts. She/ he will be responsible for consolidating all financial and narrative reports, after conducting a surface review, and submitting the consolidated reports to the Grant Manager and Head of Refugee and Migration.

Key End Results and Typical Responsibilities

  • Plans, organizes, directs, coordinates and controls the project activities in both Benishangul Gumuz, Afar and Tigray regions in collaboration with the field staff in the regions.
  • Lead on joint planning with regard to the implementation of activities and budget.
  • Develop and implement the communications and visibility plan.
  • Explore and share evidence based best practices.
  • Review financial and narrative reports (with the support of the country finance coordinator) a surface review to ensure logic and coherence between financial and narrative reports, and to identify any changes to the description, timeframe of implementation and/or budget of activities and expenses.
  • Report changes to the description, timeframe of implementation and/or budget of activities and expenses to Program Management Unit (PMU).
  • Follows up and ensures that financial commitments of funding agents are timely released and used as per the commitments
  • Prepare and compile plan, case studies, and proceedings and submit to concerned bodies as required
  • Facilitate timely budget transfer/release to Program Areas and ensure for its efficient utilization through reviewing reports.
  • Consolidate (with the support of the country finance coordinator) all narrative and financial reports submitted by the PAs and these periodical reports are submitted to the Grant Manager, after the review of line manager, as per the reporting schedule.
  • Lead & attend regular coordination meetings with project staff
  • Participate/coordinate the joint monitoring and assessment program in the three regions.
  • Document assessment reports, evaluations, and lessons/best practices to inform programing or program adjustment.
  • Provides adequate technical support to Program Areas of PIE through technical team.
  • Represents PIE and participates in experience sharing and related forums on the project
  • Assist in fostering strategic partnership and collaboration with UN, government and non-government actors to ensure collaboration and coordination in the area of Child Protection, Sexual and Gender Based Violence, and Education.
  • Document, share lessons learnt on the impacts and best practices of the project; and ensure effective communication and information sharing for scaling up of the project’s outcomes/impacts.
  • Engage in capacity building of project staffs and partners in monitoring and evaluation activities, and donor’s compliance management issues.
  • In collaboration with PAs and CO M&E staff, conduct action researches (s) that will help to enhance the efficiency and effectiveness of the project.
  • Ensure regular participation in Child Protection and other related taskforce meetings, networks and other platforms at national level and ensure timely sharing of information collected within PIE.
  • Performs other related duties and responsibilities of the department as assigned by head of Refugee and Migration.

Dealing with Problems

  • Systematic approach is needed to deal with child rights issues and post holder needs to follow innovative approaches of working with civic organizations to empower them so that they promote and advocate child rights.
  • The post holder has to closely consult and get approval from the line manager or senior management of the organization while embarking on issues related to rights.

Communications and Working Relationships

  • Internally: CO staffs of Thematic sector Leads and Humanitarian Department, Business Development Department, Finance Department, Supply Chain and Logistics, HR and OD, Program Areas, and Relevant staff.
  • Externally: INGOs, National NGOs, National Offices, UN agencies, government, bilateral and multilateral donors, and other stakeholders.

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)

  • Understand and put into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC).
  • Ensure that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in day to day work.
  • Ensure that Plan Ethiopia contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted.

Job Requirements

QUALIFICATIONS AND EXPERIENCE REQUIREMENTS

Knowledge & Experience

  • MA/ BA Degree in Social Sciences, Child Development, Development Studies, Sociology, Social Work or other related sectors.
  • Eight (8) years’ experience in which five (5) years minimum experience in Program/ Project Management in International NGOs.
  • Experience of managing donors funded complex and large project budgets (> €1mil) particularly GFFO funded projects.
  • Experience in developing and implementing Child Protection & Adolescents and Youths related projects.
  • Knowledge on Adolescent Programming Toolkit that guides the programming approach for the design, implementation, monitoring and evaluation
  • Knowledge of evidence based, best practice programming and standards for child protection and child participation (INSPIRE strategies, Minimum Standards for Child Protection & Education in Humanitarian contexts)
  • Good knowledge and understanding of humanitarian principles and established international child protection standards; SPHERE standards and the Red Cross/ NGO Code of Conduct.

Physical Environment and Demands

  • Work both at the office and in the field.
  • Frequent field visits. He/ She will spend at least 60% of his/ her time in the field in the context of monitoring and support to the project teams in both regions.

  • Working in multiple locations in the country.
