Job Summary:

Under the supervision of finance and Admin Manager, the Grants & Compliance Officer will provide technical support to partner organizations, ensuring their compliance with MSD policies, as well as funding and reporting requirements from inception to contract closure in accordance with grant agreements and other appropriate procedures. The role will be responsible for reviewing the finance reporting of the partner organisations and working with the Finance and Admin Team to ensuring the timely review and disbursements of grant payments.

Responsibilities and Tasks

  • Record and track monthly project donation and work advance released with the project budget and report to finance and admin department every month.
  • Lead start-up and close-out workshops so project staff understand contractual obligations and donor compliance requirements
  • Assist in the preparation of funder reports and claims and ensuring that all grant  requirements have been met
  • Check monthly reconciliation of the payroll control accounts, donation, grant advance, expenditure with the budget and project accountant posting.
  • Recording and processing of grant expenditure and ensuring that all claims are valid and meet project grant requirements.
  • Check and analyze posted expenditure ensuring that all expenditure is coded and charged to the correct project activities.
  • Supports grantees and field team for the successful execution of the grants including travels and face to face engagements when appropriate.
  • Oversee the full lifecycle of the grant-making process and ensure that sub grants meet program objectives and design.
  • Assess and manage problems and risks to mind in own area of work and for the department and where relevant across the organization.
  • Undertake activities to ensure donor and MSD compliance is achieved including audit support; on site verification and data quality via field visits
  • Ensure that all financial and grants management and reporting are compliant with donor’s grants management and financial management regulations.
  • Lead capacity building activities to improve grant management including development of contract templates and training, where required
  • Able to travel in different part of the project implementation regions, at short notice if required.
  • Works in an organization that implements different projects.
  • Prepares compliance reports and forwards it to the Finance & Admin Manager to be reviewed and send to the Executive Director;
  • Performs any other duties as assigned by supervisor.

Job Requirements

Qualifications

Education

  • Bachelor’s degree in Accounting, Financial Management, Business Administration, Commerce, Economics or equivalent qualification field.

Work Experience

  • Minimum 3 years direct job related work experience is a must
  • Working on European Union and USAID funded project will add value.

Technical and other skills

  • Ability to work independently with little direct supervision
  • Ability to think, plan, priorities and organize in a clear and structured ways
  • Ability to troubleshoot and solve problems
  • High level of attention to detail and accuracy
  • Good computer skills ( Excellent MS Excel and data based skills essential)
  • Excellent at accounting software like Peachtree
  • Demonstrated familiarity with grant making process and procedures.
  • Excellent interpersonal and cross-cultural communication skills with partners and colleagues
  • Budget development and financial analysis experience required
  • Strong problem solving skills.
  • Good organizational and effective time management skills
  • Willingness to learn and open to new ways of working
  • Ability to work as part of a team.
