Based in: Addis Ababa, frequent travel to regional towns and project implementation sites.

Duration of contract: Indefinite based on performance and availability of funds.

Remuneration: As per organization pay scale plus other PSI/Ethiopia staff benefits.

We are looking for a Grants and Contracts Manager to ensure grant compliance and performance under the USAID Transform WASH project by (i) leading the solicitation, identification, pre-assessment, matching, negotiation, and implementation process for all sub-partner agreement terms and conditions (ii) reviewing all financial reports and institution-wide partner performance against allocated budgets and targets; (iii) initiating timely disbursements and action in the case of non-compliance; and (iV) facilitating organization-wide institutional capacity assessments, supportive supervision, partner audits, and capacity building approaches.

Key Result Areas:

  • Compliance management (eg., compliance within the portfolio, deviations from standards, actions against deviations, sub-awards and cost-share)
  • Sub-partners and sub-grantee monitoring and performance management (eg., number of monitoring visits, sub-awards actual Vs forecast performance)
  • Contract award and implementation
  • Capacity building (eg., active use of capacity building plan; sub awards capacity building on financial management and internal control systems)

Main Duties and Responsibilities:

  • Lead USAID T WASH project prime grant management and compliance.
  • Support the Grants and Contracts director in actively managing and monitoring sub-awards to ensure high-quality reporting and timely contract deliverables
  • Identify, coordinate and monitor the performance of Sub Recipients under contract vs. allocated budgets and work plan targets.
  • Provide Technical assistance for the sub-awardees to ensure proper grant management
  • Drive and monitor the implementation of a proactive, rigorous, risk-based, and effective sub-awardee monitoring system and approach
  • Facilitate and lead pre-award assessment for the sub awardee
  • Contribute to the design and implementation of award management and grants under contract policies, contract templates, and guidelines.
  • Facilitate USAID TWASH project review of sub-partner/subcontractor performance vs. programmatic, cost, and feasibility criteria.
  • Oversee report review for compliance with terms and conditions, donor and PSI rules and regulations, coordinating the timely cash disbursements of Sub Recipients.
  • Facilitate organization-wide participation in institutional capacity assessments, monitoring PSI performance vs. institutional capacity building plans.
  • Conduct financial report review for sub-awardees under USAID transform WASH report.
  • Contribute to preparing audit requests and specific reporting requirements for sub-awards
  • Prepare annual VAT and periodic cost share reports for the USAID Transform WASH project.
  • Participate in Coordination and monitoring the development of grant management and sub-award training for PSI/Ethiopia operations (eg., finance, operations) and program staff on the use of SR management tools.
  • Work with the G & C Director and program staff in the development of grant management and sub-award trainings for PSI, and budgets as needed
  • Serve as a focal contact person in terms of SRs and home office communication on USAID TWASH G & C issues.
  • Support the development of project reports according to PSI and donor requirements; prepare contract and grants under contract management related reports in accordance with donor reporting requirements PSI Headquarter, the Government of Ethiopia and other stakeholders.
  • Ensure that award management filing system are properly maintained at all level.
  • Review and facilitate reimbursement of GoE Fixed Amount Award payments.
  • Review sub recipients quarterly reports and supporting documents and provided feedback; on allowed, questioned and disallowed costs for approval.
  • Conduct quarterly monitoring visits of sub-grantees.
  • Perform other related duties as assigned by immediate supervisor.

Job Requirements

Background

Qualification and Experience:

  • MBA/BA in Financial Management, Accounting, Business Administration or related field
  • 4-6 years of experience in relevant grant management duties
  • Demonstrated experience leading management sub-grantees/partners
  • In-depth knowledge and experience with grant and contract management
  • Understanding of systems audit and articulating clear practical recommendations
  • Negotiation, communication and interpersonal skills
  • Strong personal organizational skills
  • Understanding of monitoring and evaluation
  • Proficiency in the Microsoft suite of office products
  • Fluency in written and spoken English
  • Ability to work within a multicultural setting
  • Willingness to travel outside of Addis Ababa.
