Chemonics International, Inc., is a US-based international development consulting company, operating in over 95 countries, that is implementing the USAID funded Urban Water, Sanitation, and Hygiene (WASH) Activity in Ethiopia.

Chemonics seeks a Grants and Subcontracts Manager for the USAID Urban Water, Sanitation, and Hygiene (WASH) Activity. The purpose of this Activity will be to support accelerated access to safe, adequate, inclusive, and resilient WASH services targeting urban and peri-urban areas. The Activity will work to achieve this through four complementary objectives: 1) Enable and professionalize WASH service providers; 2) Foster markets for pro-poor and inclusive WASH services; 3) Strengthen WASH planning, budgeting, and service delivery oversight; and 4) Strengthen accountability among urban WASH sector actors.

The Grants and Subcontracts Manager will be responsible for overseeing the administrative, financial management, and accountability requirements associated with the implementation of the Activity’s grants and subcontracts. This position will be based in Addis Ababa, Ethiopia. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities:

  • Serves as the primary point of contact for Ethiopian subcontractors, grantees, and vendors on administrative and financial matters;
  • Ensures compliance with corporate procurement policies and all federal acquisition regulations, including the FAR, AIDAR, and ADS, for all grant agreements and subcontracting agreements;
  • Works with activity leadership and the technical team to draft RFP/RFAs aligned with the Activity’s criteria and programmatic parameters;
  • Facilitates process for grantee selection, agreement negotiation, and reporting and coordinates with the Finance and Operations Director to ensure timely disbursement of grant funding to recipients;
  • Drafts and negotiates grant agreements, subcontract agreements, and purchase orders;
  • Administers the grants fund, ensuring compliance with USAID regulations relevant to Grants Under Contract (GUC) and adherence to Chemonics’ policies and procedures, as stipulated in the Activity’s grants manual.
  • Manages the organization and tracking of all grant and subcontract documents;
  • Ensures inclusion and mentoring of partners in all processes related to solicitation, review, award, implementation, and close-out processes for grant and subcontract activities;
  • Ensures subcontractors and grantees are provided with sufficient technical assistance in financial management and reporting;
  • Supervises the Grants Officer; and
  • Performs other duties as assigned by the Finance and Operations Director to achieve the Activity’s goals and objectives.

Job Requirements

Qualifications:

  • Bachelor’s degree in business administration, social sciences or related field;
  • Minimum of 2 years of work experience in the administration of contracts/grants for international development projects;
  • Familiarity with donor and/or international nongovernmental organizations procurement policies (USAID strongly preferred), regulations and/or grant management procedures;
  • Experience working in Ethiopia is required
  • Demonstrated managerial capacities with at least 1 year experience in a supervisory role
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English required; fluency in Amharic preferred.
