MAIN OBJECTIVE OF THE POSITION

 Plan, organize and evaluate the activities concerning nursing and the team associated by ensuring general functioning of the mobile clinic and supervising pharmacy supply chain processes and implementing and supervising an infection control program in Outreach activities and/or other facilities supported by the project according to MSF values, policies and protocols and universal health standards, in order to warrant the quality and continuity of the health care and the development of the plan of action.

 RESPONSIBILITIES AND TASKS

•          Carry out the functions and tasks associated to nursing i.e. perform as a clinical officer, whenever required or needed, in order to optimize the resources, contributing with his/her knowledge and experience.

•          Implement all the protocols and hygiene procedures and supervise his/her team follow the same standards, in order to warrant the quality of the care and service in his/her speciality.

•          Organize and coordinate the activities of his/her team (week’s schedule, annual leave, absences, etc.), evaluate their performance and define and ensure the needs for training of staff, in order to ensure the coverage of the human resources needs and maintain high standards of quality.

•          Carry out and/or supervise the pharmacy and medical equipment management (drugs orders, follow-up of the stock, storage conditions, inventories, follow-up of expired drugs and their destruction, drugs consumption, etc.) in his or her department, in order to satisfy the needs of material with efficiency and effectiveness.

•          Ensuring that all staff using medical devices are qualified and trained. Ensuring that cleaning and minor maintenance tasks are performed according to the protocols.

•          Carry-out and/or coordinate administrative (exit-paper, transfer-paper, etc.), information and data collection (patient files, forms, statistics, etc.) tasks, and elaborate regular reporting, in order to have updated and reliable information about the day-to-day activity in the project, output/ outcome and support decision-taking.

•          Give feedback/ reports to Medical Activity Manager.

In brief, MSF proposed a project that will provide essential primary health care to at least 72,586 people, of which 24,028 of them are IDPs for two years, with an emphasis on reproductive, maternal and child health, the project will focus on improving access to quality preventative and curative health care services, lifesaving services to pregnant and lactating women and children.

The location of the project will be Sababoru. We are targeting an HC Darme as a core facilitywith 24/7 services with secondary health care capacity. And 15 kebeles for outreach with a clear referral mechanism to 4 less equipped HCs and from them to Darme HC and further referral to Hawassa or Negele hospital. The targeted areas and population will be in phases. April we target 6 kebeles, June start service at Darme HC and September the rest 9 Kebeles.

The clinical officer supervisor will provide overall guidance to the curative component of the decentralize model of care  and support and supervision to the two ICCM Supervisors in their assigned duties, ensure all project activities and targets are on track, and address challenges as they arise in collaboration with the greater health team.

S/he will also promote collaboration and linkages between the mobile team/health facilities and the displaced people and surrounding communities through the formation of a network of community resources people.

Also identify treatment interventions and actions that should take for treating child under 5 years from diarrhea, pneumonia and Malaria, referral of children with danger signs, pre-referral treatment of those children, and provide treatment at home.

 

General objective:

Oversee the day to day management and smooth running of the  decentralised model of care through health extension worker

 

Activities and set up:

·       Support the Outreach clinical officers in selection of HEWs

·       Training of HE workers

·       Compiling weekly reports from Outreach CO, and following up to ensure accuracy and completion

·       Ensure there is always stock of DMC drugs and supplies in the field locations / with HEWs

·       Ensure CO and  HEWs are appropriately using and tracking drugs and supplies.

·       Coordinate with PMR and Project pharamcist to properly allocate drugs and supplies to the teams before stock outs.

·       Supervise the Outreach CO, including field visits and one-to-one meetings

·       Monitoring and evaluation in the field

·       Assist in the training needs and organize training sessions.

·       Identify and report immediately to the Outrech Medical activity manager any problem that may interfere in achieving program objectives, and come up with possible solutions.

·       Monitor progress against work plan and indicators; promptly identifying any current or potential delays.

·       Guide the HEWa in the implementation of the set action plans. Conduct weekly supervisory meeting with HEWs. Conduct regular visits to the HEWs in their communities to assess and assist in their work

·       Review supervision checklists completed by CO at least twice per month during supervision visit

Job Requirements

EducationClinical officer diploma essential.
ExperienceEssential 3 years of previous experience in Managing Outreach teams. Having worked in MSF or other NGO’s and in developing countries is desirable.

Minimum three years professional experience in implementing and supervising community health volunteers and community mobilization projects

LanguagesMission and local language essential (Oromiffa).
