The GIZ Office in Addis Ababa oversees projects in Ethiopia and Djibouti where GIZ works on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the German Federal Ministry of Nutrition and Agriculture (BMEL) and other commissioning parties.

Based on GIZ corporate policy guidelines, the GIZ Office supports the preparation and implementation of international cooperation projects, as well as the administrative implementation on site. The GIZ Office represents the GIZ to government authorities and national partners in Ethiopia and Djibouti and maintains close communication with the German Embassy and other German implementing organizations as well as with international donors.

GIZ seeks a qualified candidate for the position of Head of Procurement and Contracting

Responsibilities and Duties

Core tasks

  • You assume responsibility for the thematic areas, job orders and measures assigned to you in the section.
  • You are responsible for providing technical advice to internal customers on procurements, market and cost analyses, the awarding of contracts, entering into contracts, suppliers and further issues, in accordance with all legal, contractual, socio-political and corporate policy requirements/P+R, and follow up the processing and fulfilment of those tasks.
  • In your role you assume management responsibility for at least six staff members (in bands 1 to 5), with due regard for P+R and GIZ’s applicable HR policies, instruments, and procedures.
  • You ensure networking within and outside GIZ across sections.
  • You design sectoral and working procedures in line with objectives, requirements, and the client’s needs.
  • You assist staff members in your section in performing their duties and in making decisions regarding difficult issues.
  • You develop themes and instruments in your area of work further and incorporate these into the overall context.
  • You formulate solutions for complex issues and fundamental issues relating to the section.
  • You are also responsible for knowledge management, such as training measures, in your thematic area.
  • In consultation with the country director or your line manager, you use your contacts both to act as a point of liaison for all matters in your specialist field and to strengthen alliances and cooperation arrangements on behalf of the company.
  • You perform the tasks assigned to you by your line manager, where required.

Main activities

  • Procurement of Services – local, regional, intl. via GIZ HQ (Consulting firms, Appraisers, Individuals, Financing Agreements, Construction Contracts, Lease and Framework Agreements)
  • Custom Clearance (import of goods and export of personal effects, vehicle transfers MoFA related processes
  • Procurement of Goods (local contracts, framework agreements), intl. contracts through GIZ HQ

Job Requirements

Required qualifications, competencies, and experience

  • University Master´s degree in economics or law
  • Minimum of 8 years experience in contracting, public procurement or similar field, preferably in an international context Qualification 2
  • In-depth knowledge and experience of min 5 years in the field of personnel management and personnel development applying cooperation and leadership skills.
  • Experience in procurement of services with regard to EU public procurement law
  • Language skills: Fluency in writing, reading, and speaking in English and Amharic, knowledge of German language will be an advantage. Study/work experience in an English or German-speaking country is an advantage
  • Outstanding working knowledge of ITC technologies (related software) and computer applications (e.g., MS Office, SAP), and digital literacy
  • Excellent verbal and written communication skills and clear judgment
  • Pronounced negotiation skills, power of deduction and high degree of integrity, and excellent sense of compliance
  • High level of service-orientation in an international and culturally diverse team. Advising competence with solution-oriented approach. Fast, agile, and cooperative approach.
  • Ability to prioritize, able to manage multiple deadlines and deliver high quality work products
  • Clear and transparent management and administrative skills
