Through these technical area and services, it reached different hard to reach target groups including early married girls, GBV survivor, OVCs, refugees, PLHA, commercial sex workers and their clients, waitresses, long truck drivers, CSOs, CBOs and the community. At community level, the organization works with community members and community based social service providing institutions, schools, health facilities, government line offices, marginalized groups and professional associations.

Job Summary / Responsibilities: 

HIV Technical Officer would be responsible to Plan, organize, implement and monitor site level care and treatment activities as per the USAID standard operating procedure, oversee the overall site level implementation of CEFs and CRPs to ensure high level program performance, provide day to day technical mentoring support to the CEFs which will facilitate standardized delivery of services to the targeted beneficiaries, liaise with local government administration, community care coalition or Community Committees, health facilities and other Community level actors for effective implementation of the project, facilitate facility-to-community and Community-to-facility referral to strengthen partnership, organize site level quality improvement team meetings and act as chairperson of the team, collect periodic reports from CRPs, CEFs and other community structure, compile appropriately and report to the concerned body on time based on USAID requirement.

Specific job responsibilities will include:

  • Lead the implementation of CHCT activities in a manner that all program components are delivered in an integrated way, through a cascade strategy.
  • Ensure utilization of standard guidelines, tools and policies during Family Focused HIV Prevention, Care and Treatment Services CHCT activity implementation to result in quality and standard deliverables.
  • Supervise CEFs while Conducting HTS testing based on clients’ preference
  • Ensure CEFs Collect line list of index case families of biological children, lost follow up and viral load. from both health facility and community
  • Make sure all reports are recorded and reported using paper-based system which later migrates to Comm Care application.
  • Ensure that quality reports are prepared and submitted to the M&E specialist and other relevant offices on time.
  • Build capacity of community resource persons/CRPs (volunteers) through providing trainings, mentoring and close follow up
  • Guide the Coordination of community stakeholders for effective communication on client’s referral and other services.
  • Monitor test kit availability during each visit to each HF with the HIV Surveillance Officer and notify the HIV Service Specialist when the number of test kits is low or there is a stock out in a particular HF.
  • Provide technical guidance, and supportive supervision for CEFs how to Coordinate with the CRP, Case workers ART focal person and the Case Manager in the HF the line listing of children and siblings of HIV index cases for testing purposes.
  • Ensure CEFs Monitor SSWs’ documentation of HIV risk screening and HTS referrals in the HIV Case Finding Register and provide weekly performance feedback to them.
  • Monitor the documentation of CEFs on adherence support activities in the Community Adherence Register and provide weekly performance feedback.
  • Participate in monthly case conferencing meetings in the HF to discuss any challenges encountered by CEF.
  • Make sure all identified existing and newly diagnosed children and adolescents, HIV-exposed infants (babies born to HIV+ mothers), not enrolled in FFHPCT services are Referred to the FFHPCT program for enrollment.
  • Develops detailed daily, weekly, monthly, quarterly, and annual technical work-plans for Family Focused HIV Prevention, Care and Treatment Services CHCT activities implementation and participates in program evaluations and assessments.
  • Make sure that periodic review meetings among staff and when needed with key stakeholders are organized regularly and documented.
  • Support teams to ensure relevant learning is documented, disseminated to staff and used to inform decisions
  • Carry out all duties and instructions respectfully, promptly and diligently assigned by line supervisor and the organization
  • Maintain MSD interest and confidentiality of document, information, contacts, activities or businesses and safeguard all information of MSDs regardless of its source.
  • Assist in all aspects of proposal writing, award process including but not limited to reviewing proposal document and budget, reviewing grant agreement including all specified terms and conditions stated by the partner, and participate in the grant negotiation process.
  • Ensure project sustainability, wider level stakeholders’ participation is ensured
  • Any other duty as may be assigned that is consistent with the nature of the job and its level of responsibility.

About You

Job Requirements

  • Diploma/ BSC in Nursing, Health Officer and related field of study
  • Minimum 4 years of relevant work experience to Diploma and 2 years to BSc holders.
  • Must have certificate and experience on HIV Counseling and Testing
