COOPI is looking for qualified and competent HR Manager to be based in Addis Ababa.

Cooperazione Internazionale (COOPI) is an international Italian NGO established in 1965. Since its establishment, COOPI has been undertaking activities to help and empower the poor and needy in different countries. COOPI Ethiopia started its operation in 1995 and has been primarily implementing emergency, relief and early recovery programs in water hygiene and sanitation, food security and livelihood, nutrition and protection sectors.

COOPI is currently implementing 14 projects in Ethiopia focusing on WASH and Livelihood managing 6 field bases and a staff of over 100 employees.

COOPI Ethiopia is seeking for a qualified and competent HR Manager to be based in Addis Ababa

The staff is reporting to the Head of Mission

The HR manager supervises the whole HR cycle for COOPI Ethiopia mission, including the following tasks:

  • Recruitment and contracting
  • On-boarding
  • Staff management
  • Payroll preparation
  • Staff evaluation
  • Skills development
  • Exit process, severance and feedback

Duties and Responsibilities:

Recruitment and contracting

Review the staff needs for each new project and liaise with the PM to ensure a smooth and timely recruitment process

Starts the recruitment process including drafting the Recruitment Request Form and vacancies announcements

Lead the preparation and execution of Behavioral Based Interviews, supported by the program advisors, head of operations, country administrator and head of mission

Provide feedback to all shortlisted applicants

Regularly update the Recruitment Tracking Sheet with the details form the recruitment process

Facilitates the preparation and timely completion of staff contracts for all staff linking with the administration department

Follow up and ensure that all staff files are updated with signed JDs and contracts

On-boarding

Ensures that all new hired staffs have an induction scheduled and conducted with the relevant department in the field office

Staff Management

  • Ensure that all staff filing system is constantly updated with all required documents: (original signed contracts with signed code of conduct and code of ethics, email and phone contacts, RRF references and/or JD, copy of ID cards, copy of the CV, copy of education certificates, medical files, leave requests, leave report end of the year/end of project, staff evaluations, transfer to other projects letter, disciplinary files
  • Work closely with Finance Manager for timely registration and notification of staff and liaising with Pension Agency and Insurance company;
  • Assists the management on employees grievance based on COOPI HR Manual and Ethiopian Labour law;
  • Ensure that staff timesheets and cost allocation files are prepared and submitted on time including receiving original timesheets and attendance list from the field site, manage leave files for all staff,
  • Manage the international staff files and visa procedures as per Ethiopian regulation;

Payroll preparation

  • Prepare the monthly payroll for all COOPI staff in liaison with the finance department
  • Support monthly salary payment to staff and remit taxes and pension to the concerned authorities;

Staff evaluation

  • Organize performance evaluation with the staff supervisors and produce the required reports at yearly basis and after probation periods
  • Organize performance review meetings to discuss the evaluations with the supervisors and/or the HoM

Skills development

  • Review and update skills development needs for all staff based on the yearly staff evaluations

Staff movement between projects and bases, exit process, severance and feedback

  • Manage the required documentation for all staff contracts terminations including prior notice letters and appointment letters into projects and bases
  • Manages staff exit process which includes managing clearance, final payment, work certificate, insurance exclusions, etc.

Any other duties assigned by the Supervisor.

Duration of the contract: contract up to 31st December 2021 with possible annual renewal

Requirements:

Qualification and Experience

  • BA in Human Resource Management or Business Management
  • A minimum of five years of relevant working experience with International NGOs or private sector in a similar position
  • Fluency in English and Amharic
  • Proven capacity to work in a team is essential.
  • Experience in liaising with governmental/local authorities, IOs and NGOs.
  • Demonstrated ability to work in stressful environments and under pressure.
  • Demonstrated writing skills, staff data management and recording.
  • Full computer literacy.
