Health Supply Chain – Procurement and Supply Management (GHSC-PSM) project. GHSC-PSM Ethiopia will serve as the primary vehicle through which USAID will procure and furnish health commodities, provide technical assistance to improve the country’s management of the supply chain, and collaborate with key international stakeholders to support global and local health initiatives.

The Human Resources Manager is responsible for overseeing all areas of HR for GHSC-PSM Ethiopia in compliance with Ethiopian labor laws and Chemonics’ policies. The manager will oversee recruitment, benefits, employee relations, compliance, policy implementation, communication and training, staff development and oversight on additional HR related projects and initiatives. The Human Resources Manager should be able to exemplify the Chemonics competencies and values. S/he will report to the GHSC-PSM Ethiopia project’s Operations and Finance Director.

Global Health Supply Chain – Procurement and Supply Management Ethiopia

Background

The purpose of the Global Health Supply Chain– Procurement and Supply Management (GHSC-PSM) Program is to ensure uninterrupted supplies of health commodities in support of United States Government (USG)-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), President’s Malaria Initiative (PMI) and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain. At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:

  •  Global Commodity Procurement and Logistics
  • Systems Strengthening Technical Assistance
  • Global collaboration to improve long-term availability of health commodities

Purpose

The Human Resources Manager is responsible for overseeing all areas of HR for GHSC-PSM Ethiopia in compliance with Ethiopian labor laws and Chemonics’ policies. The manager manage the Human Resources Team and oversee recruitment, benefits, employee relations, compliance, policy implementation, communication and training, staff development and oversight on additional HR related projects and initiatives. The Human Resources Manager should be able to exemplify the Chemonics competencies and values. S/he will report to the GHSC-PSM Ethiopia project’s Operations and Finance Director.

 Principal Duties and Responsibilities:

Management:

  • Manage the Human Resources Team, directly supervising two Human Resource Specialists. Set goals for performance and deadlines aligned with project and corporate goals and requirements.  Organize optimal workflow – identifying efficiencies wherever possible; and monitor employee productivity and efficacy, providing constructive feedback and coaching when needed.
  • Serve as subject-matter expert in HR management and advise on HR actions to mitigate risk and protect the project and Chemonics.
  • Work closely with Operations and Finance Director (OFD) on communication to staff and labor law compliance and help to ensure a positive and thriving work environment for all staff.
  • Collaborate with other Chemonics’ projects in country to ensure the global country platform model is created, maintained, and sustained country-wide.
  • Lead negotiations and liaise with benefits vendors to ensure compliance and best value for staff.
  • Manage and administer benefits according to appropriate plans and labor laws requirements, bring any requirement changes or suggestions for improvement to OFD’s attention.
  • Develop and administer salary scale in conjunction with USAID, if required.
  • Communicate changes or new initiatives to staff.
  • Ensure project compliance with Ethiopian labor laws by conducting regular audits, and keeping updated on local labor laws and HR best practices.
  • Advise on disciplinary process ensuring all actions taken comply with Ethiopian labor laws and Chemonics policies, and loop in appropriate Home Office department, if necessary.
  • Oversee annual assessment process and ensure procedures are communicated and followed.
  • Work with employees and supervisors to prevent and/or resolve employee relations issues in coordination with Employee Relations and Office of Business Conduct (OBC), as appropriate. Investigate allegations of wrongdoing, i.e.: sexual harassment, harassment, fraud, etc.
  • Ensure personnel aspects of Field Office Policy manual is up to date, communicate changes when applicable.
  • Foster and demonstrates a workplace inclusive of creating opportunity, serving others, building trust, innovation, and exceeding expectations
  • Ensure all HR management practices conform to the project’s and Chemonics’ policies, best practices, USAID rules and regulations, and Ethiopian labor laws.
  • Maintain effective relationship with the labor attorney to mitigate risk to organization and advocating for the employee and client rights.
  • Interpret and advise staff on Chemonics, USAID, and federal compliance policies and procedures.
  • Other duties as assigned.

Recruitment:

  • Oversee full cycle recruitment process in compliance with established procedures and regulations including but not limited to creation of job descriptions and interview questions, shortlisting and pre-screening candidates as well as reference checks, and negotiating offers of employment.
  • Ensure that all candidates’ previous work and salary history is verified for accuracy prior to making an offer.
  • Ensure that templates and processes as they relate to the recruitment function are regularly maintained and created when needed.
  • Train staff on recruitment processes, as necessary.

Onboarding:

  • Oversee all onboarding processes and ensure that first day orientations are well-prepared and delivered on time.
  • Confirm all new hire paperwork is submitted and personnel files are complete and compliant with Chemonics policy, Ethiopian labor laws, and USAID regulations.
  • Ensure new hires are provided with adequate training regarding the project and relevant Chemonics policies in order to perform the job to the best of their ability and are assimilated into Chemonics culture.

Records Management:

  • Ensure that timesheet records are accurate and well-maintained and ensure all timesheets are submitted on time with the correct approval.
  • Ensure all staff are trained on, and are familiar with, timesheet procedures and policies.
  • Ensure personnel and recruitment files are maintained according to the requirement, ensure confidentiality and safety of the data.

Level of Effort and Location

The duty station for this position will be at GHSC-PSM central Office, Addis Ababa, with intermittent local travels as needed.

Supervision

The Human Resources Manager will report directly to GHSC-PSM Operations and Finance Director.

Job Requirements

Qualifications and Desired Attributes:

  • At least 5 years of experience in progressive Human Resource roles, including supervisory experience, preferably with USAID implementers or other international development donors preferred.
  • Experienced knowledge of Human Resource management concepts, best practices, theories
  • Knowledgeable on Ethiopia’s labor laws, ability to interpret labor laws, and previous experience interacting with labor counsel preferred
  • Excellent verbal and written communications skills in English and Amharic, demonstrated through experience.
  • Excellent interpersonal skills. Ability to prioritize work, meet deadlines and produce quality results on time with attention to detail with strong ability to work under pressure, demonstrated through relevant project experience.
  • Attention to detail, high degree of accuracy and thoroughness and monitor own or others work to ensure quality.
  • Strong problem solving and conciliatory skills, and proven ability to lead and manage projects independently from start to finish.
  • A college degree in human resources, industrial psychology, psychology, conflict resolution, management or related field, or 4 years of equivalent work experience.
  • Demonstrated leadership, versatility, integrity, and high level of confidentiality.
