Position:                       ICT Program Manager  (Internal/External)

Duty Station:                Addis Ababa

Duration of Contract: One-year contract, renewable (with 60 working days Probation)

POSITION SUMMARY:

This position entails overall strategic coordination and leadership of ICT components of Resilient Food Security Activity (RFSA). Plans, organizes, directs, controls and coordinates quality ICT services for the M&E system and accountable for day-to-day operations of resourcing, scheduling, prioritization and task coordination, and meeting project milestones, objectives and deliverables within agreed timeframes and budgets.

Principal Responsibilities

Key Result #1 –  System design and implementation

● Analyze information needs and specify technology to meet those needs

● Formulate and direct ICT strategies and plans for RFSA

● Oversee the design and implementation of the monitoring and evaluation system, digitizing relevant forms and protocols in support of outcomes as defined by M&E

● Analyze implementation challenges and report any inconsistencies and/or gaps to inform adjustments to plans and implementation schedules

● Ensure data for report requirements are fulfilled

● Serve as the primary point of contact for product sign-off during User Acceptance Testing.

● Manage expectations of internal and external stakeholders, timelines for deliverables, and project scope.

● Develop a detailed project plan to track progress on the project, based on best practices and policies.

● Analyze customer business processes and workflows, requirements, and create end-to-end solutions.

Key Result #2- ICT support

● Direct the selection and installation of ICT resources and the provision of user training

● Direct ICT operations and setting priorities between system developments, maintenance and operations

● Oversee the security of ICT systems

● Ensure ICT systems are implemented and maintained to meet privacy and security standards established by FH and the donor program

● Establish spot-check systems for all ICT related processes for accountability and proper management

● Support data virtualization by creating fast access to data and making storage systems that are separate from physical hardware in a device, and is the basis for cloud computing.

Key Result #3 – Project Management

● Oversee and manage all aspects of ICT project phases including proactive management of project risks and issues

● Work diligently to ensure that project deliverables match agreed-upon schedule, and scope dimensions

● Prepare presentation and briefing material, status reports for the Management Team and other stakeholder groups

● Ensure that systems requirements analysis provides sufficient formality and records for effectively communicating, coordinating, executing and quality assuring tasks between all stakeholders involved in the project

● Keep abreast of developments in the ICT field especially in relation to emerging technologies (e.g. machine learning) and their impact on the ICT portfolio of RFSA

Key Result #4 – Data collection and Data analysis

● Establish protocols and processes to ensure quality user support and ongoing development of data collection systems based on user experience and feedback

● Ensure the development of visualization and aggregation of data in support of reporting as required by the project

Key Result #5 – Capacity building

● Coordinate to ensure that all necessary training is effectively cascaded to users in support of each newly released version of data collection systems

● Identify performance gaps and training opportunities to improve staff and partners capacity in ICT

Education and Experience

⮚ BSc  in computer science, information systems or in any other relevant fields.

⮚ A minimum of five(5) years of relevant work experience in ICT project management/project delivery or ICT portfolio planning and prioritization out of which three years of experience in supervisory position

Supervisory Responsibility

⮚ The position supervises the Data Analysis and Visualization Coordinator, Digital Data and Device Management Officer and other positions that will be filled as per the unit’s demand.

Language

⮚ Proficiency in spoken and written English language.

Safety & Security Responsibilities

⮚        Encourages compliance of Safety and Security principles and policies of the organization by all staffs;

⮚        Visiting project Offices and operational areas periodically to meet staff and making sure that all staff members are aware of the safety and security procedures;

⮚        Explains to staffs the reasoning behind the organization’s safety and security policies and procedures;

⮚        Organizing local training sessions, such as First Aid, Fire Safety, and Defensive Driving for staff members.  If possible, he/she should conduct briefing and training sessions himself/herself;

⮚        Ensures that safety and security objectives are added to performance reviews and evaluations of all staff members;

⮚ Encourages staff to adopt safe and secure practices. Ensuring that updated personnel information related to safety (Record of Emergency Data) and security management are

Gender Responsibilities

⮚        Provide adequate time to staff to participate in gender sensitivity workshops and related events.

⮚        Through observation, interviews, and spot-checks, ensure that the staff planning process is gender sensitive.

⮚        Build a better gender balance in staffing through affirmative action.

⮚        Observe if women staff are as involved as men in high-profile activities such as interaction with visitors and chairing meetings, and take corrective action if warranted.

⮚        Encourage female staff to participate in external networks (local and regional), as well as seminars and cross visits.

⮚        Facilitate open and regular discussions with staff on about the work environment, policies, and values convenient to gender issues.
